The Public Role of Churches in Present Democratic South Africa

The public role of Christianity in Africa has gained increased attention from scholars. This article gives four snapshots of the responses of churches to COVID-19 in Africa in the early weeks of disease spread on the continent. In many countries, churches are at the forefront of formal and informal health delivery and disease control, through medical services and faith healing. An examination of different approaches of Christian communities to the pandemic shows the influence and the limits of Christian action as governments acted quickly to reduce the spread of COVID-19. Using research methods (remote interviews and surveys, and analysis of authors' own denominations or congregations) consonant with physical distancing measures, the authors observed Churches attempting to carry out their mission as measures were put in place to arrest disease. They maintained worship services, moving them online. They helped Christians make sense of the pandemic and offered themselves as repositories of public trust. In some cases, however, they were less successful than they wished in carrying out their social responsibility because many of their institutions were closed as part of the measures to restrict the spread of disease.

After almost 25 years of what could justifiably be called transformative change in South Africa, a truism is that the country’s new legal order, established by the Constitution in 1993 and 1996, provides the critical foundation of peace and security upon which its freedom has been built. The Constitutional Court was one of the most important of the new democratic institutions in the shaping of the country’s position as a constitutional democracy, upholding the values for which millions of people, black and white, had fought. This article is a brief reflection on the role of the Court in establishing the meaning of this democracy and giving it effect. The main goal of the article is to understand how the Court’s new jurisprudence works in particular contexts, how its work is related to crime and punishment, and what it means for the rights of marginalised groups in society. Using the examples of the Court’s decision in Makwanyane on the death penalty, and the Court’s decision on the findings of the Public Protector’s report on Nkandla, the article finds that the Court’s new jurisprudence takes quite a different view of legal developments in South Africa, insofar as the jurisprudence entrusts broad discretion to the Court and emphasises the need for sustained leadership of the Court to advance the battle for fundamental human rights, the rule of law, and democratic accountability.

Women as assets of Indonesia's human resources have a crucial role in disaster management. This research is descriptive using a qualitative approach that photograph the adjustment of women's activities based on their role in the current Covid disaster. The research findings shows the  informant’s perception that Covid-19 is a disaster, and they are worried, so they try to prevent themselves and their family members from being infected by implementing health protocols. They also provide nutritious food and vitamins as well as a variety of food/drink ingredients that are believed to ward off Covid. Increasing domestic role activities are child care and education. Meanwhile, the public role of economy has undergone adjustments, such as working from home, losing customers or jobs. To be able to survive, adjustments to household expenditure patterns were carried out, namely: increasing the cost of kitchen expenditures, and increase in electricity costs and telephone pulses as the implication of all family members are WFH/SFH online. Reduced expenses: spending on clothes / shoes / bags, cosmetics, and recreation. The social role of the public in this Covid situation is to participate in distributing food to the poor.

Amartya Sen has argued that democracy has intrinsic and instrumental significance for economic and social development. In joint work with Jean Drèze, he has shown that democratic pressures can produce positive results in democratic and non-democratic nations alike. An Uncertain Glory briefly discusses the BRIC (Brazil, Russia, India and China) nations in this regard, but is inexplicably silent about South Africa (the final member of the BRICS). Can South Africa follow in the footsteps of the BRIC nations? Or might the South African brand of democracy really fall short? Reaffirming Drèze and Sen’s conclusion for India, this chapter argues there are grounds to be ‘contingently optimistic’ about the role of public participation in South Africa—despite the massive democratic deficit the country has inherited. This is illustrated through three case studies of participation focusing on pressure for HIV/AIDS treatment, the role of the public protector, and community action in Bokfontein.

The controversy over the altar of Victory shows how pagans and Christians expressed competing ideas on the public role of religion in an increasingly Christian empire. In 382, Gratian revoked funding from the Roman state priesthoods and removed the altar from the Senate house. Following Gratian’s death in 383, the Senate appealed to his brother, Valentinian II, through the urban prefect, Symmachus, whose communiqué was successfully countered by Ambrose of Milan. Recent scholarship has favoured Symmachus’ account, which it sees as an appeal for religious tolerance, and argued that the affair was decided by the power politics of a child emperor’s unstable court. In response, this chapter argues that Symmachus was actually trying to exclude the emperor’s Christianity from public decision-making. All religions may, for Symmachus, lead to God, but the old cults are Rome’s divinely appointed defence, as well as the bond between Senate and emperors. Ambrose put Valentinian’s duty to God at the heart of his appeal. Ambrose’s Senate contained many Christians, and Ambrose was bound to resist an emperor who endorsed pagan sacrifices (the closest either work comes to explicit political gamesmanship). Together, their works show how malleable Rome’s public religion still was, more than seventy years after Constantine embraced Christianity.
