Practical Approaches to Addressing the Evolving Perception of Terrorist Threats to Nuclear Power Plants

The September 11, 2001 terrorist attack on the World Trade Center and subsequent events has effected perceptions of the terrorist threat to the U.S. in general, and nuclear power plants in particular. These concerns have given rise to calls by government and private orga nizations for reevaluations of both the nature of the threat and protection against it. This paper suggests a general framework for a balanced approach to these reevaluations and highlights some practical and cost effective approaches for improving nuclear power plant safeguards protection.

This paper presents a methodology for identifying cost-effective failure prevention strategies for components or systems in nuclear power plants. Two strategies identified are the improvement of component reliability and the addition of redundant components. These two strategies are evaluated within the context of both repairable and nonrepairable systems. Capacity/demand and continuous time models are used to analyze the two strategies and systems. An example problem is developed for a continuous time, repairable system. It is clearly shown that large expenditures are justified to improve the reliability of some major systems in nuclear power plants and that these expenditures, exceeding the original capital cost of the system, could save tens of millions of dollars.

The current fleet of 104 nuclear power plants in the U.S. began their operation with 40 years operating licenses. About half of these plants have their licenses renewed to 60 years and most of the remaining plants are anticipated to pursue license extension to 60 years. With the superior performance of the current fleet and formidable costs of building new nuclear power plants, there has been significant interest to extend the lifetime of the current fleet even further from 60 years to 80 years. This paper addresses some of the key long term technical challenges and identifies R&D needs related to the long term safe and economic operation of the current fleet.

ABSTRACTAs part of an established traumatic stress research and treatment program located in New York City, we experienced the September 11, 2001, terrorist attacks on the World Trade Center first as New Yorkers, but also as professionals with an interest in both treating the survivors and furthering scientific knowledge regarding the neurobiology and treatment of traumatic stress. This paper gives vignettes of calls to our program and the treatment of World Trade Center terrorist attack survivors.

In accordance with GOST 20911–89. Technical diagnostics search for the place and causes of failure is the main or one of the main tasks of technical diagnostics of objects. Published information on accidents and incidents is an effective search tool. The base of TOP FAILURES at the nuclear power plants of the world for the 70-year period of operation numbering over 900 cases published in the press is used. The analysis of cases related to the failure of structures, including protective shells, performing the most important function of the final fourth safety barrier of nuclear power plants. Examples of accidents and incidents with protective shells of nuclear power plants with VVER and their safety systems are given.

The basic method of the operational inspection of metal of heat exchanging tubes (HET) of steam generators (SG) is eddy-current multifrequency method all over the world. The greatest distribution was received variant with eddy-current testing (ECT) by use of a bobbing probe on the Russian nuclear power plants (NPP). Tubes with the defects which a subject to plugging are defined by results of lead operational ECT over the certain algorithm. SG resource is settled and replacement is required at achievement of a limit on number of the plugged tubes [1].

In the trauma surrounding mass disasters, the need to identify victims accurately and as soon as possible is critical. DNA identification testing is increasingly used to identify human bodies and remains where the deceased cannot be identified by traditional means. This form of testing compares DNA taken from the body of the deceased with DNA taken from their personal items (e.g. hairbrush, toothbrush etc.) or from close biological relatives. DNA identification testing was used to identify the victims of the terrorist attack on the World Trade Center in New York on September 11, 2001, and of the victims of the Tsunami that hit Asia on December 26, 2004. Shortly after the 9/11 attack, police investigators asked the victims' families for personal items belonging to the missing, and for DNA samples from family members themselves. The New York medical examiner's office coordinated the DNA identification testing program; however, some of the identification work was contracted out to private laboratories.
