Proper implementation of Solid Waste Management (SWM) is an essential part for the protection of the residents’ health, safety and environmental quality. SWM methods have been adapted by many residential subdivisions into a more practical and effective option to establish sustainability based on the reduce, reuse, and recycle principles. This study aims to contribute a solution to the challenging operation of solid waste management in Modena Mactan subdivision (1) to comprehensively describe the homeowner’s status classification and demographic characteristics, (2) to evaluate volume of waste produced and recycled waste revenue collected, (3) to recognize homeowner’s perception on the current waste management status, and (4) to showcase feasible approaches for sustainable waste management program. The study applied the descriptive research design and was carried out to 93 homeowners who went through the (house-to-house) paper-pencil-questionnaire survey. Results showed that the subdivision produced an average of 33 tons or 16.974 kilograms of solid waste per household per month, and generated an amount of 1,369 PHP or 27.41 USD revenue from the segregated recyclable waste collected from August 1-28, 2021. Moreover, about 87% of the respondents found convenient and sought to change in paperless system. Conclusively, it was revealed that 74% of the respondents found the recycling incentive scheme more inclusive as a feasible approach for waste management strategy to sustain the solid waste management program in Modena Mactan subdivision, Basak, Lapu-Lapu City, Cebu, Philippines.

Resumo: Neste artigo buscamos compreender o papel da participação social na construção de políticas públicas relacionadas à gestão de resíduos sólidos urbanos (RSU). Fazemos isso a partir da análise do contexto de aprovação de uma lei pioneira no Brasil, que ficou conhecida como Lei da Compostagem (2019), pelo município de Florianópolis/SC. Realizamos pesquisa qualitativa e descritiva, com uma etapa documental e outra etnográfica. Primeiramente, sistematizamos um quadro histórico-político das relações da cidade com o lixo, apontando a sucessão de políticas e ações que reflete na forma como os RSU são geridos no município. Em seguida, apresentamos resultados da pesquisa etnográfica feita a partir da observação de duas sessões plenárias nas quais ocorreram as votações do Projeto de Lei 17.506/2018, conhecido como PL da Compostagem. Buscamos demonstrar a importância da participação social na aprovação dessa lei, capaz de trazer avanços significativos em relação à gestão de resíduos no município e no país.Palavras-chave: Resíduos sólidos urbanos. Participação social.  COMPOSTING LAW AND SOCIAL PARTICIPATION: ETHNOGRAPHY OF PUBLIC POLICIES IN FLORIANÓPOLIS / SC  Abstract: This paper aims to understand the role of social participation in the construction of public policies related to municipal solid waste management (MSWM). We do this by analyzing the context of approval of a pioneering law in Brazil, which became known as the Composting Law (2019), by the municipality of Florianópolis/SC. We conducted qualitative and descriptive research, with a documentary and an ethnographic stage. Initially, we systematized a historical-political framework of the city's relationship with waste, pointing the succession of policies and actions that reflected in how the MSW are managed in the municipality. Thereafter, we present results of the ethnographic research conducted from the observation of two plenary sessions, situations in which voting of PL (Bill) 17.506/2018, known as Composting Bill, took place. We aim to demonstrate the importance of social participation in the approval of this law, capable of bringing significant advances in relation to waste management in the municipality and in the country.Keywords: Municipal solid waste. Universities are complex organizations, so when implementing an EMS and adopting strategies, methodologies and programs they must involve the entire university system to minimize the negative impacts on the environment and, thus, lead the search for sustainable or carbon neutral organizations. Carbon Footprint was used as an indicator to measure the sustainability effectiveness of the environmental programs implemented and promoted by the EMS-ITM and how they mitigate the emission of GHGs. The calculation of this indicator was developed following ISO 14040-14044 and ISO 14064, for the ITM-Robledo campus and for the period 2015-2017. The results show the relevance and the reduction in the GHG emission levels achieved by the environmental programs studied, especially by the comprehensive solid waste management program, with which the highest levels of mitigation are achieved.

