Because a consensus has yet to be reached on how to assess the success of a Public-Private Partnership (PPP) project, it is meaningful to study the multidimensional indicators to assess PPP project success. It merits attention that PPP project success indicators are totally different from PPP critical success factors (CSFs), which have attracted a lot of attention from scholars. This study conducts a questionnaire survey to identify the crucial considerations of project success from the perspectives of different PPP stakeholders. In line with previous studies, five dimensions of PPP project success that were developed from different stakeholder viewpoints and time frameworks were tested based on the empirical data. The dimensions mapped in the study not only provide a benchmark for practitioners to diagnose the extent of PPP project success but also provide a solid foundation for scholars to conduct further studies regarding PPP project success.

For improving the conditions of project intended purpose and reaching high score in the project success, project Stakeholders (including employer, contractor, consultant and its users) try to comply with the implementation of project Critical Success Factors(CSFs) at the beginning of each project. This implementation is in two terms: economic and executive. Artificial neural networks are one of the new methods which have been developed to estimate and predict parameters by using inherent relationship among data. In this research, it tried to propose a model to determine the project success score by using radial basis neural networks. For reaching this purpose, firstly, the key indicators of project success (employer, contractor and consultant) among the main elements involved in the industry of macro-civil construction projects in Iran reviewed. Secondly, ten CSFs key project success indicators were recognized in five categories: (i) financial, (ii) interaction processes, (iii) manpower, (iv) contract settings and (v) characteristic nature of the project (based on conditions of the present research in Iran). Then, some projects were selected by random sampling of projects operated during the last 5 years in the country's Ministry of Energy. Among those projects, project information was collected by managers of large projects. After training the designed neural network, the project success model was provided based on an assessment of project objectives including factors of Scope, Time, Cost, and Quality of the projects. For facilitating other researches’ use, the applied equation of the model was presented as well. Outputs, calculated by the proposed model, were in good agreement with the actual number of projects assessed in Iran. The results of this study may be used as a tool in implementing projects for the rapid assessment of achieving project goals’ facilities.

AbstractThis study aims to create a list of CSFs for China’s BOT projects to help organizations achieve project success. We first describe the role of CSFs in terms of three broad categories of whether BOT projects adopt strategies for risk transfer, the degree to which BOT projects foster the ‘whole- life approach’ to project design and management and extent to which BOT projects ensure timely delivery and supplies good-quality products and services. Based on an initial CSF list, a questionnaire survey was conducted to identify the relatively important CSFs for BOT projects in China. Our initial assessment shows that the key CSFs corresponded to our defined categories of BOT projects’ success factors. We then provide an updated list of CSFs with the top ten factors in ranking analysis. This list of CSFs could play a useful role in the phases of preparing, bidding, constructing, operating and transferring of BOT projects.

This preliminary study attempts to link among the critical success factors on overall project success in public sector organizations in Pakistan.  In this study it’s reflected that major critical success factors (soundness of Business & workforce, planning & control, quality performance and past performance) can enhance the success of the project in Pakistan.  The purpose of this preliminary study was to verify the reliability of the survey instrument which has been used in European countries. It was found that the planning & control was the highest Cronbach Alpha value, while the ranged for each constructs in the present study from 0.68 to 0.88.  Therefore, based on the Cronbach alpha value score, the proposed survey instrument has fulfilled the basic requirement of a valid instrument.

This research aims at investigating the interrelationships between critical success factors (CSFs) in municipal solid waste management (MSWM) projects taken up in public–private partnership (PPP) mode in India and studies the extent to which they can affect project success. A three-step procedure was followed to identify the CSFs in MSWM. A conceptual structural equation model (SEM) was developed using cluster groupings of the identified CSFs to show their interrelationships. Data collection from the public sector and private sector waste management managers was done through a questionnaire survey. The respondents’ data were analysed in analysis of moment structures (AMOS) using structural equation modelling. The SEM analysis of the respondents’ data gives the most exemplary fitting measurement model with the 17 CSFs taken as components of five latent variables: external environment, financial characteristics, project planning and procurement, project operation and management and project stakeholders. The model shows the relationships between the constructs of CSFs for project success. This study contributes to current ideas by empirically identifying the interrelationships between the MSWM CSFs, which can help waste management professionals handle the CSFs rationally. Furthermore, the study shows that all the groups have a direct and positive impact on project success. The findings may only portray the opinion of solid waste management managers in India.

In the initial stages of the adoption and institutionalization of Public-Private Partnerships (PPPs), national governments of transitional economies have accepted, developed, and organized Public-Private Partnerships with varying degrees of success. This study aims to investigate the critical success factors (CSFs) influencing the establishment of a sustainable Public-Private Partnership in transition conditions. In the first part of the paper, based on an extensive review of the literature, previous studies and relevant results in this field are presented as a background for this research. In the second part of this article, the survey used a factor analysis, which, with the application of the Principal Component Analysis and Varimax method with Kaiser normalization, has extracted four CSFs: (1) the establishment of a central PPP unit—knowledge center; (2) the establishment of a compatible legal/regulatory framework; (3) development of national PPP policies and strategies; and (4) standardization and transparency of the process. In the concluding remarks, the authors address the perspectives and methodological research constraints, examining possibilities to develop new knowledge and more efficient Public-Private Partnership implementation in the developing PPP markets of transitional economies.

There is a continuous need to improve existing project management decision-making support models, particularly those for monitoring and control are needed to increase chances for success. In this paper, potential of early warning in project management was focused, along with its connection to project success via project success factors. First, a systematic literature review was conducted, along with the focus group method, in order to identify project success factors. The selected success factors were also collected on 93 water infrastructure projects through a survey. By the means of linear regression analysis, critical success factors were finally determined. The results were integrated in the early warning system algorithm, composed by three modules – detection, validation and response module. The response module is composed by three dimensions: 1) risk, constraint and change management, 2) incorporation of project management competences and 3) application of project management methods, tools and techniques. The proposed early warning system was tested on three infrastructure projects. The results confirmed that improved early warning system can contribute in increase of project management success. As original database is composed by projects from only one country (Croatia), in the final stage of the research proposed approach was checked in five countries from the Central or South East Europe (Czech Republic, Slovenia, Serbia, North Macedonia, Bosnia and Herzegovina). The results from the final stage confirmed potential of the proposed approach as declared originally, so it is reasonable to expect success in early warning system’s implementation due to similarities of critical success factors on projects as well as project management problems in general, that countries in regions share. This research presents new and creative way in linking early warning and project success, as well as interpretation of early response through different dimensions in project management. Also, based on the results of this research, it is possible to create a useful practical tool for managing other types of projects.

Governments are increasingly entering partnerships with the private sector through the public–private partnership (PPP) model for the development of public projects. Value for money analysis is used to assess the viability of these ventures. This research aims to investigate the contribution of the PPP critical success factors to value for money viability analysis. Relevant data were collected through a questionnaire to establish the PPP critical success factors and value for money success criteria. Data were collected from 92 participants. The data obtained were analyzed using mean score, t-test, and regression analysis. The research found that government guarantees, macroeconomic conditions, shared authority between the public and private sectors, social support, and transparent procurement process contributed positively to value for money viability analysis. The results imply that practitioners should consider these key indicators for improving the value for money viability of PPP projects.
