Bidimensional dual hesitant fuzzy (BDHF) set is developed to present preferences of a decision maker or an expert, which is more objective than existing fuzzy sets such as Atanassov’s intuitionistic fuzzy set, hesitant fuzzy set, and dual hesitant fuzzy set. Then, after investigating some distance measures, we define a new generalized distance measure between two BDHF elements with parameterλfor the sake of overcoming some drawbacks in existing distance measures. Covering all possible values of parameterλ, a new approach is designed to calculate the generalized distance measure between two BDHF elements. In order to address complex multiple attribute decision analysis (MADA) problems, an extension of fuzzy VIKOR method in BDHF context is proposed in this paper. In VIKOR method for MADA problems, weight of each attribute indicates its relative importance. To obtain weights of attributes objectively, a new entropy measure with BDHF information is developed to create weight of each attribute. Finally, an evaluation problem of performance of people’s livelihood project in several regions is analyzed by the proposed VIKOR method to demonstrate its applicability and validity.

Multiple attribute decision making (MADM) is full of uncertainty and vagueness due to intrinsic complexity, limited experience and individual cognition. Representative decision theories include fuzzy set (FS), intuitionistic fuzzy set (IFS), hesitant fuzzy set (HFS), dual hesitant fuzzy set (DHFS) and so on. Compared with IFS and HFS, DHFS has more advantages in dealing with uncertainties in real MADM problems and possesses good symmetry. The membership degrees and non-membership degrees in DHFS are simultaneously permitted to represent decision makers’ preferences by a given set having diverse possibilities. In this paper, new distance measures for dual hesitant fuzzy sets (DHFSs) are developed in terms of the mean, variance and number of elements in the dual hesitant fuzzy elements (DHFEs), which overcomes some deficiencies of the existing distance measures for DHFSs. The proposed distance measures are effectively applicable to solve MADM problems where the attribute weights are completely unknown. With the help of the new distance measures, the attribute weights are objectively determined, and the closeness coefficients of each alternative can be objectively obtained to generate optimal solution. Finally, an evaluation problem of airline service quality is conducted by using the distance-based MADM method to demonstrate its validity and applicability.

Probabilistic hesitant fuzzy Set (PHFs) is the most powerful and comprehensive idea to support more complexity than developed fuzzy set (FS) frameworks. In this paper, it can explain a novel, improved TOPSIS-based method for multi-criteria group decision-making (MCGDM) problem through the Probabilistic hesitant fuzzy environment, in which the weights of both experts and criteria are completely unknown. Firstly, we discuss the concept of PHFs, score functions and the basic operating laws of PHFs. In fact, to compute the unknown weight information, the generalized distance measure for PHFs was defined based on the Probabilistic hesitant fuzzy entropy measure. Second, MCGDM will be presented with the PHF information-based decision-making process.

AbstractOn the basis of the combination of single-valued neutrosophic sets and hesitant fuzzy sets, this article proposes a single-valued neutrosophic hesitant fuzzy set (SVNHFS) as a further generalization of the concepts of fuzzy set, intuitionistic fuzzy set, single-valued neutrosophic set, hesitant fuzzy set, and dual hesitant fuzzy set. Then, we introduce the basic operational relations and cosine measure function of SVNHFSs. Also, we develop a single-valued neutrosophic hesitant fuzzy weighted averaging (SVNHFWA) operator and a single-valued neutrosophic hesitant fuzzy weighted geometric (SVNHFWG) operator and investigate their properties. Furthermore, a multiple-attribute decision-making method is established on the basis of the SVNHFWA and SVNHFWG operators and the cosine measure under a single-valued neutrosophic hesitant fuzzy environment. Finally, an illustrative example of investment alternatives is given to demonstrate the application and effectiveness of the developed approach.

Fuzzy entropy means the measurement of fuzziness in a fuzzy set and therefore plays a vital role in solving the fuzzy multicriteria decision making (MCDM) and multicriteria group decision making (MCGDM) problems. In this study, the notion of the measure of distance based entropy for uncertain information in the context of interval-valued intuitionistic fuzzy set (IVIFS) is introduced. The arithmetic and geometric average operators are firstly used to aggregate the interval-valued intuitionistic fuzzy information provided by the decision makers (DMs) or experts corresponding to each alternative, and then the fuzzy entropy of each alternative is calculated based on proposed distance measure. Several numerical examples are solved to demonstrate the application to MCDM and MCGDM problems to show the effectiveness of the proposed approach.

Decision making under uncertainty is a crucial issue and most demanding area of research now a days. Intuitionistic hesitant fuzzy set plays important role in dealing with the circumstances in which decision makers judge an alternative with a collection membership grades and a collection of non-membership grades. This paper contributes a novel and advanced distance measure between Intuitionistic Hesitant fuzzy sets (IHFSs). A comparative analysis of the present distance measure with existing measures is performed first. Afterwards, a case study is carried in multi-criteria decision making problem to exhibit the applicability and rationality of the proposed distance measure. The advantage of the proposed distance measure over the existing distance measures is that in case of deficit number of elements in IHFs, a decision maker can evaluate distance measure without adding extra elements to make them equivalent and furthermore, it works in successfully in all the situations.

