Analysis of solid waste management systems in Alberta and British Columbia using provincial comparison

In this paper, waste management in Alberta (AB) and British Columbia (BC) from 1996 to 2010 are examined with respect to generation characteristics and management efficiency. The daily average waste generation rates in AB and BC were 3.34 kg/capita and 2.50 kg/capita, respectively. It was found that annual family income has a positive relation with residential waste generation in both provinces, as did the proportion of educated citizens. Gross domestic product was positively related to non-residential waste generation in AB, and negatively related in BC. Annual agricultural farm cash receipts were positively related to non-residential waste generation in both provinces, and AB’s industry earnings were significantly higher. Between 1998 and 2010, the average diversion rate in AB was 15.1%, and BC’s was 32.9%, which place them on opposing sides of the national average (23.4%). Total operating expenditures were similar in both provinces, yet BC’s waste diversion was more than double AB’s.

One of the main environmental issues to address in large urban areas is the ever-increasing generation of municipal solid waste (MSW) and the need to manage it properly. Despite significant efforts having been made to implement comprehensive solid waste management systems, current management methods often do not provide sustainable alternatives which ensure the reduction of solid waste generation. This paper presents an analytical methodology that employs a combination of geographic information system techniques (GIS) along with statistical and numerical optimization methods to evaluate solid waste generation in large urban areas. The methodology was successfully applied to evaluate MSW generation in different exclusive service areas (ASES) of the city of Bogotá (Colombia). The results of the analysis on the solid waste generation data in each collection area in terms of its socioeconomic level are presented below. These socioeconomic levels are explained by defining different strata in terms of their purchasing power. The results demonstrate the usefulness of these GIS and numerical optimization techniques as a valuable complementary tool to analyze and design efficient and sustainable solid waste management systems.

Local governments face the need to achieve sustainability in the provision of public services, and to do so, proper governance is essential. This work proposes a method to assess governance in local waste management systems based on a set of indicators that are flexible and robust enough to allow objective and reliable evaluation even where the information that is available is deficient. The proposal is based on a set of indicators divided into six categories that represent an increasing order of governance maturity: institutional framework; government effectiveness; transparency and accountability; network creation; participation; and corruption control. The article presents the proposal and a first test in two Mexican municipalities, which are an example of municipal solid waste management systems in an incipient stage of development, where there may be serious limitations in terms of access to information. The results show that the methodology can be replicated in different contexts and can be useful for making decisions about improvements in municipal solid waste management systems or for comparing them with others. In addition, sufficient information was obtained for a first diagnosis of the cases studied, which indicates the coherence of the proposed framework. Points for practitioners Proper governance is essential to achieve sustainability in the provision of public services. The assessment of local governance must be robust enough to motivate changes and, at the same time, flexible enough to allow reliable evaluation where the quality of service and the availability of information may be scant. We propose a new framework for the assessment of governance in municipal solid waste management systems that meets these requirements, based on a set of indicators clustered according to governance maturity.

<p>In pursuing significant infrastructural upgrades to solid waste management systems, how do decision-makers balance social safeguarding with wider system improvements? What are the implications for justice, if the people most affected by the development have been providing unrecognised labour within the waste management system? Adopting an intentionally political lens, this thesis presents an analysis of power and justice within the case study of Tibar’s dumpsite-to-landfill upgrade, in Timor-Leste.   This research was conducted at a critical time while the upgrade was developing. Through a political ecology framework, supported by environmental justice, it emerges that there is a disconnect between stakeholders’ and decision-makers’ intentions versus their ability to act on these intentions. Several systemic barriers exist in waste-pickers’ justice being met. In some instances, these barriers constitute such injustices. This thesis further evidences the claim that the impacts of the growing global waste problem are not evenly distributed throughout society.  Tibar dumpsite is established as a political space where the intersection of waste and labour is dynamic and changing, brought to light by the proposed dumpsite-to-landfill upgrade.</p>

Kampung Rawajati di Jakarta yang menerapkan sistem pengelolaan sampah berbasis masyarakat merupakan alternatif upaya mengatasi sampah rumah tangga. Penelitian ini bertujuan mengetahui pengaruh sistem tersebut terhadap penurunan berat sampah rumah tangga. Dengan desain studi potong lintang, penelitian ini dilakukan pada sampel 175 ibu rumah tangga yang dipilih secara acak. Hasil penelitian ini menunjukan bahwa pengelolaan sampah berbasis masyarakat dapat menurunkan berat sampah sebesar 28,3%. Analisis regresi linier ganda memperlihatkan bahwa kegiatan pengelolaan yang berpengaruh terhadap penurunan berat sampah adalah kegiatan reuse, daur ulang, dan pembuatan kompos (nilai-p < 0,05). Pembuatan kompos merupakan variabel yang berkontribusi terhadap penurunan berat sampah 657,3 gram setelah dikontrol variabel perancu. Penurunan berat sampah ditemukan lebih besar pada rumah tangga yang mendapat pelatihan. Tidak ada perbedaan penurunan berat sampah menurut jumlah anggota keluarga, penghasilan rumah tangga, dan pengetahuan ibu. Disarankan agar Pemerintah DKI Jakarta dapat melakukan replikasi model pengelolaan sampah berbasis masyarakat kepada wilayah lainnya, dengan memberikan pelatihan pengelolaan sampah kepada masyarakat.Kata kunci : Pengelolaan sampah berbasis masyarakat, berat sampah, pengolahan dan minimasi sampahAbstractKampung Rawajati in Jakarta applies community-based solid waste management system as an alternative way to overcome household waste problem. The objective of the research is to assess the effect of community-based solid waste management on reduction of household waste weight. This study has crosssectional study design and was conducted on 175 housewife as respondent who were selected randomly. The data was collected by interview using structured questionnaire and weighing of household waste. The result shows that the community-based solid waste management can reduce 28.3% of household waste weight (weight before: 1.845 gram/house/day and after: 1.324 gram/house/day). Multiple linear regression analysis shows that variables affecting thereduction of solid waste including re-using activity, recycling, and composting (p-value <0.05). Composting represents the biggest effect to reduction (657.26 gram) after controlled by potential confounders. The reduction was higher among household with waste training and number of trained household member. It was found that number of family member, family income, and mother knowledge are not significant. It was recommended to the Government of DKI Jakarta to replicate this community-based waste management system to other regions by providing training facilities on solid waste management.Keywords: Community-based on solid waste management, waste weight, processing and minimizing of solid waste

Solid waste management in any large urban city like Lahore requires special disposal measures. In thisregard, Lakhodair landfill and Mehmood booti dump sites collect and handle major bulk of all the solid waste comingfrom ten towns of Lahore, with the city’s waste generation rate of being 0.84kg/capita per day. Spatial expanse of boththe sites was calculated in Arc GIS 10.3 system. The findings clearly showed that the extent of both these dump siteshad increased during 2006-2016 due to an enormous rise in solid waste generation. During 2006, the area of MehmoodBooti dump site and Lakhodair Landfill site was only 15 hectares and 17 hectares respectively. By 2016, this area hadincreased to 32 hectares and 52 hectares respectively. The mapping of these two sites can help in future researchesbased on investigating the disease patterns among people residing around these sites and by determining methaneemissions in the study area.
