Pipeline Multi-Parameter Decision Making Approaches

Abstract Pipeline operators sometimes face challenges in finding an optimum decision while executing both capital and operational projects. Utility- and risk-based decision-making approaches could create a framework for devising an optimum solution, especially in cases involving multi-parameter decision making. From a utility function perspective, an optimum solution would be the one with the least amount of cost and the highest benefit. In other words, an optimum solution could be achieved by maximizing a utility function. Accordingly, as an optimization problem, constraints related to safety, risk, and reliability for a given scenario could limit or dictate the space of feasible solutions. Addressing the problem of arriving at an optimum solution for a multi-parameter decision is the core topic of this paper. Moreover, optimized utility functions — decision making analyses based on probabilistic risk assessment — are discussed. In addition, the paper introduces a conceptual approach that has been utilized for infrastructure decision making: the life quality index (LQI) approach.

The schedule for job shop system involving the complex correlated constraints is a complex combinatorial optimization problem, for which currently there is no a methodology claiming to have capability to find the optimum solution. Current research concentrate on the search of acceptable feasible solutions. This research proposes an embedded multi-phase methodology to find the acceptable feasible solutions in a higher efficiency. The thinking of the methodology is to decompose the complex optimization problem into two sub problems of the operation sequence and the machine allocation to lower the complexity of the scheduling system and improve the searching efficiency. The two sub problems are solved orderly respectively, and the results of the first sub problem are embedded into the second sub problem as the original values of design variables. Thus these two sub optimization problems are integrated into a searching loop to ensure the feasibility of solution and improve the searching efficiency in the complex correlated system.

Existing activity-based models of transport demand typically assume an individual decision-making process. The focus on theories of individual decision making may be partially due to the lack of behaviorally oriented modeling methodologies for group decision making. Therefore, an attempt has been made to develop a new model (called the g-Logit household time-use model) for time-use analysis that incorporates group decision-making mechanisms. To do that, it is proposed that household utility function be defined in the form of multilinear utility function, which can represent interactions among household members and interactions among their activities (four types of activity: in-home, out-of-home independent, allocated, and shared). By introducing this household utility function into the time allocation approach, each member’s time-use functions for different types of activities are obtained. The function for independent activities has a structure similar to the one for allocated activities, except the weight parameters are different. In contrast, the time-use function for shared activities has a completely different structure, which results from the complicated processes and strategies for household decision making. The effectiveness of the proposed model is confirmed with activity-travel diary data.

In this chapter, we present the politics of congressional speech in Brazil as the result of incentives produced by this country’s political model, the so-called coalitional presidentialism. On the one hand, a majority formed by larger parties controls the decision-making process related to the Brazilian public agenda, turning the core policy debate into a partisan and ideological issue. On the other, “autonomous” spaces for delivering speeches are both claimed and occupied by legislators with more specific identities, such as women and deputies with longer-lived congressional trajectories. These personal traits cannot be limited to the traditional cleavages of the political system. For this, we analyzed more than 190,000 speeches delivered in the following phases of the floor sessions held between 2001 and 2018.

Two aspects of Schumpeter' legacy are analyzed in the article. On the one hand, he can be viewed as the custodian of the neoclassical harvest supplementing to its stock of inherited knowledge. On the other hand, the innovative character of his works is emphasized that allows to consider him a proponent of hetherodoxy. It is stressed that Schumpeter's revolutionary challenge can lead to radical changes in modern economics.

This article examines how female conditioning and sexual repression affect the woman’s sense of self, womanhood, identity and her place in society. It argues that the woman’s body is at the core of the many sites of gender struggles/ politics. Accordingly, the woman’s body must be decolonised for her to attain true emancipation. On the one hand, this study identifies the grave consequences of sexual repression, how it robs women of their freedom to choose whom to love or marry, the freedom to seek legal redress against sexual abuse and terror, and how it hinders their quest for self-determination. On the other hand, it underscores the need to give women sexual freedom that must be respected and enforced by law for the overall good of society.