Purpose Municipal solid waste (MSW) consists mainly of several recyclable materials such as paper and cardboard. Inside the educational institutes, especially universities, MSW is generated from several facilities including offices and cafeterias. Without an effective management program, solid waste can have detrimental impacts on the environment. This paper aims to assess the solid waste management practices followed at the main campus of Imam Abdulrahman Bin Faisal University (IAU), Dammam – Saudi Arabia. Design/methodology/approach The MSW samples were collected from different sources inside the IAU campus such as the college buildings (such as the teaching rooms and staff offices), the administrative buildings and services buildings (e.g. the main library, the photocopying center, the restaurant and cafeteria) at least one time per week during a full academic term (January–May) of the academic year 2017–2018. The collected MSW samples were segregated into seven categories, and the net amount of each category and the overall weight of the MSW were determined once every week. The MSW samples were characterized for physical and chemical properties including moisture, carbon and ash contents. Food product waste (FPW) of the main university restaurant was studied separately. Findings Data on the composition of MSW samples revealed that 80% of wastes were recyclable, 19% as compostable materials, while only 1% of the materials were a non-recyclable waste. More than 73% of the recyclable materials include paper and plastic warranting dire need of an effective solid waste management program. The highest value of FPW was recorded for the breakfast meal. Originality/value Most of the waste generated from the university campus was recyclable type that needs to be handled carefully to avoid its mixing with other types of the waste stream. Waste characterization is an important tool that helps in understanding the amount and pattern of waste generation. It can be used as a decision-making tool for implementing sustainable waste management programs for universities.

There are 11 rooms and 38 departments with 1791 staffs in Thu Duc District Hospital. Moreover, there are above 6000 patients coming for examination and approximately over 900 in-patients at the hospital. Although the medical solid waste management was concentrated and focused on, there is still some insufficient points that need to be researched. Therefore, we are now proceeding in researchingour aim to describe the reality of medical solid waste management at Thu Duc District Hospital in 2019 and evaluate the factor that affects the waste management. The method for this research is cross-section descriptive research. We have observed all tools, equipments used for managing medical solid waste, and observed the medical solid waste classification in 36 departments/ clinical units, paraclinical, also have used designed inventory. The ratio of the department that meet thegoals in general of collecting, transporting, storage and waste disposal is not really high, only 75%, in which that the ratio for collecting by department only is lowest with 77.8%; next for collecting the waste by equipments with 80.6%; for waste classification by equipments is 83.3%.

This study analyzes the Iligan City Solid Waste Management as the basis for an effective Solid Waste Management Program. It was conducted among 1593 respondents from Barangays Maria Cristina, Del Carmen, San Miguel, San Roque, and Tubod. The research design is descriptive and employs a triangulation of quantitative and qualitative methods of data gathering and analysis. Data gathering was made with the use of a researcher-made questionnairethat measured the respondent’s level of knowledge and implementation of Recycling, Reducing, Reusing, and Composting solid waste.The data were statistically processed to get the frequency, percentage and mean. It was further analyzed with Kendall’s tau-b and Pearson Moment Correlation to determine the relationship between variables. The results show that the socioeconomic profile of the respondents has a relationship with the respondents’ Knowledge and Implementation of Solid Waste. All the socioeconomic profile of the respondents has a significant relationship with their knowledge on solid waste management, except for the gender of the respondents. Age has a significant relationship with composting; gender with reduction of solid waste generation and composting; family income and educational attainment with recycling, reduction, and reusing.   Keywords - Solid waste management; 3 r’s of solid waste management: recycle, reduce, reuse; composting, Iligan City, Philippines

