If we seek to make informed assessments about India’s future foreign policy and possible contestations, we must revisit a much larger and earlier slice of its strategic past, in order to discern prior policy patterns during times of inflexion and change. The Cold War period offers a rich and relatively untapped empirical reserve that can provide much needed depth to understanding Indian strategic thought and geopolitical practices. And, to truly understand Indian statecraft one must go beyond the study of non-alignment and examine more concrete ideas that have informed Indian geopolitics over the years. This book attempts to explicate some of these ideas and their application during some of the most significant events and crises in India’s immediate and extended neighbourhood over three decades during the Cold War. This chapter sets up the book’s main argument, lays out the conceptual framework, elaborates on the historical scope of the case studies, and, finally on the archival material that has been consulted by the author.

This chapter discusses the approach of the Russian Federation in the use of information and communication technologies (ICTs) in the context of international security and peace. After analysing the conceptual framework and definitions, as well as key distinguishing features in Russia’s approach, it gives an overview of Russia’s regulatory landscape and main legislative acts concerning cybersecurity and international security broadly. This introductory chapter develops a new conceptual framework for understanding how China’s complex domestic structures influence the practice and effectiveness of China’s economic statecraft. China’s orchestration approach integrates three core elements: the “nesting” of orchestration tactics within its hierarchical structures; the use of lucrative “tournaments” designed to attract eager participants while facilitating oversight and discipline; and designing economic statecraft initiatives to maximize interest alignment between central leaders’ foreign policy goals and the interests of key implementing actors. The chapter concludes with the book’s research methodology and a book overview.

The history of South Africa’s long walk to political freedom is dotted with Nigeria’s undaunted commitment and involvement, propelled by Nigeria’s Afrocentric foreign policy stance. This study therefore, demonstrates Nigeria’s concern for Africa’s political liberation, and in particular, presents Nigeria’s commitment to South Africa’s struggle for political freedom during the colonial years. It adopts the secondary method of data collection, and borrows from the conceptual framework and doctrinal provisions of reciprocity to weigh South Africa’s attitude towards Nigeria’s commitment to her (South Africa’s) political emancipation. Passing Nigeria’s involvement in South Africa’s liberation struggle and South Africa’s treatments of Nigeria through the critical lens of historical and theoretical analysis, this study makes a finding that Nigeria’s magnanimity to South Africa is at variance with South Africa’s response to Nigeria. The study recommends that Nigeria’s relations with her African brothers, informed by her foreign policy of Afrocentrism, should reflect reciprocity. In sum, that in her foreign relations, Nigeria should treat as she is treated.

The term “national interest” has been used by statesmen and scholars since the founding of nation-states to describe the aspirations and goals of sovereign entities in the international arena. Today foreign ministers, military strategists and academicians discuss the vital interests of their countries in ways suggesting that everyone understands precisely what they mean and will draw correct inferences from their use of the term. Nothing could be further from reality. In truth, the study of international politics as well as the art of diplomacy suffer from widespread ambiguity about the meaning of national interest, with the result that some scholars have proposed that the concept be abandoned and replaced by some other phrase. To my mind, this would be an abdication of the scholar's responsibility because, whether we like it or not, the term national interest is so deeply ingrained in the literature of international relations and diplomatic language that it is unlikely to be dismissed from our vocabulary simply because some scholars find it useless. Were we to attempt to substitute some new phrase, we would likely find even less consensus and could become engaged in yet another round of jargon-creation. A better alternative, I suggest, is to strive for a more precise definition of national interest and then provide a conceptual framework in which serious discussion of foreign policy and international politics can become more fruitful. That is the purpose of this paper.
