FACTORS AFFECTING THE PERFORMANCE OF PUBLIC PROJECTS IN TAIWAN

The construction industry is a competitive high-risk industry with an unprecedented uncertainties in technology, budget, and development processes. It has become more dynamic in nature and the execution of projects have become more complex and difficult to manage. The need then evolved to develop a framework for project performance. This study investigates the factors affecting the project success and performance using a knowledge and resource-based approach. Data was collected from project managers, civil engineers, site managers, and architects. A total of 221 responses were collected. The data analysis was conducted using SPSS and Smart PLS. This results from this investigation revealed that knowledge transfer does not mediate the effect of strategic factors or employee factors on the project performance of Iraqi public construction projects. This finding indicated that the role of knowledge practices in Iraqi public project is still not matured. Top management are advised to effectively implement the knowledge management practices in public projects. Implementing knowledge management will avoid the organization the cost of repeating the same mistakes. Thus, it was concluded in this study that knowledge transfer is still in its infancy and currently it has no mediating effect between the variables of this study.

Public construction projects in Saudi Arabia have been suffering from low performance for the past decade. Cost overrun is one of the most important issues in project’s performance and is nearly associated with most of public projects. The aim of this study is to identify and assess the major factors leading to cost overruns in education construction projects in the Northern Province of Saudi Arabia to minimize the risks’ effects in future projects. The research methodology started by identifying cost overrun factors through literature review, project’s documentations, and experts’ interviews. Professionals who worked at the construction projects undertook a questionnaire survey to investigate the importance of the cost overrun factors. The top factors of cost overrun were identified through the analysis of the factors’ occurrence and severity. The study main results included the top causes of cost overrun which are delay in contractors’ progress payment by client, difficulties in financing project by contractor, delays in sub-contractor’s work, additions of quantities such as excavation, backfill, and concrete works, and bid award for lowest price. The investigated risks in the study should be evaluated and mitigated in future projects to minimize their effects and enhance the industry performance.

Despite the vast research on construction projects management issues in the Middle-East, little is known about client involvement in public projects. This article presents a study on identifying significant factors affecting client participation performance in public construction projects in the Sultanate of Oman. The study was conducted in quantitative approach where the data was collected through questionnaire survey. The collected data was analysed statistically to determine the ranking of the identifiedfactors based on the degree of involvement in the project. The study found that the handover phase had the highest client’s participation, while the operations and maintenance phase had the lowest client’s participation among all the five construction phases. The low client participation in any project has an undesirable influence on the projects’ overall outcomes. Consequently, this condition has harmed the time of completion of construction projects in the Sultanate of Oman. This condition is also the main reason for the quality problems in construction projects in Oman.

Construction projects are getting progressively complex and their scales are getting sophisticated. Along these lines, it is getting more problematic to finish the projects inside planned cost limits. In Oromia public building construction projects these problems were raised as a typical challenge. Hence, evaluation of factors affecting the accuracy of cost estimation in public projects was the aim of this study. Both quantitative and qualitative methods were utilized for information assortment. Relative Importance Index (RII) was utilized for information investigation. Totally sixty -two variables were investigated and the best five most significant were selected by this assessment based on the average view of respondents. These significant factors are; Material price/accessibility /source /quality /imports, Experience and ability of the consultant, Variability in the Economy of the country, and financial conditions of client.  Spearman's rank correlation coefficients (rho) investigation was conducted by the assistance of SPSS 20 version for a testing level of connections among respondents on the positioning of the factors affecting the accuracy of cost estimation. Spearman’s rank correlation results were 0.823 among Clients and Consultants, 0.813 among clients and contractors, and 0.802 among Consultants and Contractors. The outcome shows that the rate of the rank correlations was a high positive number, which implies there is a positive connection between them on the ranking of factors disturbing the accurateness of cost estimation in public building construction projects in western Oromia.

Studies have worked out measures to curb the poor performance problems. However, it is hard to investigate the actual reasons because of the diverse construction culture of different countries. This research aims to develop a framework for mitigating the problems triggering the poor performance via a novel classification. An empirical analysis of mean and relative importance index (RII) was performed in SPSS of collected data from 56 public projects in Malaysia from 2003 to 2014. Qualitative and quantitative data was analysed from Audit General’s Reports, interviews, a pilot survey, and a full-scale experts’ survey. Findings from research investigated that the most influential factors affecting poor performance are not genuinely linked with those investigated from Audit General’s Report except a few. Furthermore, the study findings conclude that related financial problems and construction stage from project life cycle contribute to poor performance. The potential mitigation measures are worked out and validated via focused group discussions with experts. Finally, a framework was developed that emphasised Competent, Commitment, Communication, Comfort and Collaboration (5Cs) to mitigate the poor performance issues. The study is limited to identifying factors contributing to poor performance; however, relevant responsible stakeholders should also need to be identified in the future.

In our initial publication on this subject1) we reported results demonstrating that contrast is the most important factor in producing the high image quality required for reliable image analysis. We also listed the factors which enhance contrast in order of the experimentally determined magnitude of their effect. The two most powerful factors affecting image contrast attainable with sheet film are beam intensity and KV. At that time we had only qualitative evidence for the ranking of enhancing factors. Later we carried out the densitometric measurements which led to the results outlined below.Meaningful evaluations of the cause-effect relationships among the considerable number of variables in preparing EM negatives depend on doing things in a systematic way, varying only one parameter at a time. Unless otherwise noted, we adhered to the following procedure evolved during our comprehensive study:Philips EM-300; 30μ objective aperature; magnification 7000- 12000X, exposure time 1 second, anti-contamination device operating.

Processing polymers from the liquid crystalline state offers several advantages compared to processing from conventional fluids. These include: better axial strength and stiffness in fibers, better planar orientation in films, lower viscosity during processing, low solidification shrinkage of injection moldings (thermotropic processing), and low thermal expansion coefficients. However, the compressive strength of the solid is disappointing. Previous efforts to improve this property have focussed on synthesizing stiffer molecules. The effect of microstructural scale has been overlooked, even though its relevance to the mechanical and physical properties of more traditional materials is well established. By analogy with the behavior of metals and ceramics, one would expect a fine microstructure (i..e. a high density of orientational defects) to be desirable.Also, because much microstructural detail in liquid crystalline polymers occurs on a scale close to the wavelength of light, light is scattered on passing through these materials.
