This paper studies cost allocation for the bus transportation service in Castellanza, a small town (14,000 inhabitants ca.) close to Varese, Italy. Carlo Cattaneo University (LIUC) is one of the promoters and funders of this service, together with the City Council and other private agents. The case study is first analysed as a traveling salesman problem (TSP) to find the optimal route. Then the traveling salesman game (TSG) is introduced, where the bus stops are associated with the players of a cooperative game, thus allowing the study of possible allocations of the total cost among them. The optimal route is found by the Branch and Bound algorithm. The Shapley vector and the separable and nonseparable cost are the methods used to allocate the cost of the optimal route among players.

The use of public buses constitutes the primary daily transportation mode for commuters inside the city of Yangon. The efficiency of the public bus transportation service is important to the local government in terms of public safety and energy saving. The main objective of this study is to understand the current public bus transportation problems in Yangon and to propose a new improved method for the allocation of bus stops. In this study, an on-board survey was conducted to collect bus-passenger counts. Moreover, a check-point survey was carried out to determine the passenger volume at each bus stop and to decide whether the bus stop should be relocated. Finally, a geographic information systems (GIS) model was developed to determine the optimized bus-stop locations based on the passenger volume and on various public-facility locations (such as offices and shopping centers). This study aims to support the Yangon Bus Service (YBS), a major bus transportation service in Yangon city – Myanmar, to optimize its bus network.

The development of democratic systems is a crucial task as confirmed by its selection as one of the Millennium Sustainable Development Goals by the United Nations. In this article, we report on the progress of a project that aims to address barriers, one of which is information overload, to achieving effective direct citizen participation in democratic decision-making processes. The main objectives are to explore if the application of Natural Language Processing (NLP) and machine learning can improve citizens? experience of digital citizen participation platforms. Taking as a case study the ?Decide Madrid? Consul platform, which enables citizens to post proposals for policies they would like to see adopted by the city council, we used NLP and machine learning to provide new ways to (a) suggest to citizens proposals they might wish to support; (b) group citizens by interests so that they can more easily interact with each other; (c) summarise comments posted in response to proposals; (d) assist citizens in aggregating and developing proposals. Evaluation of the results confirms that NLP and machine learning have a role to play in addressing some of the barriers users of platforms such as Consul currently experience.

<p><b>This research is an architectural enquiry into how the visibility of local government can mimic the performance of everyday political life. Using the conceptual framework of place and understanding of the collective community. The intention of this design proposal is to encourage the transparency of local authority through an architectural intervention in the city.</b></p> <p>The driver of this research is the reduced physical presence of civic practices, with particular regard to the congregating place of local government. A framework is developed as a precursor to develop an understanding of the traditional civic architype. The aim is to reimagine a contemporary civic architecture which is detached from the corporate functions of local government. Architecture supports the celebration of collective rituals of movement and meeting.</p> <p>An archetype investigation formalises a set design criteria by which the design case study is evaluated against. The background research comprises a critique of the spatial arrangement of the traditional town hall. An additional background task is consisted of a comparative inquiry into today’s local government accommodation.</p> <p>The site is located in Tamaki Makaurau/Auckland City. The site analysis criteria utilised by this thesis is grounded in the research of Jan Gehl and his understanding of architectures impact on peoples’ behaviour in cities.</p> <p>Finally the design case study is driven by dynamic circulation, which establishes a celebration of the formal and informal interactions between the participants of local government. Transparency and hierarchy are used to challenge the spatial and functional qualities of Auckland City Council. The result of the research will contribute to the inclusive understanding of the ordinary rituals of local government through architecture in the city.</p>

This paper discusses the theoretical rheology of local governance from the bureaucratic system to the network city and explores whether and how such a city network can be developed in a dual local government system. This paper suggests that, in dual systems, councilors are nodes which extend their networks, and councilors together can construct a more comprehensive network than a city executive branch alone does, so as to remedy the executive branch’s deficiencies concerning city affairs. This paper chooses Kaohsiung city council as its case study and provides evidence that the network developed by city council and councilors covers many city affairs which are ignored by the city executive branch. This result also implies that the network city may be better feasible in a dual local government system than in a unitary one.

