In this paper, a new approach for segmentation and recognition of Persian handwritten numbers is presented. This method utilizes the framing feature technique in combination with outer profile feature that we named this the adapted framing feature. In our proposed approach, segmentation of the numbers into digits has been carried out automatically. In the classification stage of the proposed method, Support Vector Machines (SVM) and k-Nearest Neighbors (k-NN) are used. Experimentations are conducted on the IFHCDB database consisting 17,740 numeral images and HODA database consisting 102,352 numeral images. In isolated digit level on IFHCDB, the recognition rate of 99.27%, is achieved by using SVM with polynomial kernel. Furthermore, in isolated digit level on HODA, the recognition rate of 99.07% is achieved by using SVM with polynomial kernel. The experiments illustrate that applying our proposed method resulted higher accuracy compared to previous researches.

The exercise held at Brussels Airport was carried out by inexperienced personnel to highlight the most common errors and shortcomings of an existing disaster plan.INCIDENT COMMUNICATIONOnce an aircraft is known to be in trouble, all the nearby fire brigades are alerted by means of the unique call number 900 and move to take up their stand-by position close to the landing point. The Military Hospital is also alerted and sends out a liaison car, with a doctor among its occupants. This car joins the stand-by position. Once the aircraft has crashed, the fire engines rush to the site and all the major university hospitals and the Military Hospital are notified by the same 900-code number. Disaster teams arrive by road.This report is almost exclusively limited to aspects of rescue, triage, on-site stabilization, and evacuation of the casualties.

Abstract Variable cycle engine (VCE) is considered as one of the best options for advanced military or commercial supersonic propulsion system. Variable geometries enable the engine to adjust performance over the entire the flight envelope but add complexity to the engine. Evolutionary algorithms (EAs) have been widely used in the design of VCE. The initial guesses of the engine model are generally set using design point information during evolutionary optimization. However, the design point information is not suitable for all situations. Without suitable initial guesses, the Newton-Raphson solver will not be able to reach the solution quickly, or even get a convergent solution. In this paper, a new method is proposed to obtain suitable initial guesses of VCE model during evolutionary optimization. Differential evolution (DE) algorithm is used to verify our method through a series of optimization cases of a double bypass VCE. The result indicates that the method can significantly reduce the VCE model call number during evolutionary optimization, which means a dramatic reduction in terms of evolution time. And the robustness of the optimization is not affected by the method. The method can also be used in the evolutionary optimization of other engines.
