The beginning of all growth studies in this country occurred less than a century ago when the Boston School Committee approved the following order permitting Henry Pickering Bowditch, Professor of Physiology at the Harvard Medical School, to measure and weigh children in the Boston public schools. This document is one of the great, and I believe little known, landmarks in modern pediatrics.1 In School Committee, March 9, 1875 Ordered, That permission be given to Prof. Henry P. Bowditch, of Harvard University, to ascertain the height and weight of the pupils attending the public school, through such an arrangement as the respective chairman and the headmaster, or masters, may deem most convenient.

This article focuses on the issue of the public policy choice of the medium of instruction in public schools in India, taking the high demand for English-medium school education into consideration. Building on the available literature and evidence, the article argues against the introduction of English as a singular medium of instruction in school education. The introduction of English in public and private low-cost schools is not helping children in attaining any proficiency in English. The use of English also adversely impacts their capacity to learn other subjects well. The article argues for the adoption of the translanguaging philosophy and multilingual approach to address all objectives that drive the choice of a particular medium of instruction: gaining proficiency in the said languages, ability to communicate well using those languages, using those languages to learn other subjects, making schools inclusive by including diverse home languages present in school education and enabling diverse languages to flourish by promoting their learning and usage in formal schools. This requires a reform in institutional approaches and capacity building but does not necessarily imply additional burden. Certain parts of the world have adopted these approaches successfully and learning from them. Indian states can device their own approaches taking local contexts and realities into account.

Resumo: O presente artigo tem como principal objetivo a caracterização do Programa Nacional de Tecnologia Educacional (ProInfo) pelo viés da Inovação Social, observando o modelo implantado na cidade de Pato Branco, através de análise holística de dados nas escolas municipais, especificamente no Ensino Fundamental. Por meio desta análise, busca-se a apreensão das características que possam promover a Inovação Social, além de observar se a política pública vigente ao programa é capaz de enquadrar como um processo sustentável, atendendo às várias dimensões necessárias para sua sustentação e garantia de sucesso em longo prazo. Além disso, o artigo busca conceituar a Inovação Social a partir da exemplificação do estudo de caso em questão, interligando-o às políticas públicas de âmbito nacional, regional e local vigentes ao programa, permitindo verificar, ainda, qual o impacto obtido desde sua implementação, contribuindo para o desenvolvimento regional no campo educacional, tecnológico e social. Em síntese, este estudo possibilita concluir que as melhorias trazidas, implicitamente ou não pelo programa, permitem a análise do quadro de modificação do sistema educacional no município de Pato Branco, reforçando a ideia de que a Inovação Social torna-se um condutor de melhores práticas de melhorias e necessidades humanas e maior contribuição à formação cidadã. Tecnologia e Sociedade.    PROINFO AND SOCIAL INNOVATION: CHARACTERIZATION AND DEVELOPMENT OF THE PROGRAM IN THE CITY OF PATO BRANCO-PR Abstract: This paper has as main objective the characterization of the National Educational Technology Program (ProInfo) the bias of Social Innovation, observing the model implemented in the city of Pato Branco, through holistic analysis of data in the public schools, especially in primary education. Through this analysis, it seeks to grasp the characteristics that may promote social innovation, in addition to observing the current public policy program is able to qualify as a sustainable process, taking into account the various dimensions required for your support and guarantee success in the long term. Furthermore, the article seeks to conceptualize the Social Innovation from the exemplification of the case study in question, linking it to the public policy of national, regional, and local regulations to the program, allowing you to check also the impact achieved since its inception contributing to regional development in the educational, social and technological. In summary, this study allows the conclusion that the improvements made, implicitly or not the program, allow the analysis of the frame modification of the educational system in Pato Branco, reinforcing the idea that the Social Innovation becomes a conductor of best practices improvements and human needs and greater contribution to the civic education.