This study examined Residents’ evaluation of turning transport infrastructure (road) to spaces for holding social ceremonies in the indigenous residential zone of Ogbomoso, Oyo State, Nigeria. Upon stratifying the city into the three identifiable zones, the core, otherwise known as the indigenous residential zone was isolated for study. Of the twenty (20) political wards in the two local government areas of the town, fifteen (15) wards that were located in the indigenous zone constituted the study area. Respondents were selected along one out of every three (33.3%) of the Trunk — C (local) roads being the one mostly used for the purpose in the study area. The respondents were the residents, commercial motorists, commercial motorcyclists, and celebrants. Six hundred and forty-two (642) copies of questionnaire were administered and harvested on the spot. The Mean Analysis generated from the respondents’ rating of twelve perceived hazards listed in the questionnaire were then used to determine respondents’ most highly rated perceived consequences of the practice. These were noisy environment, Blockage of drainage by waste, and Endangering the life of the sick on the way to hospital; the most highly rated reasons why the practice came into being; and level of acceptability of the practice which was found to be very unacceptable in the study area. Policy makers should therefore focus their attention on strict enforcement of the law prohibiting the practice in order to ensure more cordial relationship among the citizenry, seeing citizens’ unacceptability of the practice in the study area.

In coercive diplomacy, states threaten military action to persuade opponents to change their behavior. The goal is to achieve a target’s compliance without incurring the cost in blood and treasure of military intervention. Coercers typically employ this strategy toward weaker actors, but targets often refuse to submit and the parties enter into war. To explain these puzzling failures of coercive diplomacy, existing accounts generally refer to coercers’ perceived lack of resolve or targets’ social norms and identities. What these approaches either neglect or do not examine systematically is the role that emotions play in these encounters. The present book contends that target leaders’ affective experience can shape their decision-making in significant ways. Drawing on research in psychology and sociology, the study introduces an additional, emotion-based action model besides the traditional logics of consequences and appropriateness. This logic of affect, or emotional choice theory, posits that target leaders’ choice behavior is influenced by the dynamic interplay between their norms, identities, and five key emotions, namely fear, anger, hope, pride, and humiliation. The core of the action model consists of a series of propositions that specify the emotional conditions under which target leaders are likely to accept or reject a coercer’s demands. The book applies the logic of affect to Nikita Khrushchev’s decision-making during the Cuban missile crisis in 1962 and Saddam Hussein’s choice behavior in the Gulf conflict in 1990–91, offering a novel explanation for why coercive diplomacy succeeded in one case but not in the other.

The core executive is a new concept replacing the conventional debate about the power of the prime minister and the Cabinet. It refers to all those organizations and procedures that coordinate central government policies, and act as final arbiters of conflict between different parts of the government machine. In brief, the ‘core executive’ is the heart of the machine. The chapter reviews the several approaches to studying the British executive: prime ministerial government; prime ministerial cliques; Cabinet government; ministerial government; segmented decision-making; and bureaucratic coordination. It then discusses several ways forward by developing new theory and methods. The Afterword discusses the core executive as interlocking networks, and the fluctuating patterns of executive politics.

An interesting, potentially useful, and fully replicable application of a spatially enabled decision model is presented for pipeline route optimization. This paper models the pipeline route optimization problem as a function of engineering and environmental design criteria. The engineering requirements mostly deal with capital, operational and maintenance costs, whereas environmental considerations ensure preservation of nature, natural resources and social integration. Typically, pipelines are routed in straight lines, to the extent possible, to minimize the capital construction costs. In contrast, longer pipelines and relatively higher costs may occur when environmental and social considerations are part of the design criteria. Similarly, much longer pipelines are less attractive in terms of capital costs and the environmental hazard associated with longer construction area. The pipeline route optimization problem is potentially a complex decision that is most often undertaken in an unstructured, qualitative fashion based on human experience and judgement. However, quantitative methods such as spatial analytical techniques, particularly the least-cost path algorithms, have greatly facilitated automation of the pipeline routing process. In the past several interesting studies have been conducted using quantitative spatial analytical tools for finding the best pipeline route or using non-spatial decision making tools to evaluate several alternates derived through conventional route reconnaissance methods. Most of these studies (that the authors are familiar with) have concentrated on integrating multiple sources of spatial data and performing quantitative least-cost path analysis or have attempted to make use of non-spatial decision making tools to select the best route. In this paper, the authors present a new framework that incorporates quantitative spatial analytical tools with an Analytical Hierarchical Process (AHP) model to provide a loosely integrated but efficient spatial Decision Support System (DSS). Specifically, the goal is to introduce a fully replicable spatial DSS that processes both quantitative and qualitative information, balances between lowest-cost and lowest-impact routes. The model presented in this paper is implemented in a four step process: first, integration of multiple source data that provide basis for engineering and environmental design criteria; second, creation of several alternate routes; third, building a comprehensive decision matrix using spatial analysis techniques; and fourth, testing the alternative and opinions of the stakeholder groups on imperatives of AHP model to simplify the route optimization decision. The final output of the model is then used to carry out sensitivity analysis, quantify the risk, generate “several what and if scenarios” and test stability of the route optimization decision.
