The National Center for Health Statistics’ (NCHS) Research and Development Survey (RANDS) is a series of commercial panel surveys collected for methodological research purposes. In response to the COVID-19 pandemic, NCHS expanded the use of RANDS to rapidly monitor aspects of the public health emergency. The RANDS during COVID-19 survey was designed to include COVID-19 related health outcome and cognitive probe questions. Rounds 1 and 2 were fielded June 9–July 6, 2020 and August 3–20, 2020 using the AmeriSpeak® Panel. Existing and new approaches were used to: 1) evaluate question interpretation and performance to improve future COVID-19 data collections and 2) to produce a set of experimental estimates for public release using weights which were calibrated to NCHS’ National Health Interview Survey (NHIS) to adjust for potential bias in the panel. Through the expansion of the RANDS platform and ongoing methodological research, NCHS reported timely information about COVID-19 in the United States and demonstrated the use of recruited panels for reporting national health statistics. This report describes the use of RANDS for reporting on the pandemic and the associated methodological survey design decisions including the adaptation of question evaluation approaches and calibration of panel weights.

The article analyzes the work of the outstanding Kazakh poet Otezhan Nurgaliev and the ideas of the German philosopher Martin Heidegger about the power of words and the essence of poetry in his work “On Poets and Poetry. Hölderlin. Rilke. Trakl ” on the basis of theoretical and methodological research in domestic science and world philosophy, it is also assessed whether the prerequisite for the emergence of language and the basis of the beginning of being is poetic. In the poet’s poems and reflections, the subtext of symbols and poetic images related to the spiritual being and social reality of society are traced, their significance in understanding the realities of modern society and modernity are determined. In the collection of poems «School of Athens» Otezhan Nurgaliev opened to Kazakh readers the wisdom of world philosophy and the ancient era from a new side in the language of poetry, which is close to its national reality. This approach was mastered by the poet through world philosophy and literature, as well as oriental culture, national spirituality, turkic traditions, and folk wisdom published at that time.

The phenomenon of information conflict at the moment is an actual research object of many social and humanitarian disciplines. On the other hand, there is a lack of fundamental theoretical, primarily philosophical and methodological, research on this issue. This is expressed, inter alia, in the absence of philosophical and methodological grounds for isolating an information conflict from the totality of all objectively observed communications, i.e. demarcation of the phenomenon. The problem of finding criteria for an information conflict is of key importance in the formation of the methodological foundations and categorical apparatus for studying this phenomenon. In this regard, the need to develop theoretical foundations for the demarcation of information conflict is an urgent research task. The object of this work is the phenomenon of information conflict as part of the communicative process. The subject of the research is the problem of demarcation of information conflicts from all aggregate communications. The purpose of the study is to describe and substantiate the existing object-oriented methodologies that allow for the demarcation procedure. The following tasks are adequately formulated for the purpose of the study: 1) describe the problem of demarcation; 2) identify the communicative grounds of the information conflict; 3) analyze and highlight the main approaches to the problem of demarcation of information conflict. The novelty of the work lies in the systematic description and structuring of methodological approaches to the problem of demarcation of information conflicts, as well as analysis of the boundaries of methodologies and approaches. In the course of the work, it was determined and proved that, relying solely on the theory of communication, it is impossible to adequately carry out the demarcation procedure; it is necessary to use additional, non-communicative demarcation criteria, which is due to the variety of demarcation approaches in various studies. In conclusion, conclusions are formulated about the limitations of object-oriented approaches for solving the problem of demarcation of information conflicts.

The article scientifically argues and develops conceptual and methodological principles of formation of legal competence of specialists in the system of life long education. It is confirmed that their training acquires efficiency when implemented according to specific theoretical and methodological research principles. The essence and content of the formation of legal competence of future specialists (on the example of accounting and taxation specialists), components (cognitive, motivational, activity, reflective and information-logical), criteria, indicators and levels of its formation are revealed. The pedagogical conditions of formation of legal competence of future specialists in accounting and taxation in the system of lifelong education are substantiated; theoretically developed and experimentally tested a comprehensive structural and functional model of the formation of their legal competence. It is proved that the application of the author's concept of formation of legal competence of specialists in the system of life long education, first of all, updating of content, the realization of defined and substantiated pedagogical conditions and developed structural-functional model, promotes the effective formation of all components of legal competence of future specialists. Checking the level of formation of the components of legal competence of future specialists in accounting and taxation in the system of lifelong education was carried out taking into account the defined structure of legal competence using the criteria defined in the study of its formation.

