Weed control in minor crops in Spain after adoption of European regulation 1107/2009/EC and directive 2009/128/EC

Vegetable crops have become a source of great economic importance to many countries, particularly Spain. Crops should be protected from weeds in their early stages of development to prevent yield loss. It must be noted that there are limited registered herbicides for minor regional horticultural crops that generate little commercial interest. In this article, we discuss the implementation of European Regulation (Directive on Sustainable Use of Pesticides 2009/128/EC) in National Action Plans regarding horticultural minor use crops and the use of plant protection products with reference to evidence from Spain. The Spanish National Action Plan for the Sustainable Use of Plant Protection Products was implemented in 2012 by the Ministry of Agriculture, Food and Environment. Studies of the critical period of competition for weed control are a key component to help in developing a clear scheme that can be used for the design of effective integrated weed management programs. We highlight the urgent need for research and investigation into these areas and specifically ‘minor use’ crops due to the significant reduction of active substances approved in the European Union.

Decision-making processes must indicate if, how, and when weed control should be practiced. So far, Decision Support Systems (DSSs) for weed control to prevent crop yield losses can guide decisions on “if” and “how.” Experience shows that farmers need a DSS that can also guide when to treat, but this can only be done if the actual weed density observed in the field is known during the crop cycle. Emergence models allow the prediction of daily density, but precision depends on the survey date. This study focuses on the estimation of the date of the survey for the best prediction of the daily density throughout the crop cycle. The predicted daily density of each species can be used by DSSs without any further survey, saving time and money and improving the use of the DSSs. Results showed that the best date is when the actual density of each weed reaches or exceeds 50% emergence, and this is earlier than the critical point date, supporting the validity of the date estimation method. The possibility to provide specific advice for farmers considering a proper mortality rate of weed seedlings is then discussed. The ability to optimize the date of sampling can improve the reliability of decision-making tools for integrated weed management, in agreement with the European Union goal of sustainable use of pesticides and more environmentally sustainable cropping systems through the use of integrated pest management.

Water shortage and drought are a growing problem in Europe. Therefore, effective methods for limiting its effects are necessary. At the same time, the “field to fork” strategy adopted by the European Commission aims to achieve a significant reduction in the use of plant protection products and fertilizers in the European Union. In an experiment conducted in 2018–2020, the effect of the method of foliar fertilization containing silicon and potassium on the yield and technological quality of sugar beet roots was assessed. The fertilizer was used in seven combinations, differing in the number and time of application. The best results were obtained by treating plants during drought stress. The better soil moisture for the plants, the smaller the pure sugar yield increase was observed. It is difficult to clearly state which combination of silicon and potassium foliar application is optimal, as their effects do not differ greatly.

Abstract In the central part of the European Union soybean, lupin and camelina are minor agricultural crops. The paper presents analysis of plant protection products availability for those crops in Austria, Belgium, Czech Republic, Germany, Holland, Hungary, Poland and Slovakia. Data from year 2019 show that availability of products is generally insufficient. For camelina in some countries, there are no chemical products available whatsoever. For lupin and soybean, there are not always products available to control some pest groups. However, the products on the market differ significantly among the member states. The results show that in protection of soybean, lupin and camelina, no single active substance is registered for the same crop in all the analysed member states. In very numerous cases, active substance is registered in one out of eight analysed member states only.

Some of the first products of biotechnology to reach the marketplace have been herbicide-resistant crops. Industry sees the development of herbicide-resistant varieties as a way to increase the availability of proven herbicides for a broader range of crops. However, the development of herbicide- resistant crops requires special attention to potential environmental questions such as herbicide usage, selection of resistant weed biotypes and spread of resistance from the resistant crop to wild species. Industry is actively addressing these concerns during the process of development. Proper development and use of herbicide-resistant crops in integrated weed management programs will provide farmers with increased flexibility, efficiency, and decreased cost in their weed control practices without increasing the risk of herbicide-resistant weeds. Furthermore, herbicide-resistant crops should prove to be valuable tools in managing herbicide- resistant weeds.

