Social background and school track choice: An analysis informed by the rational choice framework

We investigate social inequalities based on social background in the choice of the academic track among equally performing students, and how indicators derived from the rational choice framework contribute to account for such inequalities. We discuss the main theoretical concepts underpinning rational choice theory as applied to educational decisions: perceived costs, benefits, and risks of failure; relative risk aversion; and time-discounting preferences. In the empirical section, we use a unique dataset concerning the transition to different tracks in upper secondary school in a large Southern Italian region. By using various regression methods and the Karlson/Holm/Breen decomposition technique, we show that social inequalities in access to the academic track are considerable, even in recent cohorts, and that they are largely not explained by previous academic performance. Indicators linked to key concepts proposed by the rational choice theory—as measured in this study—account, as a whole, for 31% of the gap based on parental education, and for 40% of the gap based on parental occupation. The most important sources of inequalities among those this study examines are the expected benefits associated with the educational alternatives and the time-discounting preferences, while relative risk aversion and the perceived chances of success play negligible roles.

This study develops and tests the hypothesis that information biases concerning the perceived extent of risk of educational options fuel social inequalities in track choice. In particular, it is argued that low-educated families are more concerned than college-educated families with the risks of dropout in the academic track, even when their children perform well at school. Moreover, they overestimate the risks of low occupational outcomes associated with academic diplomas. These information biases enhance their propensity to select vocational tracks, which are perceived as safer options, even when their children have the potential to succeed in the academic path. Survey data from Italy were used to assess these misperceptions and experimental evidence is presented concerning their causal effect on track choices. To correct these misperceptions, we designed a light information intervention, which was nested in a longitudinal survey to assess the impact of this intervention on students’ track choices. Both survey and experimental results corroborated our hypothesis that information biases contribute to social inequalities in track choice.

Survey data are used to test the basic tenets of rational choice theory. We find that (1) voters' preferences are orderly but voters do not always have preferences. When the perceived difference between two candidates is below some threshold, voters are indifferent between them. (2) Most voters choose candidates whose issue positions are congruent with their own. (3) Lack of knowledge about candidates affects choice and utility through two routes—indifference and risk aversion.Most voters have highly structured utility functions, but the thresholds and risk aversion in these functions place relatively unknown candidates at a disadvantage in presidential primaries and other electoral situations. Moreover, the importance of knowledge in these functions suggests that social choice theorists must take seriously the classic concerns of public opinion research—the operation of the media and the dynamics of information in elections.

This article examines South Africa's 20-year democracy by contextualising the roles of the 'small' political parties that contested South Africa's 2014 elections. Through the  prism  of South  Africa's  Constitution,  electoral legislation  and the African Charter on Democracy, Elections and Governance, it examines these parties' roles in South Africa's democratisation; their influence,  if any, in parliament, and whether they play any role in South Africa's continental or international engagements. Based on a review of the extant literature, official documents,  legislation, media, secondary research, reports and the results of South Africa's elections, the article relies on game theory, rational choice theory and theories of democracy and democratic consolidation to examine 'small' political parties' roles in the country's political and legal systems. It concludes that the roles of 'small' parties in governance and democracy deserve greater recognition than is currently the case, but acknowledges the extreme difficulty experienced by the 'small'  parties in playing a significant role in democratic consolidation, given their formidable opponent in a one-party dominant system.

This chapter discusses contractualist theories of justice that, although they rely explicitly on moral assumptions in the traditional understanding of morality, employ rational choice theory for the justification of principles of justice. In particular, the chapter focuses on the dispute between Rawls and Harsanyi about the correct choice of principles of justice in the original position. The chapter shows that there is no winner in the Rawls–Harsanyi dispute and, ultimately, formal methods alone cannot justify moral principles. This finding is significant for the development of the rational decision situation that serves for the derivation of the weak principle of universalization for the domain of pure instrumental morality.

This work examines the validity of the two main assumptions of relative risk-aversion models of educational inequality. We compare the Breen-Goldthorpe (BG) and the Breen-Yaish (BY) models in terms of their assumptions about status maintenance motives and beliefs about the occupational risks associated with educational decisions. Concerning the first assumption, our contribution is threefold. First, we criticise the assumption of the BG model that families aim only at avoiding downward mobility and are insensitive to the prospects of upward mobility. We argue that the loss-aversion assumption proposed by BY is a more realistic formulation of status-maintenance motives. Second, we propose and implement a novel empirical approach to assess the validity of the loss-aversion assumption. Third, we present empirical results based on a sample of families of lower secondary school leavers indicating that families are sensitive to the prospects of both upward and downward mobility, and that the loss-aversion hypothesis of BY is empirically supported. As regards the risky choice assumption, we argue that families may not believe that more ambitious educational options entail occupational risks relative to less ambitious ones. We present empirical evidence indicating that, in France, the academic path is not perceived as a risky option. We conclude that, if the restrictive assumptions of the BG model are removed, relative-risk aversion needs not drive educational inequalities.
