Framing Irregular Immigration in Western Media

The media coverage of irregular immigration has the power to influence public opinion, fuel the formation of popular movements, and mold the political climate related to immigration. Based on comparative and multimethod data sets, this special issue of American Behavioral Scientist contributes to a renewed understanding of the role and impact of the mass media on the current climate, opinions, and policies related to irregular immigration in three different Western countries. Analysis of source strategies and ethnographic methods is combined with large-scale quantitative content analysis of news and surveys measuring the reception of this news coverage by audiences in the United States, France, and Norway. The research design pursued in this special issue of American Behavioral Scientist identifies (a) the dominant voices, narratives, and arguments in the mainstream media coverage of irregular immigration; (b) how stakeholders work strategically to promote their messages in the media; and (c) what attitudes the public holds about the coverage of irregular immigration in the media, and how these media evaluations relate to their attitudes toward immigration. Together, the articles in this issue offer new and surprising insights into how a controversial and important issue is strategically framed, covered in the news, and understood among the audience.

Irregular immigration has become a globally important topic. While there have been some studies on public opinion toward irregular immigration, virtually no studies have examined how audiences evaluate the media coverage of this issue. There is also a lack of comparative research. The aims of this article are to provide survey data on public opinion toward irregular immigration in the United States, France, and Norway as well as a comparative analysis of public perceptions of the news coverage. Findings suggest that irregular immigration remains a highly salient issue in public opinion in all three countries. Furthermore, public opinion is generally critical and skeptic toward irregular immigration and immigrants, and differences between countries regarding the coverage of the issue in national mainstream media do not necessarily seem to be mirrored in public opinion. The survey data also suggest that citizens in all three countries tend to believe that the negative aspects of irregular immigration such as crimes or border control receive too little coverage whereas perspectives more positive to irregular immigration receive too much. Implications for further comparative research on public opinion and media coverage are discussed.

Recent police killings of citizens in the United States have attracted massive coverage in the media, large-scale public protests, and demands for reform of police departments throughout the country. This study is based on a content analysis of newspaper coverage of recent high-profile incidents that resulted in a citizen’s death in Ferguson, North Charleston, and Baltimore. We identify both incident-specific content as well as more general patterns that transcend the three cases. News media coverage of similar incidents in past decades tended to be episodic and favored the police perspective. Our findings point to some important departures from this paradigm. Reporting in our three cases was more likely to draw connections between discrete incidents, to attach blame to the police, and to raise questions about the systemic causes of police misconduct. These findings may be corroborated in future studies of news media representations of high-profile policing incidents elsewhere.

The question of why women, in consultation with their physicians, should choose hormone therapy (HT) in response to menopause represents a renewed controversy at the beginning of the new century. Conflicting messages regarding the health risks and benefits of HT have been conveyed in the mainstream media, especially information in the media regarding the results of large-scale studies of the health impact of hormone therapy. Women who have been on one or another of the hormone replacement regimes have been forced to reconsider continuing on HT. Doctors who suggest these hormones to their patients are somewhat confused, as are perimenopausal women who are considering HT. Pharmaceutical companies that produce these compounds are worried, and public health officials are on the defensive.Media coverage of HT research has been extensive. In particular, two large-scale studies, one here in the U.S. (the Women's Health Initiative, or WHI) and the other in Great Britain, have recently cast a negative light on the use of hormone therapy, after years of routine prescription of HT for menopausal women.

Public relations research has paid considerable attention to foreign terrorist crises but relatively little attention to domestic ones—despite the growing salience of domestic terrorism in the United States. This study content analyzes 30 years of network television news coverage of domestic terrorism to gain insight into four theoretical issues of enduring interest within the literature on news framing and crisis management: sourcing, contextualization, ideological labeling, and definitional uncertainty. Results indicate that the sources called upon to contextualize domestic terrorism have shifted over time, that ideological labels are more often applied on the right than the left, and that definitional uncertainty has increased markedly in recent years. Implications for the theory and practice of public relations and crisis management are discussed.

By questioning the media coverage of the seven feminist movements that have received most publicity in the French mainstream media since the 2000s, this article shows that the media narrative regarding feminism perpetuates the national metanarrative produced in generalist newspapers. This metanarrative reinforces the power of majority groups by portraying them as inherently egalitarian, while those with the least economic, social, political and cultural power, such as Muslim men, are portrayed as the most sexist. It also highlights that racialised collectives are still socially invisible or limited to a visibility that is framed by representations rooted in a (post) colonial imaginary. Non-white women are in fact presented as fundamentally submissive, while (upper)-middle-class white women are the only ones associated with emancipation, which is significant of white and bourgeois hegemony at work in the French news media.

