Forest harvesting, resource-based tourism, and remoteness: an analysis of northern Ontario's sport fishing tourism

This paper assesses the impact that the routine application of Ontario's forest management planning process has on the revenue generation of sport fishing tourism sites. The analysis employs a hedonic pricing model to examine jointly these effects on revenue for three tourism experiences. These tourism experiences offer different degrees of remoteness, and as a consequence, require different levels of effort and cost to visit. Modelling the relationship between price and attributes of sites such as remoteness permits the analysis to forecast the revenue generation potential of sport fishing tourism sites under a range of forest management schemes. The results show that the extent of forest harvesting had no statistical relationship with prices charged for fishing packages at road-, boat-, or train-accessible sites and a negative but small impact on the prices charged for fishing packages at sites accessible by float plane.

The Government of Nepal has had a high interest in the Terai forest in order to harness its enormous revenue potential. However, the policies and plans formulated to this end have not attained the intended results, as these have failed to fully understand the emerging complexities in the Terai. Accordingly, policy response has often been ad hoc, inconsistent and unstable, leading to confusion and conflict on Terai forest management. Drawing on the cases of three districts of Lumbini zone in the Western Terai of Nepal, this paper discusses the forest management context of Nepal Terai, and identifies key innovations that have emerged at district and local levels. It argues that these innovations have the potential for a creative transformation of forest management planning process at district and local level, and for their wider replication and diffusion. This paper also discusses key issues that need further attention so as to maximise the impact of these innovations by putting them into practice. In modern forestry, the complexity of the planning process is increasing, specifically in the context of the sustainable use of forest resources and its adaptation to climate changes. This article presents the concept of forest use regulation promoting the sustainable forestry development in forest management planning. A method for defining a synthetic criterion of assessing important features of stand structure was proposed, which would enable the classification of stands in terms of needs and the urgency of their transformation (reconstruction) or suitability for longer standing. As a result, such a concept may ensure the preservation of the relative uniformity of logging use and the improvement of age structure as well as an increase of natural values of the forest, regardless of a stand’s age. The concept was tested on a large forest complex (over 0.5 million hectares) subjected to intense environmental pressure (Silesian Region in Poland). We prepared long-term individualistic development forecasts, separately for area and volume. Based on this, we followed the cutting uniformity principle in the analysed time period by calculating a long-term average of cutting allowance. It was determined by averaging the projected usage size in moving window and eventually was adopted as the cutting upper limit in the whole analysed period. The proposed size of cuts in each period resulted from the relation between the average value and the forecast. Three sets of stands of the differentiated urgency of interventions were distinguished: I—well-stocked and stable stands (no need of intervention)—55% of stands area, II – acceptable stands (not urgent intervention needed)—35% and III—poor stands (urgent intervention needed)—10%. This concept joins top-down and bottom-up approach of cutting uniformity that focuses stand’s status instead of its age or dimensions.

Forest harvesting can negatively affect nature-based tourism operations. Using observable and interpretable indicators of operating tourism establishments and associated prices charged for fishing packages, we illustrate how one can assess these forest harvesting effects. From a case of floatplane-accessible tourism in Ontario, Canada, we found no evidence to implicate recent (less than 10 years) forest harvests in decisions by tourism operators to close their establishments between 2000 and 2010. Using a hedonic price analysis, we found a significantly reduced effect of forest harvests on prices charged by these tourism operators between 2000 and 2010. These conclusions were robust to different specifications of forest harvesting. On the one hand, the results suggest that changes to forest management planning, policies, and practices in Ontario appear to have mitigated the negative effects from forest harvesting on nature-based tourism. On the other hand, the results show a method that other researchers and policy analysts can adopt to monitor the changing effects of forest management on economic activities such as nature-based tourism.

