The demand for automated game development assistance tools can be fulfilled by computational creativity algorithms. The procedural generation is one of the topics for creative content development. The main procedural generation challenge for game level layout is how to create a diverse set of levels that could match a human-crafted game scene. Our game scene layouts are created randomly and then sculpted using a genetic algorithm. To address the issue of fitness calculation with conflicting criteria, we use weighted aggregated sum product assessment (WASPAS) in a single-valued neutrosophic set environment (SVNS) that models the indeterminacy with truth, intermediacy, and falsehood memberships. Results are presented as an encoded game object grid where each game object type has a specific function. The algorithm creates a diverse set of game scene layouts by combining game rules validation and aesthetic principles. It successfully creates functional aesthetic patterns without specifically defining the shapes of the combination of games’ objects.

This chapter examines the impact that the concept of “sustainable development” in the Nigerian oil and gas industry has had and is likely to have upon the development of energy, resources, and economic growth in the future of Nigeria upon the focus and scope of energy, resource, and environmental law practice associated with that development. The chapter will adopt the definition of sustainable development as articulated in the Brundtland Report by the World Commission on Environment and Development. It will examine the legal status of Sections 10 and 12 of the Nigerian Oil Industry Content Development Act 2010 and its implication on international trade and sustainable development. The chapter argues that Sections 10 and 12 of the Nigerian Oil and Gas Industry Content Act 2010 do not reflect the meaning and intention of the Brundtland's definition of sustainable development, which evinces normative values, values of equity, and justice for all.

The planning, processing, facilitation, delivery, and evaluation of learning in formal and informal education environments through learner self-direction has become an imperative competency for personal and professional success. The proliferation of virtual learning and working is one variable driving the accelerated focus on self-directed learning (SDL); however, there are many additional economic, social, policy, and structural reasons why SDL is vital in the nascent skills-based economy. To address this need, a digital micro-credential was designed to intentionally and transparently provide all learners, not just those with educational pedigree, social standing, and financial prosperity, with the necessary skills and tools for operationalizing SDL in their lives. The described context, content, development process, validation, and iteration of the proposed SDL digital micro-credential couples a theoretical foundation of SDL with a practical application that has the promise to scale the adoption and promotion of SDL more broadly.

Continuous and rapid developments in science and technology have raised a challenge for compliance between the learning content provided by study programs and (1) the actual state of art in the domains the programs are addressing and (2) the actual needs of companies that will employ the graduates of these programs. To achieve such compliance continuously, the digitalization of learning content (curriculum) engineering could provide supporting tools that facilitate awareness of incompliance, which is the first step in introducing changes in the learning content. In this article we discuss how such awareness, regarding the needs of companies, can be supported by a service system that monitors the gap between educational demand and offer. The proposed service system provides possibilities for automatic, semi-automatic and manual analysis of texts representing the educational demand, versus the texts representing the educational offer. The implementation of the service system has been demonstrated, having been applied at university. The experiments showed that the system can provide valuable information for educational content development, but its maintenance and incorporation in study process management and curriculum engineering still require additional research.

This article attempts to analyze the strategy adopted by the government of India to combat the COVID 19 pandemic, motivating people to take vaccines and addressing the issue of vaccine hesitancy. The study is based on the close review of various digital media platforms utilized by the government of India majorly the website and Facebook page of the Ministry of Health and Family Welfare and awareness videos on YouTube. The results include a list of crucial gaps that have not been paid attention to or were ignored during the information-based content development and dissemination via the official digital platforms. Also, a major gap was recorded in the set of information available in English, Hindi, and Vernacular languages. Vaccine hesitancy was one of the major issues during the pandemic. The study suggests that the issue of vaccine hesitancy was also under-addressed.

The purpose of this study was to analyze the application of e-government through Samsat Mobile Jawa Barat at the Regional Revenue Agency of West Java Province. The theory used in this study uses e-government theory which includes (1) content development, (2) competency building, (3) connectivity, (4) cyber law, (5) citizen interface, and (6) capital. The research approach used is a qualitative approach. Data collection techniques by interview, observation and documentation. The data analysis technique is based on Creswell's thinking with a bottom-up hierarchical approach model. The results of this study indicate that the implementation of e-government through Samsat Mobile Jawa Barat in the Regional Revenue Agency of West Java Province has been running quite well. Although based on Idrajati's e-government theory, there are several criteria that need to be improved. Such as content development criteria that still do not provide an iOS-based Samsat Mobile Jawa Barat application, competency building criteria have not yet produced employees who are experts in managing the appearance of the Bapenda West Java website design and content. The connectivity criteria are good because they are in the West Java region. Cyber law criteria must be added specifically, because it only follows the rules of the central government, the citizen interface criteria still need to be developed because it only has two channels, namely the website and the android application. While the criteria for capital is sufficient, it only needs additional sources of capital apart from the APBD.

The article contains substantiated criteria for the quality of an advertising video using the Saaty hierarchy analysis method. Thanks to the proposed recommendations, the enterprise can prioritize the video content development process and focus more on the significant criteria that affect the final result. The equivalence of the influence on the quality of the video of such criteria as the level of personnel qualifications, the quality of the script, the price and speed of creation, technical equipment has been proved. Other criteria are less important, but have their own contribution.

Recent studies have acknowledged the pedagogical challenges posed by digital technologies in higher education (HE) and the need to expand teacher professional development. In this paper, we present the first conceptualization of Teknosofikum, a three-year project funded by the Danish Ministry of Higher Education and Science, aimed at promoting HE teachers’ professional development in technology education. The goal of the project is to develop an interdisciplinary course for in-service HE teachers in Denmark, through design-based research in three iterations (2020-2023). The paper draws on data from the preparation phase at first iteration, including definition of intended curriculum, content development with subject experts, and learning activities design. A sociomaterial perspective is adopted, informed by STS, critical design and feminist studies. Through these theoretical lenses, professional technology education is understood in Teknosofikum as situated knowledge about the relationship between technology and society, translated into practice through an approach of critical relational pedagogy.
