Environmental regulation policies are being continuously enriched today. To effectively improve green innovation efficiency through environmental regulations, it is urgent to better understand the impact of different environmental regulations on green innovation efficiency (GIE). However, due to the defects of previous methods for measuring GIE, existing studies may have deviations when analysing the effect of environmental regulations on GIE. To fill this gap, using Shaanxi, China, as a case study, the present study proposes a network data envelopment analysis (DEA) model based on neutral cross-efficiency evaluation to accurately measure the GIE of Shaanxi during the period of 2001–2017. On this basis, this study further analysed the impact of different types of environmental regulations on GIE from three aspects: causality, evolutionary relationships, and effect paths. The results indicate that (1) the GIE of Shaanxi Province showed a “fluctuation-slow growth-steady growth” trend during 2001–2017, and after 2014, the problem of an uncoordinated relationship between technology research and design (R&D) and technology transformation began to appear; (2) there was a linear evolutionary relationship between command-and-control environmental regulation and GIE and a “U”-shaped evolutionary relationship between market-based/voluntary environmental regulation and GIE; and (3) command-and-control environmental regulation and voluntary environmental regulation affected GIE mainly at the technology R&D stage, while market-based environmental regulation ran through the entire process of green innovation activities. This study improves the evaluation methods and theoretical systems of GIE and provides the scientific basis for government decision-makers to formulate environmental regulation policies.

The link between environmental regulations and financial performance has long been studied, but whether command and control environmental regulation or voluntary instruments induce better results is an unsettled question. By drawing on the Porter Hypothesis, this paper examines whether both approaches to environmental protection boost forms of environmental protection regulations that have positive impacts on financial performance. By integrating institutional theory, this study also examines whether ownership structures moderate the relationship between environmental regulation and financial performance. The results from data on 183 firms listed on the Shanghai and Shenzhen Stock Exchanges confirmed that both command and control environmental regulation and voluntary instruments positively affect financial performance. This paper also found that ownership structure strengthens the relationship between command and control environmental regulation and financial performance. The findings enrich the Porter Hypothesis and contribute to environmental research by revealing that properly designed environmental regulations have positive impacts on financial performance. By drawing on institutional theory, this study further contributes to business and management studies by confirming that the specific moderator, China’s state-owned enterprises, is a crucial contributor in achieving robust financial results.

Based on the distinction of different types of environmental regulations, this paper attempts to test the threshold effect of environmental regulation on the total factor productivity (TFP) by employing a panel threshold model and a province-level panel data set during 2006–2016. Research results show that the influence of command-and-control and market incentive environmental regulation on the total factor productivity has a single threshold conversion characteristic of foreign direct investment (FDI) and financial scale, but the impact behavior and influence degree around the threshold are inconsistent. The effect of voluntary conscious environmental regulation on the total factor productivity has a single threshold conversion feature of human capital, and moderately enhanced intensity of environmental regulation is conducive to promoting the total factor productivity after crossing the threshold. Finally, in order to enhance the regional total factor productivity, relevant policy recommendations are proposed.

Abstract This paper constructs a theoretical model to deduce the mechanism of environmental regulation on ecological welfare performance, selects the panel data of 30 provinces in China from 2005 ~ 2019, uses the Super-SBM model to measure the ecological welfare performance of China, and the influence of heterogeneous environmental regulation on ecological welfare performance in China is empirically tested by spatial Durbin model. The results show: (1) there are regional differences in the ecological welfare performance of different provinces in China, which illustrates an unbalanced spatial distribution; (2) there is significant positive spatial correlation between market incentive, command -control and voluntary participation environmental regulation and ecological welfare performance; (3) The impact of different types of environmental regulations on the performance of ecological welfare in China is heterogeneous. Command-control and market incentive environmental regulations can improve the performance of ecological welfare, while voluntary participation environmental regulations have no significant impact on the performance of ecological welfare; (4) From the perspective of spatial spillover effect, command-control environmental regulation is not conducive to the ecological welfare performance of neighboring regions, while market incentive environmental regulation is conducive to the improvement of ecological welfare performance of adjacent areas. The spatial spillover effect of voluntary participation environmental regulation on ecological welfare performance in adjacent areas is not significant.

