The labor literature documents a gender wage gap between the earnings of men and women in the developed countries but research on the gap in developing countries is less common and usually focuses on individual countries. Research typically identifies a part of the wage gap that is due to observable characteristics, or endowments, and an unexplained part attributable to differences in gender wage equation coefficients sometimes interpreted as gender bias. The focus of recent gender wage gap research has been on understanding how the gender gap varies along the earnings distribution. In this paper, we investigate the determinants of the gender wage gap across 12 developing countries using data from the World Bank’s STEP (Skills Toward Employment and Productivity) Measurement survey that provides information on household demographic characteristics, education and training, employment, and job skills. We apply the classical Blinder-Oaxaca decomposition and combined with quantile regression and also use decomposition methods based on the recentered influence function to obtain distributional decomposition of the wage gap by covariates and by quantiles. Our results show that there are significant gender pay differences that generally decrease with earnings and are mostly due to differences in the intercepts and a slightly offsetting difference in returns to education that are higher for women. The explained part of the gender wage gap, although much smaller, is attributed almost entirely to lower educational level of women and the motherhood penalty. The main conclusion is that improvements in women’s education and training, as well as child friendly labor policies, remain the most important factors that can help to narrow the gender gap in developing countries, which is consistent with previous work.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Abstract This paper contributes to the literature on the gender wage gap by empirically analyzing those workers who hold the highest possible educational qualification, i.e., a Ph.D. The analysis relies on recent Italian cross-sectional data collected through a survey on the employment conditions of Ph.D. holders. The Oaxaca–Blinder decomposition analysis and quantile decomposition analysis are carried out, and the selection of Ph.D. holders into employment and STEM/non-STEM fields of specialization is taken into account. Findings suggest that a gender gap in hourly wages exists among Ph.D. holders, with sizeable differences by sector of employment and field of specialization.

The role of women in labor markets has been characterized by great changes in the last century, with gender inequalities decreasing in most developed countries. The stereotypes related to women in labor markets have been hard to break within social norms and cultures. Many efforts have been made in recent decades by governments and national and international institutions to decrease and promote women's empowerment and gender equality in labor markets. This chapter has as its main purposes to provide an overview of the evolution of the role of women in labor markets in developed countries and to investigate this evolution based on a set of variables: gender participation rates, education, employment, the gender gap in management, wages and the gender wage gap, and public policies and laws. However, despite the positive evolution of the participation rate of women in labor markets that has been observed in recent decades, gender inequalities still persist.

This chapter presents an overview of e-Government technological divide in developing countries. Technological divide here does not consist simply of telecommunications and computer equipment (i.e. ICTs), but it is also e-Readiness (i.e. the available capacity as indicated by workforce capacity to build, deploy, and maintain ICT infrastructure), ICT literacy (using digital technology, communication tools, and/or networks appropriately to access, manage, integrate, evaluate, and create information), e-Inclusion and/or e-Exclusion (i.e. no one is left behind in enjoying the benefits of ICT), etc., which are factors also necessary in order for people to be able to use and benefit from e-Government applications. Most of the currently published works on e-Government strategies are based on successful experiences from developed countries, which may not be directly applicable to developing countries. Based on a literature review, this chapter reveals the status of e-Government technological divide in developing countries and also underscores the challenges associated with e-Government in developing countries, thus bringing to the limelight the factors that influence the growth of the technological divide and different approaches that have been put in place to overcome the divide. In conclusion, this chapter advocates education and training, local content development, enhancing network infrastructure, and capacity building, among others, as ways of bridging the divide.

ABSTRACT We relate gender differences in willingness to commute to the gender wage gap. Using French administrative data on job search criteria, we first document that unemployed women have a lower reservation wage and a shorter maximum acceptable commute than their male counterparts. We identify indifference curves between wage and commute using the joint distributions of reservation job attributes and accepted job bundles. Indifference curves are steeper for women, who value commute around 20% more than men. Controlling in particular for the previous job, newly hired women are paid after unemployment 4% less per hour and have a 12% shorter commute than men. Through the lens of a job search model where commuting matters, we estimate that gender differences in commute valuation can account for a 0.5 log point hourly wage deficit for women, that is, 14% of the residualized gender wage gap. Finally, we use job application data to test the robustness of our results and to show that female workers do not receive less demand from far-away employers, confirming that most of the gender gap in commute is supply-side driven.

In recent decades, technological advances have been revolutionizing all areas of society, including the teaching resources and methodologies used in the world of education. Teachers are in the process of adapting to develop the digital skills they need for the use of Information and Communication Technologies (ICTs), a process that must be permanent and in which there are still knowledge gaps undermining its application. This study aims to determine whether this lack of digital skills is influenced by the gender of teachers, for example, whether there is a gender gap in ICT application in teaching, specifically Dual Vocational Education and Training, which is a teaching area that has been growing exponentially in recent years. A descriptive quantitative method has been used for this study with a sample of 1568 teachers of Dual Vocational Education and Training from the Autonomous Community of Andalusia, with data collected through a questionnaire. The results show that while the level of knowledge of ICT resources is medium among this group and is therefore improvable, there are no significant gender differences between teachers with respect to the application of e-skills by teaching professionals, despite the existence in other contexts of a large digital gender gap in new technology professionals.
