Abstract. Natural flood management (NFM) is the name given to nature-based solutions (NBS) for flood management in the UK. It is a holistic flood management technique that employs natural hydrological processes, through the installation of interventions, to slow the flow of water, creating a landscape-scale flood management system. Despite widespread interest and supporting policy from governments and non-profit organisations, NFM, as yet, has not been widely adopted as a mainstream flood management technique. A small number of academic studies examining perceived barriers to NFM adoption have identified a variety of individual factors as being responsible. It is commonly accepted that flood risk management broadly, and NFM specifically, are complex, challenges of interacting physical and human parameters, and that academic, institutional and policy divisions are rarely sympathetic to embracing these complexities. A transdisciplinary problem-framing study in conjunction with professionals experienced in the delivery of NFM projects in the UK aimed to capture these multifaceted parameters of flood management and strategic delivery at a landscape scale using group concept mapping, a systems approach to identify conceptual convergence. This policy-delivery impasse was further explored by quantifying the relative importance of individual barriers and conceptual groupings from the perspective of two different practitioner groups (flood risk managers and conservation practitioners). The results demonstrate that the NFM delivery system can be grouped into seven interacting elements, policy and regulation, politics, public perception, cross-cutting issues, funding, technical knowledge and evidence, of which each has a varying number of barriers that limit NFM uptake. Opinions differ as to the importance of these individual barriers; however, when considering the system broadly we identify that the institutional and social barriers are perceived as the most important, whilst technical knowledge and evidence are the areas of least concern. This paper aims to promote NBS flood management delivery in the UK and globally by generating, structuring and representing the multifaceted and multilevel NFM delivery system at a local level to evidence adaptive decision making at regional, national and global levels. Through problem structuring and an increased understanding and awareness of the structure and network of linking elements and perceived differences of practitioner groups that influence the system of delivery, steps can be taken towards solutions that are socially, scientifically and practically robust.

To promote sustainable urban development, transport policies need to change from a car-oriented mobility planning paradigm to an accessibility-based paradigm, integrating land-use and transport policies. This paper uses the concept of planning paradigms to describe the current status of municipal transport planning and problem framing. The dominant transport planning paradigm of 172 Dutch municipalities is determined, based on a conceptual framework with 24 mobility and accessibility planning criteria. Statistical analysis is then conducted to find linkages between the planning paradigm and transport, land-use, and institutional characteristics of the municipalities. We show that the mobility planning paradigm still dominates Dutch municipal transport planning, and the accessibility planning paradigm is mostly found in large cities and highly urban municipalities. However, we do find indications of slow change in the transport planning paradigms in Dutch municipalities, as older policy documents are more (car) mobility focused than newer policy documents. Further research is necessary to examine the evolution of the paradigm shift in municipal transport planning over time and what factors promote the realization of such a paradigm shift.

Highly technical rules for regional electricity markets shape opportunities for new technologies and the pace of transition to a cleaner and more distributed power system. We compare three case studies of regional transmission organizations and identify common mechanisms that describe the relationship between institutional design and administrative policy decisions. We compare industry actors, old and new, across these case studies to better understand structural power and institutional stability through four mechanisms drawn from the literature: (1) self-reinforcing interests, (2) participation in and position of groups, (3) influence over communication and information, and (4) control over problem framing and pace of decisions. A focus on the mechanisms that operate within RTO governance provides insight into needed RTO governance reform.

AbstractProblem framing is critical to developing risk prediction models because all subsequent development work and evaluation takes place within the context of how a problem has been framed and explicit documentation of framing choices makes it easier to compare evaluation metrics between published studies. In this work, we introduce the basic concepts of framing, including prediction windows, observation windows, window shifts and event-triggers for a prediction that strongly affects the risk of clinician fatigue caused by false positives. Building on this, we apply four different framing structures to the same generic dataset, using a sepsis risk prediction model as an example, and evaluate how framing affects model performance and learning. Our results show that an apparently good model with strong evaluation results in both discrimination and calibration is not necessarily clinically usable. Therefore, it is important to assess the results of objective evaluations within the context of more subjective evaluations of how a model is framed.

Abstract. The co-creation of knowledge through a process of mutual learning between scientists and societal actors is an important avenue to advance science and resolve complex problems in society. While the value and principles for such transdisciplinary water research have been well established, the power and empowerment dimensions continue to pose a challenge, even more so in international processes that bring together participants from the global north and south. We build on earlier research to combine known phases, activities and principles for transdisciplinary water research with a negotiated approach to stakeholder empowerment. Combining these elements, we unpack the power and empowerment dimension in transdisciplinary research for peri-urban groundwater management in the Ganges Delta. Our case experiences show that a negotiated approach offers a useful and needed complement to existing transdisciplinary guidelines. Based on the results, we identify responses to the power and empowerment challenges, which add to existing strategies for transdisciplinary research. A resulting overarching recommendation is to engage with power and politics more explicitly from the inception of transdisciplinary activities, as a key input for problem framing.

In this article, I suggest that one way to enhance teacher agency is to practise greater linguistic awareness in our professional conversations. Based on a conceptual framework utilising the idea of ‘cultural models’ (everyday theories expressed in language) I analyse primary data of Malaysian English-language teachers’ meetings to show two ways in which they have an impact on practice and agency. Based on the evidence, I claim that cultural models [1] function as problem-framing devices and [2] can support transformations in practice. The data in this paper comes from audiovisual recordings of teacher meetings, generated as part of a larger study on teacher collaborative discourse in professional learning communities (PLC), with English-language teachers at Malaysian national secondary schools. Based on these findings, I argue that teacher agency defined as the capacity to make a difference in the context of teachers’ work—is partly a function of how teachers speak about the relevant domains of their practice, be they students, subject or pedagogy. This offers practitioners who wish to be more agentic in their practice some relevant points for reflection.
