At the present time the system of “Smart house” allows passing messages on any type of emergencies only out loud (phone call), though some individuals with disabilities will not be able to report an accident. Moreover, the pall showed, that 55 % of respondents would prefer sending text message on fire or other emergency to operations control duty desk. The respondents of this group feel it’s easier to make a photo or video of the accident. Though it is still impossible to analyze the data received in this form and make decisions automatically. In the conditions of yearly increase of the number of mobile phones getting text messages on emergencies is as important as processing of voice calls. Receiving and processing text messages would be current in case of terrorist attack. Any victim can noiseless send just one word and inform on the emergency. The article analyzes the process of receiving and processing messages when calling the emergency number 112. We propose a module of sending Messages-112 by persons with disabilities in the system of “smart house” in the form of short text messages (SMS).

IntroductionIn 2015, as part of the WHO and International Telecommunication Union’s ‘Be Healthy Be Mobile’ initiative using mobile technology to combat non-communicable diseases, the Ministry of Health and Family Welfare and the Ministry of Communication and Information Technology in India developed a short text message-based mobile health programme (the ‘mCessation’ programme) to support tobacco users to quit tobacco use.ObjectivesTo evaluate the effectiveness of the mCessation programme by estimating quit rates and quit attempts among registered subscribers of the programme and to understand subscriber perceptions of the programme.MethodsSubscribers to the mCessation (QuitNow) programme were telephonically interviewed 4–6 months after registration. A total of 12 502 calls were made, and completed responses recorded from 3362 ever tobacco users. A total of 6978 respondents either gave very few responses or refused to participate in the telephonic survey. Never tobacco users (1935) and subscribers to the mDiabetes programme (227) were excluded from the sample.ResultsA large proportion of registrants (1935 out of 12 502 respondents) were found to be never users. The quit rate (estimated as those who stated they had not had any tobacco in the past 30 days at 4–6 months after registering with the programme from the total sample (excluding never smokers and mDiabetes registrants)) was 19%. Sixty-six per cent of registered subscribers who were current tobacco users had made quit attempts in the period between registration and survey. Seventy-seven per cent of respondents reported that the programme was helpful/very helpful to quit tobacco.ConclusionThe mCessation programme has successfully helped tobacco users in India to quit tobacco by motivating and supporting registered participants through mobile text messages.

This study aimed at finding out the effects of mobile health ( mhealth) technologies on uptake of Routine Growth Monitoring (RGM) among caregivers of children aged above 9 months in Kenya. This was a quasi-experimental study. The experiment groups received Short Text Message (STM) and Voice Call (VC). The analysis demonstrates that in month 1, caregivers who received STM were 6.875 times more likely to take their children for RGM compared to control (OR = 6.875; 95 CI: 3.591-13.164); caregivers who received VC were 6.750 times more likely to take their children for RGM compared to those in control arm (OR = 6.750; 95 CI: 3.522-12.938). Policy makers and implementers in the health will find these study findings useful in deciding whether or not to adopt STM or VC in improving uptake of RGM for children above 9 months.

The Electronic Signature Law of the People’s Republic of China has been implemented for over seven years. However, a wide variety of legal problems exists. This paper analyzes four cases about e-signature use in China that covers four different areas: E-mail, short text message, E-banking, and online shopping. Various solutions to problems concerning e-signature use are also discussed.

In recent years, the pervasive use of social media has generated huge amounts of data that starts to gain a lot of attentions. Each social media source utilizes different data types such as textual and visual. For example, Twitter1 is for a short text message, Flickr2 is for images and videos, and Facebook3 allows all of these data types. It is highly desired to find patterns of social media users from such different data formats. With the use of data mining techniques, the social media data opens a lot of opportunities for researchers. Despite of its short history, social media mining has become very active research area. This paper provides a comprehensive survey on recent research on social user mining. In particular, the survey focuses on two aspects: (1) social user mining based on data types, such as textual, visual, and both textual and visual information, and (2) social user mining based on mining techniques. In addition, we present our current research on social user mining as well as its future directions.
