To alleviate the housing pressure and achieve a sustainable society, prefabricated residential building (PRB) has witnessed rapid growth in recent years. The usage of prefabricated components in the building represents a significant indicator that is traditionally used to differentiate the PRB from the traditional building. However, it cannot provide details on the efficiency of the industrialization process in the PRB. The main goal of this paper is to develop a composite index to measure the multidimensional concept of industrialization efficiency. Fuzzy Analytic Hierarchy Process (fuzzy AHP) and fuzzy Technique for Order Preference by Similarity to Ideal Solution (fuzzy TOPSIS) are applied to combine the hierarchical structure of indicators into one overall index. Finally, the industrialization efficiency assessment of three PRBs is chosen as a case to illustrate the effectiveness of the method. It can effectively quantify experts’ linguistic expressions on the performance of the PRB in different established indicators. This research can provide a decision support tool to assess and continuously promote the improvement of industrialization production in the housing industry.

Abstract The ranking of the reservoirs in Pakistan is an important decision and it has a vital impact on the sustainability of the region and the economic operation of the reservoir. The reservoirs ranking is a vital problem which involves multi-criteria decision-making. The framework proposed in this paper involves the fuzzy AHP-TOPSIS method for the ranking of reservoirs in Pakistan. Potential feasible locations are identified from the Water and Power Development Authority, Pakistan. Weight calculation for the criteria is done by the fuzzy AHP method, which is a multi-criteria decision-making method. In order to model the fuzziness, equivocacy, incomplete knowledge and ambiguity, the fuzzy AHP is used. Furthermore, in order to rank the selected reservoirs based on their performance, the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) is applied, which is a multicriteria decision making method. We demonstrate the application of the above-mentioned methods to the case study of the Indus Reservoir system in Pakistan. A decision support tool is provided for the decision makers in this paper to manage, evaluate and rank the planned reservoirs in the Indus River.

In an age of rapid technological advancement, the increasing need for energy and its related services to satisfy economic and social development has become a critical concern of national governments worldwide. This has triggered researchers to work on metrics for tracking and tracing energy sustainability in order to provide monitoring mechanisms for policy makers. In this regard, multicriteria decision-making (MCDM) methods are becoming more popular to deal with the multidimensional and complex nature of sustainability. We have proposed an extended and revised version of the grey relational analysis (GRA) method, which is integrated with the fuzzy analytic hierarchy process (AHP), to develop a new composite index for comparing the overall energy sustainability performances of 35 OECD member countries. Our case study revealed the performances of selected countries by providing their strengths and weaknesses based on determined criteria as well as the level of change in performances with different criteria weights. The proposed GRA model can be used in different applications of sustainability due to its flexible nature, which provides benefits from goal-oriented extensions in order to adequately capture different aspects of sustainability.

Purpose The implementation of lean production in small manufacturing enterprises (SMEs) harbors a great deal of barriers on practical, theoretical, financial and organizational sides. In view of this, the purpose of this paper is to explore and prioritize the solutions to overcome these barriers and pitfalls in order to identify a list of the most feasible and efficient solutions on which SMEs must focus to success their lean journey. Design/methodology/approach First, a review of the published articles along with the interview of some lean experts have allowed to identify 20 barriers grouped into five categories along with 17 solutions proposed to overcome these barriers. Afterwards, an integrated fuzzy Analytic Hierarchy Process-Technique for Order Preference by Similarity to Ideal Solution (AHP-TOPSIS) was proposed to evaluate and rank the solutions of lean implementation in SMEs and overcome its barriers. The AHP is used to determine weights of the barriers as criteria, and the fuzzy TOPSIS method is used to determine the final ranking of the solutions of lean adoption in SMEs. Findings The top five barriers of lean implementation in SMEs were found to be: lack of management involvement, lack of adapted methodology of lean implementation, short-term vision, fear and resistance to change and lack of understanding of lean. Moreover, the top five solutions to overcome the barriers of lean adoption in SMEs are as follows: commitment and participation of management, adoption of simple measurement and KPIs, development of organizational learning culture, early deployment of lean culture through training and allocation of sufficient time and resources for change. Originality/value The findings of this study can provide a basis for researchers and practitioners in order to understand the real reasons of lean failure in SMEs and develop improvement plans to increase its success rate. Moreover, it proposes a more reliable, robust and systematic decision support tool for stepwise implementation of the solutions of lean adoption in SMEs since they lack sufficient resources to address all the solutions simultaneously.

With a growing global economy and competition and increased outsourcing, the supplier selection process has gained more focus and importance within many business enterprises for developing an integrated supply network. Analytic Hierarchy Process (AHP) has been identified as an ideal multi-objective decision support tool to assist firms in completing the supplier selection process as part of strengthening their procurement strategies. This paper involved secondary research methods to gain an understanding of AHP, its various applications, and exploration of how to incorporate non-traditional selection criteria such as environmental criterion into the process. AHP's application for optimal supplier selection to support integrated procurement process is illustrated through an example of a Medical Device Manufacturer (MDM), known for established supplier-customer partnerships and alliances. Major limitation in studying this example included data availability to complete a comprehensive AHP decision management model. However, it was found that AHP is a powerful, structured but flexible method of addressing the multi-criteria supplier selection decision that facilitates building an integrated supply chain.