Purpose The media is an important actor in public procurement, but research on its role is limited. This paper aims to investigate how the media has engaged with public procurement, using UK newspapers as a case example. Design/methodology/approach The method consisted of searching Nexis database for news articles on public procurement; automatic extraction of article attributes such as length, section, authorship; and manually coding each article for its theme and industry context. This produced quantitative indicators about the extent and focus of press coverage on public procurement. Findings Press coverage of public procurement increased between 1985 and 2018. The focus of coverage has been on governance failure and socio-economic policy. Governance failure, which includes corruption, cronyism and supplier malpractice, is associated with construction, outsourcing and professional services sectors. Socio-economic policy, which includes supporting small suppliers and favouring domestic industry, is associated with manufacturing, defence and agriculture. Research limitations/implications The analysis included UK media only. While the trends observed on the extent and focus of public procurement news coverage likely reflect the situation in other countries, international comparative research is still required. Practical implications Government officials should be more proactive in countering the “negativity bias” in news coverage of public procurement by showcasing projects where value-for-money has been achieved, services have been successfully delivered and social value has been realised. Social implications The media accentuates the negatives of public procurement and omits positive developments. The end-result is a selective and, at times, self-serving media narrative that is likely to engender cynicism towards public procurement. Originality/value To the best of the authors’ knowledge, this is the first study on media coverage of public procurement. It highlights that while there are similarities between media and academic treatment of public procurement, particularly in relation to its socio-economic side, the media emphasises governance failings and negative developments to a greater extent.

ObjectivesIn 2012, Australia was the first country in the world to introduce plain or standardised tobacco packaging, coupled with larger graphic health warnings. This policy was fiercely opposed by industry. Media coverage can be an influential contributor to public debate, and both public health advocates and industry sought media coverage for their positions. The aim of this study was to measure the print media coverage of Australian’s plain packaging laws, from inception to roll-out, in major Australian newspapers.MethodsThis study monitored mainstream Australian print media (17 newspapers) coverage of the plain packaging policy debate and implementation, over a 7-year period from January 2008 to December 2014. Articles (n=701) were coded for article type, opinion slant and topic(s).DesignContent analysis.ResultsCoverage of plain packaging was low during preimplementation phase (2008–2009), increasing sharply in the lead into legislative processes and diminished substantially after implementation. Articles covered policy rationale, policy progress and industry arguments. Of the news articles, 96% were neutrally framed. Of the editorials, 55% were supportive, 28% were opposing, 12% were neutral and 5% were mixed.ConclusionsProtracted political debate, reflected in the media, led to an implementation delay of plain packaging. While Australian media provided comprehensive coverage of industry arguments, news coverage was largely neutral, whereas editorials were mostly supportive or neutral of the policy. Countries seeking to implement plain packaging of tobacco should not be deterred by the volume of news coverage, but should actively promote the evidence for plain packaging in the media to counteract the arguments of the tobacco industry.

Single-timepoint educational measurement practices are capable of assessing student ability at the time of testing but are not designed to be informative of student capacity for developing in any particular academic domain, despite commonly being used in such a manner. For this reason, such measurement practice systematically underestimates the potential of students from nondominant socioeconomic or ethnic groups, who may not have had adequate opportunity to develop various academic skills but can nonetheless do so in the future. One long-standing approach to the partial rectification of this issue is dynamic assessment (DA), a technique that features multiple testing occasions integrated with learning opportunities. However, DA is extremely resource intensive to incorporate into educational assessment practice and cannot be applied to extant large-scale data sets. In this article, the authors describe a recently developed statistical technique, dynamic measurement modeling (DMM), which is capable of estimating quantities associated with DA—including student capacity for learning a particular skill—from existing large-scale longitudinal assessment data, allowing the core concepts of DA to be scaled up for use with secondary data sets such as those collected by Statewide Longitudinal Data Systems in the United States. The authors show that by considering several assessments over time, student capacity can be reliably estimated, and these capacity estimates are much less affected by student race/ethnicity, gender, and socioeconomic status than are single-timepoint assessment scores, thereby improving the consequential validity of measurement.

Battle terminology such as “fight,” “conquer,” and “hero” and imagery that compares doctors and patients to superheroes, soldiers and athletes have become increasingly prevalent in hospital foundation communications. The use of these metaphors has been highly controversial. While some audiences have praised foundation campaigns that use this type of messaging for emphasizing the strength of patients and hospital staff, encouraging patient families, and motivating patients to be resilient, others argue that these campaigns marginalize those who are unable to overcome their health conditions, positioning them as failures or losers. While the use of battle metaphors in hospital communications has been a heated topic in online discussion, little is known about the impact of this language on the media coverage and financial support that they generate for hospitals. This paper presents a multimodal discourse analysis of the communications of six hospital foundations in Toronto, Canada followed by a quantitative and sentiment analysis of the media coverage each foundation has received within the last fiscal year. The aim of this paper is to determine if there is a relationship between the use of battle metaphors in hospital foundation communications and the amount and sentiment of media coverage. According to agenda setting theory, media coverage has a palpable impact on public action. Therefore, the findings of this research may assist hospital foundations in developing useful communications practices they can employ to increase media exposure and, consequently, attract more donations to support their institutions.

The “Black Lives Matter” movement, centered on fighting racial injustice and inequality (particularly in the criminal justice system), has garnered a great deal of media attention in recent years. Given the relatively recent emergence of the movement, there exists very little scholarly research on media portrayals of the movement. In this article, I report findings from a qualitative examination of major newspaper portrayals of the Black Lives Matter (BLM) movement between April and August 2016, before the particularly divisive 2016 presidential election. Inductive textual analyses of 131 newspaper articles indicate that, although the movement’s goals were represented positively and from the perspective of members of the movement, the newspapers politicized and sensationalized the movement, and they focused far more on supposed negative consequences of the movement. I discuss these findings by drawing on the “protest paradigm” and the “public nuisance paradigm” in media coverage of social protest movements, arguing that the latter is particularly useful for interpreting portrayals of Black Lives Matter in the prevailing US political climate.