Neonicotinoids are widely used to protect fields against aphid-borne viral diseases. The recent ban of these chemical compounds in the European Union has strongly impacted rapeseed and sugar beet growing practices. The poor sustainability of other insecticide families and the low efficiency of prophylactic methods to control aphid populations and pathogen introduction strengthen the need to characterize the efficiency of new plant protection products targeting aphids. In this study, the impact of Movento® (Bayer S.A.S., Leverkusen, Germany), a tetrameric acid derivative of spirotetramat, on Myzus persicae and on viral transmission was analyzed under different growing temperatures. The results show (i) the high efficiency of Movento® to protect rapeseed and sugar beet plants against the establishment of aphid colonies, (ii) the impact of temperature on the persistence of the Movento® aphicid properties and (iii) a decrease of approximately 10% of the viral transmission on treated plants. These observations suggest a beneficial effect of Movento® on the sanitary quality of treated crops by directly reducing primary infections and indirectly altering, through aphid mortality, secondary infections on which the spread of disease within field depends. These data constitute important elements for the future development of management strategies to protect crops against aphid-transmitted viruses.

The safety assessment of chemicals added or found in food has traditionally made use of data from in vivo studies performed on experimental animals. The nature and amount of data required to carry out a risk assessment is generally stipulated either in the different food legislations or in sectoral guidance documents. However, there are still cases where no or only limited experimental data are available or not specified by law, for example for contaminants or for some minor metabolites from active substances in plant protection products. For such cases, the Threshold of Toxicological Concern (TTC) can be applied. This review explores the use of the TTC approach in food safety in the European Union, in relation to the different food sectors, legal requirements and future opportunities.

The aim: The toxicological-hygienic assessment of dermal absorption of diquat in terms of potential risk of its bioavailability in professional use. Materials and methods: The object of the study was cutaneous exposure of diquat, determined in toxicological experiments of different duration (data of scientific literature) and at the stage of state testing of pesticide preparations based on diquat dibromide (data of a full-scale hygiene experiment, prognostic model of risk assessment), the technical concentrate of diquat dibromide (active substance content not less than 377 g / kg) contains relevant supplements, the content of which is regulated by the Food and Agriculture Organization. Results and conclusions: Due to the high risk of the diquat adverse effects affecting the personnel, general public and environment, the European Union has introduced administrative decisions to forbid plant protection products containing the diquat. Fulfillment of the conditions of the Association Agreement between Ukraine and the European Union indicates the need to develop common regulations and risk assessment methods aimed at ensuring high level of protection of human health and the environment.

The right way out of the crisis of the agro-based industries is the maximum use of the opportunities of scientific and technological progress and the orientation of the real economy to innovative development. One of the promising technologies of crop production is an innovative technology in potato growing, which provides for the co-culturing of potatoes with honey crops. Phacelia tanacetifolia (PhaceliatanacetifoliaBenth) is selected as honey crop, which is a valuable green manure. It allows to reduce the need for organic and mineral fertilizers, increases the ecological cleanness of products, favors the growth of potato yield, provides the additional honey yield. Phacelia significantly improves the soil structure, displacing a significant part of weeds, providing natural loosening of the soil, protection from drying out, from pests and parasites. The co-culturing of potatoes with phacelia protects the environment from the use of dangerous plant protection products. If the economic effect is defined as the difference between the profits of innovative and traditional technologies, then, according to preliminary calculations, the level of profitability of innovative technology in potato growing is 1.9 times higher, and the profit from 1 ha is 1.6 times higher compared with the traditional technology. Large-scale development of the proposed technology is hampered by the lack of potato planters and seed planters, which provide planting of potatoes and sowing seeds of honey crops simultaneously, in the Russian market and the markets of the European Union. An innovative technology - mounted seeder for potato planters was developed by the staff members of the Pskov State University. The article describes the main agro-technological requirements to this device. A general model and a kinematic scheme were developed to visualize the combination of the working elements of the potato planter and the mounted seeder. The developed model falls into the type of seed planters, which is designed to sowing in drills the seeds of honey crops (phacelia) in the furrow between potatoes at the time of the forthcoming closing of this furrow by soil, and can be used in agricultural engineering. Potential consumers of the proposed innovative technology in potato growing and the developed mounted seeder are farm enterprises and agricultural production cooperatives, which have small plots of land, use crop rotation systems in potato growing, and work for reducing costs and increasing the yield of potato cultivation.