Under the environment of a green economy, green innovation serves as the only way for enterprises to grow, upgrade their competitiveness and seek continued business. Based on a questionnaire survey of 212 enterprises established within 4 years in the Pearl River Delta of China, this research utilizes structural methods to analyze the impacts of exploratory and applied learning (dual learning) on green innovation capability and verifies the environmental protection awareness of senior executives and the adjustment effects of environmental regulation. The results suggest that (1) exploratory and applied learning have a positively significant impact on green innovation capability; (2) under the regulation of environmental protection awareness of internal executives, there are differences in green innovation capabilities under the dual influences of exploratory and applied learning; and (3) under the adjustment of external environmental regulation, there are differences in green innovation capabilities under the dual influences of exploratory and applied learning. The findings indicate that new start-up ventures should raise awareness of environmental protection among senior executives under dual learning and perceive the changes of the government’s environmental regulations to enhance their green innovation capabilities.

Abstract There are obvious differences between different types of environmental regulations, which are manifested in different environmental protection tendencies and goals, and there are also significant differences in policy implementation. Therefore, it is an urgent empirical problem to quantitatively evaluate the impact of heterogeneous environmental regulations on the transformation and upgrading of industrial structure. Based on this, this paper empirically tests the impact of heterogeneous environmental regulations on the transformation and upgrading of industrial structure on the basis of measuring the level of industrial structure transformation and upgrading. The results show that the transformation and upgrading level of China's industrial structure increased year by year from 2000 to 2017. The three types of environmental regulatory measures have effectively promoted the transformation and upgrading of the industrial structure, and the market incentive environmental regulation (MER) has a significantly higher role in the advancement of the industrial structure than the command-controlled environmental regulation (CER) and the voluntary public participation environmental regulation (VER). The three types of environmental regulations have gradually highlighted the role of environmental regulations in promoting the transformation and upgrading of industrial structure with the improvement of the level of regional economic development. In the mechanism test, it is found that technological innovation has partial mediating effect in the process of CER affecting the transformation and upgrading of industrial structure, MER and public VER have complete mediating effect, while FDI has only partial mediating effect in the process of three types of environmental regulation affecting the transformation and upgrading of industrial structure.

This research analyzed the impact of environmental regulations and their power in suppressing tourism carbon emissions. The results showed that: (1) four types of environmental regulations had significant inhibiting effects on tourism carbon emissions, but different types of regulations had varying effects; and (2) environmental regulations had a significant time lag effect on tourism carbon emissions. The decay rates of the environmental regulation effects were dissimilar for supervisory management, market incentives, command and control, and public participation; and (3) environmental regulations had dissimilar influences on tourism carbon emissions at the regional level. Government agencies should choose differentiated environmental regulation tools, attach great importance to the time-lag effect of environmental regulations on tourism carbon emissions, and establish systems and mechanisms of public participation in environmental matters.

As the continuous changes in environmental regulations have a non-negligible impact on the innovation activities of micro subjects, and economic policy uncertainty has become one of the important influencing factors to be considered in the development of enterprises. Therefore, based on the panel data of Chinese high-tech enterprises from 2012–2017, this paper explores the impact of heterogeneous environmental regulations on firms’ green innovation from the perspective of economic policy uncertainty as a moderating variable. The empirical results show that, first, market-incentivized environmental regulation instruments have an inverted U-shaped relationship with innovation output, while voluntary environmental regulation produces a significant positive impact. Second, the U-shaped relationship between market-based environmental regulation and innovation output becomes more pronounced when economic policy uncertainty is high. However, it plays a negative moderating role in regulating the relationship between voluntary-based environmental regulation and innovation output. This paper not only illustrates the process of technological innovation by revealing the intrinsic mechanism of environmental regulation on firm innovation, but also provides insights for government in environmental governance from the perspective of economic policy uncertainty as well.
