The effect of upzoning on house prices and redevelopment premiums in Auckland, New Zealand

We study the short-run effects of a large-scale upzoning on house prices and redevelopment premiums in Auckland, New Zealand. Upzoning significantly increases the redevelopment premium but the overall effect on house prices depends on the economic potential for site redevelopment, with underdeveloped properties appreciating relative to intensively developed properties. Notably, intensively developed properties decrease in value relative to similar dwellings that were not upzoned, showing that the large-scale upzoning had an immediate depreciative effect on pre-existing intensive housing. Our results show that the economic potential for site redevelopment is fundamental to understanding the impact of changes in land use regulations on property values.

The impact of the British style of land-use planning upon the outcomes of private housing development and the housing market is examined. A unique cross-sectional database is constructed, and the medium-term elasticity of new housebuilding supply is estimated as a locally variable function of prices, costs, and land supply, with an explicit planning function. The model developed enables quantified projections to be made of the effect of specified changes in planning policy. The policy changes examined include large-scale increases in the volume of land released, changes in the mix of land released, and the use of planning agreements to pay for infrastructure or social housing.

In this paper, we investigate the influence of airport operation on property prices. In this research, we apply spatial hedonic regression and a difference-in-differences approach to address the introduction of new land use restrictions on property prices. We use data on housing transactions from two housing submarkets around regional airports in Poland. The results suggest that the introduction of land use restrictions impacts property prices. In general, as expected, more rigid restrictions translate into higher discounts in property prices. This research contributes to the limited knowledge on the impact of the introduction of land use restrictions on property prices, as most previous papers have focused solely on the impact of noise. These findings must be treated with caution, as some estimates were not statistically significant, mainly due to limited sample size. The research has important policy implications. Growing airports in Poland face tensions between economic and environmental sustainability. Currently, airports in Poland are obliged to limit their environmental impact by creating limited use areas related to the aircraft related noise while being responsible for property value loss related to these restrictions. As a consequence, most regional airports face significant compensations to property owners.

Investigation of land-use and management changes at regional scales require the linkage of farm-system models with land-resource information, which for pastoral systems includes forage supply. The New Zealand Land Resource Inventory (NZLRI) and associated Land Use Capability (LUC) database include estimates of the potential stock-carrying capacity across the country, which can be used to derive estimates of average annual pasture yields. Farm system models and decision support tools, however, require information on the seasonal patterns of pasture growth. To generate such pasture growth curves (PGCs), the Agricultural Production Systems Simulator (APSIM) was used, with generic soil profiles based on descriptions of LUC classes, to generate PGCs for three regions of New Zealand. Simulated annual pasture yields were similar to the estimates of annual potential pasture yield in the NZLRI spatial database, and they provided information on inter-annual variability. Simulated PGCs generally agreed well with measured long-term patterns of seasonal pasture growth. The approach can be used to obtain spatially discrete estimates of seasonal pasture growth patterns across New Zealand for use in farm system models and for assessing the impact of management practices and climate change on the regional sustainability.

AbstractThe conversion of natural grassland to semi-natural or artificial ecosystems is a large-scale land-use change (LUC) commonly occurring to saline–alkaline land. Conversion of natural to artificial ecosystems, with addition of anthropogenic nitrogen (N) fertilizer, influences N availability in the soil that may result in higher N2O emission along with depletion of 15N, while converting from natural to semi-natural the influence may be small. So, this study assesses the impact of LUC on N2O emission and 15N in N2O emitted from naturally occurring saline–alkaline soil when changing from natural grassland (Phragmites australis) to semi-natural [Tamarix chinensis (Tamarix)] and to cropland (Gossypium spp.). The grassland and Tamarix ecosystems were not subject to any management practice, while the cropland received fertilizer and irrigation. Overall, median N2O flux was significantly different among the ecosystems with the highest from the cropland (25.3 N2O-N µg m−2 h−1), intermediate (8.2 N2O-N µg m−2 h−1) from the Tamarix and the lowest (4.0 N2O-N µg m−2 h−1) from the grassland ecosystem. The 15N isotopic signatures in N2O emitted from the soil were also significantly affected by the LUC with more depleted from cropland (− 25.3 ‰) and less depleted from grassland (− 0.18 ‰). Our results suggested that the conversion of native saline–alkaline grassland with low N to Tamarix or cropland is likely to result in increased soil N2O emission and also contributes significantly to the depletion of the 15N in atmospheric N2O, and the contribution of anthropogenic N addition was found more significant than any other processes.