Research from scientists embedded within Millar Western’s forest management planning process over the last 14 years was enabled by strong corporate leadership, cooperation by Alberta’s Ministry of Sustainable Resource Development, and funding by the Forest Resource Improvement Association of Alberta. Results of the supporting research are described in the articles that follow and are important contributions to Canada’s commitment to sustainable forest management (SFM). The process is as noteworthy as the results and is the subject of this paper. When scientists and practitioners work closely together in developing a forest management plan, as they have in this case, there is a much greater opportunity for science-based emergent strategies to be created and applied through the personal interactions among scientists and practitioners. For example, input from the science-based collaborators influenced the harvest schedule in the detailed forest management plan to minimize negative effects on water flow, biodiversity and fire risk. This approach to SFM is one of many being developed in Alberta. The diversity of input has clear benefits, not the least of which is the maintenance of innovation and intellectual enterprise in support of SFM. In theory, linkages between hierarchical forest management planning levels ensure coherent disaggregation of long-term wood supply allocation as input for short-term demand-driven harvest planning. In practice, these linkages may be ineffective, and solutions produced may be incoherent in terms of volume and value-creation potential of harvested timber. Systematic incoherence between planned and implemented forest management activities may induce drift of forest system state (i.e., divergence of planned and actual system state trajectories), thus compromising credibility and performance of the forest management planning process. We describe hierarchical forest management from a game-theoretic perspective and present an iterative two-phase model simulating interaction between long- and short-term planning processes. Using an illustrative case study, we confirm the existence of a systematic drift effect, which we attribute to ineffective linkages between long- and short-term planning. In several simulated scenarios, the planning process fails to ensure long-term wood supply sustainability, fails to reliably meet industrial fiber demand over time, and exacerbates incoherence between wood supply and fiber demand over several planning iterations. We show that manipulating linkages between long- and short-term planning processes can reduce incoherence and describe future work on game-theoretic planning process model formulations that may improve hierarchical planning process performance.

The Ogoki-North Nakina Forests consist of (10 638 km2) unroaded boreal forest approximately 400 km northeast of Thunder Bay, Ontario (lat 50°- 51°31'N, long 86°30'- 89°W). Woodland caribou (Rangifer tarandus caribou) inhabit discrete portions within these forests based on minimal current and past historical data. As part of the Forest Management Planning process, for the period 1997-2097, a woodland caribou habitat mosaic has been developed to coordinate present and future forest management activities with the retention and development of current and future woodland caribou habitat. Several criteria including, past fire history, forest structure, age, species composition, proximity to current road access and location of existing and potential caribou habitat, helped identify and delineate 50 mosaic harvest blocks. Each harvest block will be logged in one of five 20 year periods over a 100 year rotation (1997¬2097). The harvest blocks have been developed to simulate a pattern of past wildfire history in an area that has not been subjected to past forest management activities, while managing for woodland caribou, a locally featured species.

Lack of a management framework on which to base silviculture options has plagued the forest management planning process in Ontario. The Forest Management Planning Manual for Ontario’s Crown Forests directs that strategic silvicultural options be developed and identified in terms of the (i) applicable forest unit, (ii) associated assumptions, and (iii) extent to which they can be used on a forest management unit. In this paper, we describe a framework for classifying management (or silviculture) intensity and propose definitions for extensive, basic, intensive, and elite intensities of silviculture to support the framework’s use in planning and application. We outline how the Canadian Ecology Centre – Forestry Research Partnership, a research partnership between Tembec Inc., the Ontario Ministry of Natural Resources, and Natural Resources Canada, is considering applying these in the forest management planning process. The framework and definitions can be used to develop strategic silviculture options within an active adaptive management approach. This framework should help to reduce uncertainties associated with forest development, treatment costs, response to treatments, and success rates provided appropriate monitoring. The framework and definitions described were specifically developed for silviculture related to reforestation of even-aged boreal forests. The management of forests has dramatically changed in the past few decades. Forest managers no longer can prepare and implement forest management plans in isolation of other resource values and local citizens. Today, the economic, ecological and social values are blended together into sustainable forest management. Finding a balance among these values in Newfoundland and Labrador is done through local district planning teams. The team participants need to understand the principles of sustainable forest management and the overall planning process. A primary focus of the Western Newfoundland Model Forest has been to support planning teams through the development of management tools to enhance management of the Province’s forest ecosystems. The Model forest program will continue to test, document and transfer new and innovative management options to forest managers.