&lt;p&gt;&lt;strong&gt;Keywords:&lt;/strong&gt; External costs, mobility, environmental costs, social costs, monetarization&lt;/p&gt; &lt;p&gt;&amp;#160;&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Purpose: &lt;/strong&gt;This study provides a methodology to evaluate the environmental and social costs, which arise from traffic in the German city of Augsburg. Social costs are driven by air pollutants such as nitric oxides or particulate matter, causing health damages. Environmental follow-up costs are driven by the emission of greenhouse gases. Furthermore, approaches for a successful transformation towards a car-free city are shown.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Method: &lt;/strong&gt;Based on traffic data from the Augsburg Civil Engineering Office, as well as traffic shares from the German Federal Motor Transport Authority, the average emission factors of vehicles on Augsburg&amp;#180;s streets and, subsequently, the total traffic emissions on municipal roads in the city are quantified. The environmental as well as the social consequences are monetarized using the cost rates by Matthey and B&amp;#252;nger (2019) and van Essen et al. (2019). Social costs are additionally assessed using to the DALY approach. Therefore the DALYs lost due to air pollutants are determined and costs per DALY are calculated using the willingness to pay-approach by Cropper and Khanna (2014) and Spengler (2004) additionally to a method by Daroudi et al. (2019) assessing health care expenditures.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Results:&lt;/strong&gt; Applying this framework to the case study of Augsburg, results show, that environmental costs of 140.6 Million &amp;#8364; arise from traffic in the city per year. These costs are entirely attributable to car traffic (77.7%), truck traffic (19.8%) and motorcycle traffic (1.9%), as public transport in Augsburg is climate neutral. Further, traffic on municipal roads in Augsburg causes a loss of 212.3 DALYs per year, which equals to annual social costs of 27.2 Million &amp;#8364;. Cars account for 63.2% of those, trucks for 33.8%, motorcycles for 2.3% and buses for 0.2%, respectively. With a proportion of passenger kilometers of 90.4% from cars, 6.1% from motorcycles and 3.6% from buses, it is evident that cars contribute disproportionately to the environmental and social costs of Augsburg's traffic.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Conclusion:&lt;/strong&gt; The social and economic follow-up costs of transport in the city of Augsburg are currently not borne by the polluter. Environmental Management Measure (EMM) model will be a well-designed approach for sustainable and effective solid waste management in Dhaka city. Environmental Management Measure (EMM) model has three instruments such as economic, regulatory and suasive which proposed in this paper. This paper discusses the situation of solid waste in Dhaka city as well as it offers environmental policy recommendations to concerned authorities including effective instruments to minimize the polluting behavior of individuals and industries and to recover the cost of pollution in the city. To improve solid waste management in Dhaka city, a combination of economic, regulatory and suasive instrument are recommended. The findings of the study will be helpful for policy maker, planner, implementer and other stakeholders towards adopting more effective strategy for management of solid waste in Dhaka city. Although some green housing elements have become more commonplace in residential renovations in Canada, the undertaking of complete green retrofits is relatively uncommon. This paper explores the barriers to green retrofits, such as affordability and bureaucracy, in the urban context of the City of Toronto. The research was informed by one main case study, one supplementary case study, and six interviews with sustainable housing experts. The research has yielded nine recommendations that are directed towards three levels of government and related public and private housing organizations. These recommendations have been made in the hopes of making sustainable housing more ubiquitous in Toronto.

Abstract. Nowadays, people in most parts of the world always visit, travel and have fun in their cities or other cities, and they spend considerable time and money in their city or in other cities as a tourist. The existence of an intelligent and automated system that can provide the most suitable recreational and cultural offerings at any time and place, with regard to financial capability and time and transport constraints, as well as individual interests and personalization; has always been felt. Recommender systems can be used to suggest suitable recreational options for the user. The main difference between the recommendation model in this study and the previous models is to focus on the short-term planning of a few hours for one day. Previous models were often based on planning a few days a week or days of the month. Also, the cost factor has been considered in this research, which has been less considered in previous models. We used collaborative filtering based on logistic regression to predict whether a type of places is a proper proposition to a user or not. Our case study is about recommending the board game cafés in the city of Kerman, Iran and the result shows that mixed groups between 15 to 30 years old are the best target and our model can predict if board game café is a good suggestion to different users. We used correlation based recommender systems when board game cafes are a proper suggestion for a user and there are at least two options for the user. In case there is no information about the user and his previous rating, popularity based recommender system can be useful. We also used content based recommender systems to give recommendations by having some background information about previous itineraries of a user and his rating to those.

The accelerated urban growth of the last decades in Europe has caused, especially in the Spanish Mediterranean coast, a paradigm shift in much cities, moving from a mostly compact urban form to a more diffuse one. The concept of city has changed so much that even in a lot of dispersed municipalities, it becomes difficult to define its limits. This change implies not only ecological and economic impacts, but also, social effects. Urban sprawl makes difficult social interaction and reduces the community feeling, and therefore, social cohesion and identity. This produces also changes in the relations of citizens between them and with the city council. The research propounds a discussion about the challenges that the urban sprawl causes for the application of participative models in the decision making, understanding them as basic criterion of good government. We analyze a case study to extract the complexity of articulating processes of citizen participation in territory with high dispersion based on a project carried out in the municipality of La Pobla de Vallbona (Valencia) on participatory budgets. It analyzes the results of the process carried out in relation to the urban model, the morphology of their urban pieces and spatial structure, and the demographic and social characteristics of the municipality. The question is identifying the problematic for the articulation of participative processes in territories with this idiosyncrasy. Finally, the article suggests a series of strategic lines as starting points to achieve participatory processes in the city characterized by urban sprawl.