The article deepens theoretical and methodical provisions on the attractive image formation for the territorial communities in terms of systematization of their identification criteria and positioning parameters, strengthened in this context local innovative aspect of the implementation of sustainable development concept. The theoretical and methodical provisions regarding the marketing tools of economic entities at the local level have been analysed, which made it possible to research the territorial community as a complex and innovatively active system characterized by emergence and synergistic metasystem connections between its elements that require ordering. This ordering became possible due to the methodological research platform, which based on the positions of the systemic and integrated approach, D. Forrester counterintuitive method of system dynamics, A. Marshall partial equilibrium approach and the principle of stable disequilibrium. The authors proved that the process of determining and ordering identification criteria and positioning parameters depends on the existing institutional frames for the functioning and development of territorial communities, which have a narrowing effect on the search opportunities and alternatives in choice. The discreteness of the coverage of the unique characteristics, which made it possible to distinguish the community among many others based on the established scientific hypothesis, justified the choice of 15 identification criteria and 13 positioning parameters that form the idea of a territorial unit. The provisions of the article systematized of certain criteria and parameters by constructing appropriate classification schemes based on a descending hierarchical chain of classification taxa “class – type – criterion / parameter – result (value) of criterion / parameter”. This made it possible to distinguish between the classes of identification criteria into key and auxiliary ones, and the classes of positioning parameters into single (quantitative) and complex (qualitative) ones. The article proves importance of the implementation of identification criteria and positioning parameters in the practice of the territorial communities strategizing to improve their innovative activity and determine key development positions in a strategic perspective.

The article analyses the main psychological theories and considers the theoretical aspects of the concept of leadership qualities in future teachers. Purpose. The purpose of the publication is scientific study and systematization of experience on this issue, to identify the essential characteristics in the holistic structure of the personality of future teacher leaders in the educational space of Institutions of Higher Education.Methods. In the research were used such a theoretical methods: content analysis, synthesis, classification and generalization of scientific and theoretical provisions of the concept of "leadership qualities" in the modern educational environment. The methodological basis of the article is the scientific concepts of native and foreign researchers who have dealt with issues of leadership and leadership qualities. Different approaches of scientists on understanding the essence of leadership qualities of the individual and their features are considered. The components and criteria of leadership qualities from the standpoint of the psychology of work of the teacher are described. Leadership qualities of future teachers has an important role of the formation.Results. As a result of theoretical and methodological research, we analyzed, systematized and identified the following components of leadership qualities in the holistic structure of the future teacher's personality from the point of view of psychology of pedagogical work: motivational-value, emotional-communicative, organizational-regulatory and reflexive-evaluative.Conclusions. It is concluded that in the conditions of modernization of the educational system the teacher-leader becomes an important strategic resource of all transformations, and is able to generate and perceive innovations, ready to show activity and creativity. Subjectivity and congruence are defined as the fundamental qualities that determine the purposeful development of important personal and professional characteristics that contribute to the development of personality to the position of a leader.Key words: leadership, leadership qualities, future teachers, pedagogical activity. У статті проаналізовано основні психологічні підходи і теорії, розглянуто теоретичні аспекти поняття лідерських якостей у майбутніх педагогів. Мета публікації – наукове вивчення та систематизація досвіду з даної проблематики, виявлення сутнісних характеристик у цілісній структурі особистості майбутніх педагогів-лідерів в освітньому просторі закладу вищої освіти.Методи. Під час проведення дослідження використовувалися такі теоретичні методи: контент-аналіз, синтез, класифікація та узагальнення науково-теоретичних положень поняття «лідерські якості» в системі сучасного освітнього середовища. Методологічну основу статті становлять наукові концепції сучасних вітчизняних та зарубіжних дослідників, котрі займалися питаннями лідерства та лідерських якостей, зокрема у педагогів. Розглядаються різні підходи та погляди науковців на розуміння сутності лідерських якостей особистості та їхні особливості. Описуються структура, компоненти та критерії лідерських якостей з позиції психології праці педагога. Підкреслюється важлива роль формування лідерських якостей у майбутніх учителів. Результати. У результаті теоретико-методологічного дослідження нами проаналізовано, системати-зовано та виокремлено такі компоненти лідерських якостей у цілісній структурі особистості майбутнього педагога з точки зору психології педагогічної праці: мотиваційно-ціннісний, емоційно-комунікативний, організаційно-регулятивний та рефлексивно-оцінювальний. Висновки. З’ясовано, що в умовах модернізації освітньої системи педагог-лідер стає важливим стратегічним ресурсом усіх перетворень, здатним генерувати і сприймати інновації, готовим проявляти активність і творчість. Основоположними якостями, що зумовлюють цілеспрямований розвиток важливих особистісно-професійних характеристик, які сприяють розвитку особистості до позиції лідера, визначені суб’єктність і конгруентність. Перспективи подальшого дослідження ми вбачаємо в дослідженні лідер-ських якостей та розробленні психолого-педагогічного супроводу в процесі фахової підготовки педагогів.Ключові слова: лідерство, лідерські якості, майбутні педагоги, педагогічна діяльність.