A normal wiggly hesitant fuzzy set is a very useful tool to mine the potential uncertain information given by decision makers, which is considered as an extension of hesitant fuzzy set and can improve the effectiveness of decision making. Power average operator can relieve the impact on decision result of unreasonable data, and the generalized Maclaurin symmetric mean operator (GMSM) is an extension of Maclaurin symmetric mean operator with wider range of applications, which can consider the relationship among decision attributes. By integrating the advantages of them, in this paper, we develop the normal wiggly hesitant fuzzy power GMSM (NWHFPGMSM) operator and its weighted form based on the distance measure of two normal wiggly hesitant fuzzy elements, then we further discuss their properties and some special cases. Thus, a new multi-attribute decision making method based on the NWHFPGMSM operator under normal wiggly hesitant fuzzy environment is proposed. Finally, we select some examples to illustrate the effectiveness and superiority of the proposed method in this paper through comparison and analysis with other methods.

The Belt and Road (B&R) Initiative receives enthusiastic response, the aim of which is to develop cooperative partnerships with countries along the routes and build a community of common destiny. So far, Chinese companies have invested in many different countries along the B&R. Generally, the investment decision making problems are characterized by high risk and uncertainty. Then how to make an appropriate investment decision will be a thorny issue. In this paper, probabilistic hesitant fuzzy set (PHFS) is used for handling uncertainty in multiple attribute decision making (MADM), and the criteria importance through intercriteria correlation (CRITIC) approach is extended to obtain attribute weights, no matter whether the weight information is incompletely known or not. Considering that the existing probabilistic hesitant fuzzy distance measures fail to meet the condition of distance measure, a new distance between PHFSs is proposed and applied to investment decision making for countries along the B&R. In the last, comparative analyses are performed to illustrate the advantages of the presented approach.

The classical set theory was extended by the theory of fuzzy set and its several generalizations, for example, intuitionistic fuzzy set, interval valued fuzzy set, cubic set, hesitant fuzzy set, soft set, neutrosophic set, etc. In this paper, the author has combined the concepts of intuitionistic fuzzy set and hesitant fuzzy set to study the ideal theory of semirings. After the introduction and the priliminary of the paper, in Section 3, the author has defined hesitant intuitionistic fuzzy ideals and studied several properities of it using the basic operations intersection, homomorphism and cartesian product. In Section 4, the author has also defined hesitant intuitionistic fuzzy bi-ideals and hesitant intuitionistic fuzzy quasi-ideals of a semiring and used these to find some characterizations of regular semiring. In that section, the author also has discussed some inter-relations between hesitant intuitionistic fuzzy ideals, hesitant intuitionistic fuzzy bi-ideals and hesitant intuitionistic fuzzy quasi-ideals, and obtained some of their related properties.

Probabilistic dual hesitant fuzzy set (PDHFS) is an enhanced version of a dual hesitant fuzzy set (DHFS) in which each membership and non-membership hesitant value is considered along with its occurrence probability. These assigned probabilities give more details about the level of agreeness or disagreeness. By emphasizing the advantages of the PDHFS and the aggregation operators, in this manuscript, we have proposed several weighted and ordered weighted averaging and geometric aggregation operators by using Einstein norm operations, where the preferences related to each object is taken in terms of probabilistic dual hesitant fuzzy elements. Several desirable properties and relations are also investigated in details. Also, we have proposed two distance measures and its based maximum deviation method to compute the weight vector of the different criteria. Finally, a multi-criteria group decision-making approach is constructed based on proposed operators and the presented algorithm is explained with the help of the numerical example. The reliability of the presented decision-making method is explored with the help of testing criteria and by comparing the results of the example with several prevailing studies.

As a generalized form of both intuitionistic fuzzy set and Pythagorean fuzzy sets, the q-rung orthopair fuzzy set (q-ROFS) has strong ability to handle uncertain or imprecision decisionmaking problems. This paper aims to introduce a new multiple criteria decision making method based on the original gain and lost dominance score (GLDS) method for investment evaluation. To do so, we first propose a new distance measure of q-rung orthopair fuzzy numbers (q-ROFNs), which takes into account the hesitancy degree of q-ROFNs. Subsequently, two methods are developed to determine the weights of DMs and criteria, respectively. Next, the original GLDS method is improved from the aspects of dominance flows and order scores of alternatives to address the multiple criteria decision making problems with q-ROFS information. Finally, a case study concerning the investment evaluation of the BE angle capital is given to illustrate the applicability and superiority of the proposed method.