This study aims at identifying the suitable lands for urban development in Bandar Abbas city based on its real world use regarding specific criteria and sub-criteria. The city of Bandar Abbas is considered as the most important commercial and economic city of Iran. It is also considered as one of the major cities of Iran which has played a pivotal role in the country's development and progress in recent years especially after the end of Iran-Iraq war owing to its embracing the country's main commercial ports. This process has caused the immigration rate into the city to rise significantly over the past 20 years. Thus, the development of the city is meanwhile considered as a high priority. Bandar Abbas city does not have a rich capacity for growth and development due to its special geographical situation being located in coastal border. Among the limitations placed in the city's development way, natural limitations (heights and sea shore) in the northern and southern parts of the city and structural limitations (military centers) in the east and west sides of the city may be referred. Therefore, identifying the suitable lands for urban development within Bandar Abbas city limits is becoming an essential priority. Therefore, different quantitative and qualitative criteria have been studied in order to select and identify these lands. The structures of qualitative criteria for most parts involve ambiguities and vagueness. This leads us to use Fuzzy logic in this study as a natural method for determining the solutions for problems of Multi-criteria decision making (MCDM). In the current research, a combination of MCDM methods has been presented for analysis. To assignee weights of the criteria Fuzzy AHP (analytic hierarchy process) is used for land selection and Fuzzy TOPSIS (method for order priority by similarity to ideal solution) is utilized to choose the alternative that is the most appropriate through these criteria weights. The sensitivity analysis of the results is included in the research.

Purpose The purpose of this study is to develop a useful, effective and comprehensive approach to facilitate the evaluation of hotel websites. Design/methodology/approach The paper examines the literature evaluating e-commerce sites, particularly that is focused on hotel, tourism and travel. Moreover, 5 criteria and 19 sub-criteria are identified, and a two-step method is proposed for the assessment of hotel websites whereby the global weights of the proposed criteria are determined by the fuzzy analytic hierarchy process, and hotel websites are ranked through the fuzzy technique for order preference by similarity to ideal situation. Findings The results show that the leading criteria to effectively evaluate hotel websites are trust and information quality and that the most important sub-criteria are special discounts, assurance and reservation information. Practical implications This research offers practical advice to increase understanding of the determinants of an effective hotel website so that appropriate strategies can be developed to convert a website visitor into a customer. Originality/value The study aims to contribute to businesses operating in the tourism sector which seeks to increase the effectiveness of their websites by identifying criteria and proposing a methodology for hotel website evaluation.

The fuzzy analytic hierarchy process (AHP) and fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) are extremely beneficial when a decision-making process is complex. The reason is that AHP and TOPSIS can prioritize multiple-choice criteria into a hierarchy by assessing the relative importance of criteria and can thus generate an overall ranking of the alternatives. This study uses fuzzy AHP and fuzzy TOPSIS to evaluate the human resource in science and technology (HRST) performance of Southeast Asian countries. The fuzzy TOPSIS analysis indicates that Singapore, South Korea, and Taiwan have similarities in their desired levels of HRST performance. That is, these three countries have better HRST performances than other Southeast Asian countries.

In the modern literature related to linguistic decision-making, the 2-tuple linguistic representation model and its useful applications in various fields have been extensively studied and used during the last decade. Recently, some useful multicriteria decision-making (MCDM) methods have been introduced based on fuzzy analytic hierarchy process (AHP) for 2-tuple linguistic representation model. By keeping in mind the importance of this linguistic model, in this paper, we introduce a fuzzy AHP methodology for intuitionistic 2-tuple linguistic sets (I2TLSs) which is a useful extension of the 2-tuple linguistic representation model. This study is comprised of four stages. In the first stage, we define some operational laws for I2TL elements (I2TLEs) and prove some related important properties. In the second stage, intuitionistic 2-tuple linguistic preference relation (I2TLPR) and multiplicative I2TLPR are defined using I2TLSs. In the 3rd stage, a transformation mechanism is introduced which can transform an I2TLPR to a corresponding intuitionistic preference relation (IPR) and vice versa. In the fourth stage, an approach is proposed for checking the consistency of an I2TLPR and presented a method to repair the inconsistent one by using the proposed transformation mechanism. Finally, a numerical example is given and comparative analysis is carried out with the TOPSIS method to verify the validity of the proposed method.

The paper presents a possibility to use a new PVM-VSI (Preference Vector Method computed in Vector Space of Increments) method in making decisions that demand that different variants should be considered, while being evaluated with respect to different criteria. Hence, knowledge about them is a must, and that knowledge is not necessarily available quantitatively, whereas the very evaluation should be relatively objective; that is, independent from the decision maker’s preferences or opinions. The paper presents the use of the PVM-VSI method in support decisions related to urban development—to rank projects submitted for implementation within the framework of a citizen budget. The ranking will make it feasible to determine which of the submitted projects will have the dominant influence on the town’s sustainable development, and, subsequently, which ones should be presented to citizens as the better ones out of the projects submitted, and to compare the method mentioned with methods used in similar decision-making problems in the past: Fuzzy AHP (Analytic Hierarchy Process), Fuzzy TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution), and Fuzzy PROMETHEE (Preference Ranking Organization METHod for Enrichment of Evaluation).

Multicriteria group decision making (MCGDM) research has rapidly been developed and become a hot topic for solving complex decision problems. Because of incomplete or non-obtainable information, the refractured well-selection problem often exists in complex and vague conditions that the relative importance of the criteria and the impacts of the alternatives on these criteria are difficult to determine precisely. This paper presents a new model for MCGDM by integrating fuzzy analytic hierarchy process (AHP) with fuzzy TOPSIS based on interval-typed fuzzy numbers, to help group decision makers for well-selection during refracturing treatment. The fuzzy AHP is used to analyze the structure of the selection problem and to determine weights of the criteria with triangular fuzzy numbers, and fuzzy TOPSIS with interval-typed triangular fuzzy numbers is proposed to determine final ranking for all the alternatives. Furthermore, the algorithm allows finding the best alternatives. The feasibility of the proposed methodology is also demonstrated by the application of refractured well-selection problem and the method will provide a more effective decision-making tool for MCGDM problems.