Abstract Introduction EQ-5D is an instrument which has been utilized for a variety of purposes, including in health-economic appraisals as an input into quality-adjusted life year (QALY) calculations. Indeed, it is the most-widely applied instrument for health-economic appraisal worldwide, and is recommended for use in QALY calculations by many national Health Technology Assessment (HTA) agencies. There is also a growing body of evidence for its usefulness in a variety of settings other than economic appraisals, but such use has not been well-documented. This study addresses this issue and documents how EQ-5D has been applied in both the non-economic and economic contexts. Methods The PubMed database was searched using the terms ‘EQ-5D’, ‘EQ-5D AND cost’, and ‘EQ-5D AND cost AND QALY’ from 1 January 1980 to 31 December 2019. We concentrated on 2019 publications for more detailed analyses. All the data collected for 2019 were downloaded and collected in EndNote. For 2019 only, we classified economic and non-economic use based on the inclusion of ‘cost’. We also checked by manual inspection whether the search terms were suitable in correctly identifying economic and non-economic use. Variants of the non-economic use of EQ-5D were classified as follows: (a) as a quality of life outcome measure; (b) as a tool for methodological research; (c) methodological issues of EQ-5D itself; (d) comparisons with other quality of life questionnaires; (e) mapping studies; (f) value sets; (g) alongside costs but no QALY calculated; and (h) other. Results The first publication found was from 1990. Up to and including 2019, 10,817 publications were identified, of which more than two in three did not contain any reference to costs or QALYs. In 2019, a total of 1409 manuscripts were identified, of which 239 were specifically for EQ-5D-5L.  Four hundred and seven (28.9%) included some form of ‘costs’ and 157 (11.1%) both ‘costs’ AND ‘QALYs’ terms. For EQ-5D-5L, the corresponding numbers were 104 (43.5%) and 29 (12.1%), respectively. After manually checking all the 1409 papers, three were duplicated records, which were omitted. In the remaining 1406 papers, only 40 (2.8%) contained the term ‘cost’, but not ‘cost per QALY’, and only 117 (8.3%) were identifiable as economic evaluations using the term ‘cost per QALY’. Most non-economic use of EQ-5D was as a quality-of-life outcome measure (72.8%). Other applications were: as a tool for methodological research (6.7%); comparison studies (3.7%); EQ-5D methodological issues (3.5%); containing costs but not QALYs (2.8%); mapping (1.3%); value sets (0.4%); and other papers (0.4%). Conclusions The majority of the studies retrieved, covering a wide variety of research areas, reported upon the non-economic use of EQ-5D. Despite being the most-used instrument worldwide for QALY calculations, economic appraisal accounted for only a small, but important, part of published use.

Background Interest in and use of co-production in healthcare services and research is growing. Previous reviews have summarised co-production approaches in use, collated outcomes and effects of co-production and focused on replicability and reporting, but none have critically reflected on how co-production in applied health research might be evolving and the implications of this for future research. We aim to conduct a scoping review to systematically map recent literature on co-production in applied health research in the UK to inform co-production practice and guide future methodological research. Methods Scoping review using established methods. We will created an evidence map to show the extent and nature of the literature on co-production and applied health research, based on this we described the characteristics of the articles and scope of the literature and summarised conceptualisations of co-production and how it was implemented. We will extract implications for co-production practice or future research and conduct a content analysis of this information to identify lessons for the practice of co-production and themes for future methodological research. Results We will report on lessons for the practice of co-production and themes for future research on co-production.
