Equity Norms in Global Environmental Governance

Contestations over justice and equity in international environmental regimes present striking evidence of the struggle to create institutions for global environmental governance that are based on widely shared ethical standards of responsibility and accountability. Focusing on two key equity norms—the common heritage of mankind (CHM) and common but differentiated responsibility (CDR)—this paper highlights four factors that affect the influence of moral responsibility norms in global environmental regimes: (i) source and force of articulation; (ii) nature of issue-area; (iii) “moral temper” of the international community; and (iv) “fitness” of norms with the prevailing neoliberal economic idea and structure. Consequent upon the argument that the most important of all these factors is the “fitness” with the extant neoliberal order, the paper questions the assumptions of the burgeoning constructivist scholarship that tends to overemphasize the independent role of intersubjective beliefs in international politics. Further, it is suggested that the abiding “responsibility deficit” in institutions for global environmental governance is due mostly to the successful co-optation of equity norms for neoliberal ends.

Due to its recent economic success, Brazil is considered an emerging country, but is it an emerging power concerning global environmental governance? This article argues that although Brazil has a sui generis profile, it can only be considered an emerging power in some environmental regimes, such as global climate change. Thus, international relations theory needs more analytical instruments to assess the impact of emerging powers in global environmental governance

[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] While the role of firms has been acknowledged in existent research in political economy, it has played a rather peripheral role in the study of environmental politics, specifically in understanding environmental governance. In this dissertation, I seek to identify what the role of the private sector is in pushing the global environmental agenda. Specifically, I seek to offer alternative explanations for why firms choose to form these regimes, by drawing on existent comparative and international relations literatures focusing on political economy, governance, and the role of non-state actors. Additionally, I discuss the conditions determining firms to form private environmental regimes, as well as the economic and political consequences of this growing dynamic. Lastly, I investigate the mechanisms tying together different actors in terms of their environmental governance interactions.

This forum places CEE at COP10 in the context of wider theoretical debates about global environmental governance. This special issue enhances our understanding of governance by examining how ideas travel and develop at meetings before they become the official documents and announcements that are the more common foci of such papers. The articles in this issue of GEP open up the ‘black box’ of decision-making and allow us to gain a better understanding of global environmental governance, in theory and in practice. These articles are firmly in line with International Political Economy approaches, allowing us to reflect on how regulations can mirror and deepen existing global inequalities, revealing the continuing power of epistemic communities, and demonstrating the important role of ideas. The special issue allows us insight into how global conventions work, how alliances are formed, how particular ideas emerge, and crucially, how alternatives are rendered silent and invisible.

This paper will discuss about problems surrounding discourse on the role of local government or ‘city’ in global environmental governance. Many scholars, such as Acuto (2013), Betsill & Bulkeley (2010) and Fraser (2014) have argued that city might be the missing actor that global environmental governance needs to make it work. However, this paper believes that the argument is riddled with fallacy, most notably with the way they did not take into account the existence of growth-based development ideology that can prevent local government from truly preserving the environment. This paper argues that city is not the panacea that will solve all environmental problems since it favors utilitarianism approach over deep ecology. However, this paper acknowledges that city could be the new norm entrepreneur that can strengthen international norm on environmental preservation.Keyword: City, Environment, Norm, Utilitarianism

AbstractThis article applies a science diplomacy lens to examine Sweden’s 1967–1968 intervention in the United Nations—the so-called “Swedish initiative”—that led to the seminal 1972 UN Conference on the Human Environment. The three classic science diplomacy typologies—science in diplomacy, diplomacy for science and science for diplomacy—are employed to structure an analysis of how Swedish diplomats skillfully leveraged science for diplomatic objectives, first for convincing member states of the need to convene a major environmental conference under UN auspices and then to mobilize scientific research internationally—particularly in developing countries—during the Conference preparatory process. The empirical study, based on archival research and the oral histories of key participants, also brings to light how problems of the human environment were conceived of and shaped by Swedish scientists and diplomats during this embryonic moment of global environmental governance. Through analysis of some of the public pronouncements and key documents drafted during the first phase of the Swedish initiative, the article further considers the role of popular science as a style of science communication that is particularly relevant in the realm of environmental diplomacy.

This article starts with the observation that in the study and practice of global environmental governance (GEG) institutions and organizations are often conflated. For regime theorists they are not the same thing and the argument is advanced that, despite its failings, the regime/institutional approach continues to have significant analytical advantages. However, the benefits of regime analysis can only be realized if it avoids becoming an arena for inter-governmental rational choice theorizing and takes institutions seriously. One way of doing this is to utilize John Searle's “general theory of institutional facts.” Searle's work provides the inspiration for a re-consideration of the bases, components, domain and explanation of global environmental regimes. It is argued that it could yield a new institutional approach which overcomes some of the problems of existing regime analyses in ways appropriate to the study of multilevel environmental governance.
