Many decisions within engineering systems design are typically made by humans. These decisions significantly affect the design outcomes and the resources used within design processes. While decision theory is increasingly being used from a normative standpoint to develop computational methods for engineering design, there is still a significant gap in our understanding of how humans make decisions within the design process. Particularly, there is lack of knowledge about how an individual's domain knowledge and framing of the design problem affect information acquisition decisions. To address this gap, the objective of this paper is to quantify the impact of a designer's domain knowledge and problem framing on their information acquisition decisions and the corresponding design outcomes. The objective is achieved by (i) developing a descriptive model of information acquisition decisions, based on an optimal one-step look ahead sequential strategy, utilizing expected improvement maximization, and (ii) using the model in conjunction with a controlled behavioral experiment. The domain knowledge of an individual is measured in the experiment using a concept inventory, whereas the problem framing is controlled as a treatment variable in the experiment. A design optimization problem is framed in two different ways: a domain-specific track design problem and a domain-independent function optimization problem (FOP). The results indicate that when the problem is framed as a domain-specific design task, the design solutions are better and individuals have a better state of knowledge about the problem, as compared to the domain-independent task. The design solutions are found to be better when individuals have a higher knowledge of the domain and they follow the modeled strategy closely.

Zusammenfassung. In zwei experimentellen Studien werden mögliche alternative Bedingungen der lösungsgüteverbessernden Wirkung einer Frage-Antwort-Technik im Entwurfsdenken (Design Problem Solving) geprüft. In der ersten Studie (N = 84) wurden differential- und kognitionspsychologische Bedingungen geprüft. Eine Aussagenanalyse in einer zweiten Studie (N = 94) sollte die nachgewiesenen Ergebnisse vertiefen. Für die in beiden Studien ermittelten Lösungsgüteverbesserungen konnten keine differentialpsychologischen Abhängigkeiten von Vorgehensstilen nachgewiesen werden. In kognitionspsychologischer Hinsicht zeigte sich, dass sowohl Fragen, die die Forderungen der Aufgabe in Erinnerung bringen, als auch Fragen, deren Beantwortung die Auslösung von Denkprozessen fördern, zur Lösungsgüteverbesserung beitragen. Größere Effekte werden bei der Kombination beider Fragenarten nahe gelegt. Die Ergebnisse der Aussagenanalyse weisen auf eine sowohl beschreibende als auch begründende und bewertende Vorgehensweise der Untersuchungsteilnehmer hin, die Verbesserungen erzielten. Fragen für weiterführende Untersuchungserfordernisse werden abgeleitet.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. The boundary condition design of a three-dimensional furnace that heats an object moving along a conveyor belt of an assembly line is considered. A furnace of this type can be used by the manufacturing industry for applications such as industrial baking, curing of paint, annealing or manufacturing through chemical deposition. The object that is to be heated moves along the furnace as it is heated following a specified temperature history. The spatial temperature distribution on the object is kept isothermal through the whole process. The temperature distribution of the heaters of the furnace should be changed as the object moves so that the specified temperature history can be satisfied. The design problem is transient where a series of inverse problems are solved. The process furnace considered is in the shape of a rectangular tunnel where the heaters are located on the top and the design object moves along the bottom. The inverse design approach is used for the solution, which is advantageous over a traditional trial-and-error solution where an iterative solution is required for every position as the object moves. The inverse formulation of the design problem is ill-posed and involves a set of Fredholm equations of the first kind. The use of advanced solvers that are able to regularize the resulting system is essential. These include the conjugate gradient method, the truncated singular value decomposition or Tikhonov regularization, rather than an ordinary solver, like Gauss-Seidel or Gauss elimination.