The solid waste found in rural areas can be used as a soil conditioner providing essential nutrients to crops and enhancing agricultural productivity. It is an eco-friendly and economic preference for Municipal Solid Waste Management (MSW). This study investigates the solid waste management scenario in rural areas along the river Ganga and proposes a sustainable waste management solution. Waste quantification and composition were determined in the five villages (rural areas) viz. Sajanpur, Shyampur, Kangri, Bhogpur and Dummanpuri of district Haridwar in Uttarakhand and their waste management and disposal systems were evaluated. Findings revealed that the average daily waste generation was 0.665 kg/day and per capita generation of household waste was around 0.16 kg/person/day. Major fraction of household waste was bio-degradable (74.14%) and remaining fraction comprised of paper (6.62%), polythene (2.82%), textile (2.52%), plastic (1.15%), glass (0.61%), metal (0.60%), rubber (0.35%), and inert (5.01%). The average bulk density of household waste was 460 kg/m3, whereas cattle waste bulk density was 834 kg/m3. Other waste characteristics included moisture content (60%), organic carbon (40%), nitrogen (1.7%), phosphorus (0.9%) and ash (31%). The calorific value of household waste (biodegradable) was 937.6 kcal/kg (dry basis). Since most of the waste was biodegradable, hence co-composting with cattle waste is recommended. The dry waste can be separated and stored for further processing and transported to nearby waste to energy-producing plants. The main hurdle to the program of waste recycling was the unsegregated collection of waste in rural areas. Hence, separation at the source comprised biodegradable waste, dried waste (paper, plastic, and metal) and other components are essential for the future solid waste management program.

The waste management strategy is expected to minimize the negative impact on the environment. In the capital city of Dili, the waste management strategy can be categorized as very concerned. Based on the data from the Ministry of State Administration shows that in 2020, people in the capital of Dili produce waste 250 tons per day. The reality of solid waste in the capital city of Dili shows a severe problem in the waste management process and strategy. This study aims to examine problems in waste management strategies and their impact in the capital city of Dili. Through a literature review approach, a scientific study will be carried out on several scientific articles related to the waste management system and the reality of solid waste in capital city of Dili. The results show that people in the capital of Dili, still use the classical system in managing solid waste. Weak government system and local regulations regarding to solid waste management, and the lack of the waste management industry based on R3 (reduce, reuse, recycle) are the main factors for the community still using the classical system. This reality harms the environment and people in the capital of Dili.

In the early 1980’s Polk County and four other partner counties in rural Northwest Minnesota made the decision to incorporate a waste to energy (WTE) plant into their solid waste management program. This decision was made to comply with the Minnesota hierarchy for solid waste management, to extend the life of the Polk County landfill, and to recover valuable energy from the waste. The plant was constructed in 1987 and began burning MSW in 1988. The processing technology consisted of two starved air mass burn municipal solid waste combustors each with a combustion capacity of 40 tons of MSW per day, and produced energy in the form of saturated steam for customers in the adjacent industrial park. Initially each train utilized a two field electrostatic precipitator (ESP) as the air pollution control (APC) device. In 1996, a materials recovery system (MRF) was constructed in front of the waste combustors to remove problem/objectionable items most of which are recyclable. This facility has been a tremendous success providing many benefits including reduced stack emissions, lower O & M costs for the WTE units, and revenues from the sales of extracted recyclables. In 1998 Polk began injecting powdered activated carbon (PAC) into the flue gas of each unit upstream of the ESP to attain compliance with new State limits for dioxin/furans and mercury. Then in 2000 Polk County proceeded with an APC retrofit project designed to meet revised EPA emission guidelines which set more stringent limits for pollutants currently regulated and added limits for several other pollutants previously unregulated. In 2001 and 2004 Polk County performed research demonstration projects substituting screened WTE combined ash for a portion of natural aggregate in two asphalt road construction projects. Both projects passed stringent environmental testing and demonstrated superior strength and flexibility performance compared to conventional asphalt. Polk County is now proceeding with the installation of a turbine/generator to produce renewable electricity with excess steam. The electricity produced will be used to reduce the demand for incoming power from the local utility. Initially this may be only a twenty-five percent reduction but has the potential to be more in the event one or more of the steam customers reduces their dependence on steam from the WTE plant. All of these projects received funding assistance from the State of Minnesota in the form of Capital Assistance Grants. In 2003 the WTE plant and MRF became debt free and Polk County lowered the tip fee resulting in a disposal rate that is fairly competitive with that of most out of state landfills. This paper will discuss the development, success, and benefits of this completely integrated solid waste management system for these five counties located in Northwest Minnesota.