<p>Environmental changes, such as alterations in precipitation and evapotranspiration regimes, changes in vegetation type, etc. are triggering direct impact on hydrological cycle through modified amounts and patterns of recharge conditions, as well as occurrence of more frequent and severe hydrometeorological events. Karst aquifers are particularly vulnerable to these effects due to highly dynamic hydrological processes. In this study, we were interested in studying the possibilities to observe changed hydrological behaviour of karst springs on a human timescale. Therefore, we focused on two examples in Slovenia, both regionally important for freshwater supply, agriculture and hydropower. The Unica spring mostly drains areas under moderate continental climate. Its catchment has been repeatedly and severely hit by natural disasters (e.g., ice break, bark beetle attack, windthrow) after 2014 causing large-scale forest disturbances. The catchment of Rižana spring, on the other hand, belongs to the moderate Submediterranean climate. There these types of disturbance did not occur in recent years (excluding some wildfires), but the catchment has been liable to substantial land use changes in the past six decades. For assessment of vegetation cover changes and large-scale disturbances in forests, historical digital orthophotos of the Surveying and Mapping Authority of the Republic of Slovenia since 1957 have been compared with the recent land use data provided by Ministry of Agriculture, Economy and Food and forest state database of Slovenian Forest Service. At the same time, hydrological data of the Unica (Hasberg gauging station) in the period 1962-2018 and Rižana springs (Kubed gauging station) in the period 1966-2018 and precipitation data from Postojna (period 1962-2018) and Podgrad (period 1966-2018) meteorological stations have been processed. Individual flood pulse events over the 57 years for Unica and 53 years for Rižana have been separated. For each flood pulse various information about precipitation amount and intensity, duration of discharge increase, its intensity and amplitude have been specified. We compared these findings with the calculated trends of meteorological and hydrological variables and also changes in land use. The impact of particular environmental change on discharge values of both springs has been evaluated, showing that both, climate and land-use changes, have considerable impact on hydrological regime of studied karst springs. In particular, altered duration of flood pulses increase, their amplitude and intensity have been observed, meaning that the most important issues of water availability that are crucial for water-dependant economic sectors are under threat.</p>

Due to low industrial land prices and inefficiently used industrial land, China’s central government has reformed land regulations in order to promote more market-oriented industrial land. Considering the differences in land management between developed and developing countries, this study aims to investigate the impact of land use regulations on industrial land prices in China and the effect of market-oriented reforms of industrial land policy. Measures that capture multiple dimensions of land use regulation tools are incorporated into OLS models based on a micro dataset from 1999 to 2016 that covers Jiaxing City in Eastern China. The results show that (1) The land policy implemented in 2006 to promote industrial land marketization has had a very limited effect; (2) The impact of land supply on industrial land prices was decreased for land transferred through listings after 2006, which implies an immature marketization; (3) Zoning instruments has obvious effects on industrial land prices; (4) The results imply that the effect of land use regulations varies with firm ownership and development zones. The findings in this paper clearly show that the industrial land market should be more open and competitive and combined with a rational land supply to promote the market-oriented price mechanism.

The high-country and dryland zone of the South Island of New Zealand includes the Southern Alpsand eastern mountains and basins. Formed by post-Pliocene tectonic, glacial and alluvial processes, theseareas contain a range of landforms across extreme climatic gradients. Diverse habitats support plantsand animals which have a distinctive and long natural history. New Zealand’s short (c. 700 years) historyof human land use has been highly disruptive for indigenous biodiversity. We have misunderstood theeco-evolutionary vulnerabilities of the native biota, the extent of environmental limits, and the impacts ofintroduced weeds and pests. Recent large-scale capture of water and addition of nutrients for agriculture areexcluding indigenous biodiversity in many ecosystems. Predicted climate change and competition for waterresources will exacerbate agricultural impacts, but the remaining indigenous biodiversity can be resilient ifrepresentative areas are protected.
