Similarity-Based Decision Support for Internet Enabled Supply-Web Interactions

Abstract New approaches for decision making are emerging to support the use of the Internet for supply-web interactions in the manufacturing industry. In this paper, we discuss one such paradigm, namely similarity-based decision support. It recognizes that knowledge of similar experiences can support rapid and effective decision making in various forms of supply-web interactions. We illustrate this approach using two prototype systems, WebScout (an agent-based system for customer–supplier matchmaking in the job-shop machining industry context) and TOME (Treasury of Manufacturing Experiences — an Intranet application to aid manufacturability assessment in foundries).

With the introduction of the Internet there has been a growth both in the quantity and accessibility of information to the public concerning health issues. This improved availability of information does not always lead to a more informed public since there is no quality control of information but it can lead to a public that takes a more active role in their own health and thus is involved in shared decision-making. In order to develop a more informed public in the future, systems for quality control of information have been addressed. These systems can range from the present state of uncontrolled information (no quality control) to full-centralised control (censored information). Between these extremes lie two, more appropriate, decentralised filtering approaches—'upstream filtering’ (where third parties set quality criteria and evaluate information) and ‘down-stream filtering’ (where data are rated, labelled and weighted according to consumers’ criteria). These systems of filtering are discussed along with recommendations for those using the Internet as a source of information. The paper also documents reliable sources of information for the public, highlights the current concepts of shared decision-making, and provides some guidelines for developing an effective decision-making strategy.

The advent of the World Wide Web and other communication technologies has significantly changed how we access information, the amount of information available to us, and the cost of collecting that information. Individuals and businesses alike collect and interpret information in their decision-making activities and use this information for personal or economic gain. Underlying this description is the assumption that the information we need exists, is freely available, and easy to interpret. Yet in many instances this may not be the case at all. In some situations, information may be hidden, costly to assimilate, or difficult to interpret to ones own circumstances. In addition, two individuals who look at the same information can reach different conclusions as to its value. One person may see it as just a collection of numbers, another sees a market opportunity. In the latter case, information is used in an entrepreneurial way to create a business opportunity. Advances in technology have created opportunities to do this by creating information systems that can support business decision-making activities. Such decision support systems are playing an increasingly important role in determining not only the efficiency of businesses but also as business opportunities themselves through the design and implementation of such systems for other markets and businesses. However all is not easy as it may first seem. Quality decision making and effective decision support systems require high quality information. The implicit assumption in talking about decision support systems is that the required information is always available. It is somewhere “out there” and must just be collated to make use of it. However, very often this is not the case. Information that is scarce or inaccessible is often more valuable and can be the very reason for many firm’s existence. The importance for firms to process information to do with its business environment on issues such as, market trends, events, competitors, and technological innovations relevant to their success is prevalent in the management and IS literature.1 The theme of this article is to analyse the role information plays in managerial decision making at individual, group, and firm level from an economics perspective. We argue that access to information is essential for effective decision making and look at problems associated with insufficient information; the effects that such information deficits have in shaping and designing markets are then explored. We start by exploring the nature of information and the issue of asymmetric information. We examine the different solutions put forward to address information deficits, such as advertising, licensing, and regulation. Finally we conclude by outlining likely future research in markets with information deficits.

Current networking technologies, as well as the ready availability of large quantities of data and knowledge on the Internet-based Infosphere, offer tremendous opportunities for providing more abundant and reliable information to decision makers and decision support systems. The use of the Internet has increased at a breakneck pace. Some prevailing features of the Infosphere, however, have hindered successful use of the Internet by humans or decision support machine systems. To begin with, the information available on the internet is disorganized, multi-modal, and spread around the globe on server pages. Second, every day, the number and variety of data sources and services grows dramatically. In addition, the availability, type, and dependability of information services are all changing all the time. Third, the same piece of knowledge can be obtained from a number of different sources. Fourth, due to the complex existence of information sources and possible information updating and maintenance issues, information is vague and probably incorrect. As a result, collecting, filtering, evaluating, and using information in problem solving is becoming increasingly difficult for a human or computer device. As a consequence, identifying information sources, accessing, filtering, and incorporating data in support of decision-making, as well as managing information retrieval and problem-solving efforts of information sources and decision-making processes, has become a critical challenge. To fix this issue, the idea of "Intelligent Software Agents" has been suggested. Although a precise definition of an intelligent agent is still a work in progress, the current working definition is that Intelligent Software Agents are programs that act on behalf of their human users to perform laborious information gathering tasks such as locating and accessing information from various on-line information sources, resolving inconsistencies in the retrieved information, filtering out irrelevant data.

Management Information Systems (MIS) are widely used in big corporations to collect, organize, filter and present data, resulting in more effective decision-making. Through use of MIS, individuals shape the way how they make decisions. In our study, we posit that utilization of MIS in the decision-making process impacts the decision support capabilities of systems. The use of MIS develops speed, quality, and other features of decision-making. Moreover, improvement in decision-making is aimed to ensure customer satisfaction and good business results. All MIS strategies should therefore be tailored in a way that the all business goals are achieved.

This chapter examines the relationship between parliamentarism and the legislative branch. It explores the evolution of the legislative branch, leading to disillusionment with the rationalized law-making factory, a venture run by political parties beyond the reach of constitutional rules. The rise of democratically bred party rule is positioned between the forces favouring free debate versus effective decision-making in the legislature. The chapter analyses the institutional make-up and internal operations of the legislature, the role of the opposition in the legislative assembly, and explores the benefits of bicameralism for boosting the powers of the legislative branch. Finally, it looks at the law-making process and its outsourcing via delegating legislative powers to the executive.

In modern manufacturing industry, the methods supporting real-time decision-making are the urgent requirement to response the uncertainty and complexity in intelligent production process. In this paper, a novel closed-loop scheduling framework is proposed to achieve real-time decision making by calling the appropriate data-driven dispatching rules at each rescheduling point. This framework contains four parts: offline training, online decision-making, data base and rules base. In the offline training part, the potential and appropriate dispatching rules with managers’ expectations are explored successfully by an improved gene expression program (IGEP) from the historical production data, not just the available or predictable information of the shop floor. In the online decision-making part, the intelligent shop floor will implement the scheduling scheme which is scheduled by the appropriate dispatching rules from rules base and store the production data into the data base. This approach is evaluated in a scenario of the intelligent job shop with random jobs arrival. Numerical experiments demonstrate that the proposed method outperformed the existing well-known single and combination dispatching rules or the discovered dispatching rules via metaheuristic algorithm in term of makespan, total flow time and tardiness.
