Chapter 3, by Agnar Freyr Helgason, offers a review of political economy theories of crises responses. He starts by explaining the broad perspectives of the Keynesian and Austrian schools and then probes more deeply into recent work on government policy responses to economic crises, with a focus on the economic welfare of populations or households. The role of the welfare state and its importance during periods of crisis is considered, as well as the role of government policy more broadly, either that directed at the economy generally or at specific population groups. Key policy debates are covered, for example austerity versus stimulus, as well as mixed approaches.

AbstractEarly non-pharmaceutical interventions (NPI) significantly reduced the death toll of the COVID-19 pandemic. Yet, there are vast differences in how quickly governments implemented NPIs. In this paper, we analyze the role of public attention, measured as the share of daily Google searches in a country related to COVID-19, in the timing of the NPI responses. We first show that public attention depends strongly on whether there are cases in own country. We then show that countries with high levels of public attention are more likely to implement non-pharmaceutical interventions, even after controlling for the number of cases and deaths. Finally, we show that the extent to which a government responds to public attention is highly dependent on the country’s institutional quality. The positive effect of public attention on policy implementation is driven entirely by countries with good institutions.

This chapter investigates the current e-government and ICT policy in Thailand from an actor-centered perspective. It reviews existing literature on e-government implementation, while looking into the interaction of government institutions and citizens. It seeks to answer questions, such as the following: What are the key actors in driving the implementation of e-government policies in Thailand? How do Thai citizens perceive e-government efforts and ICT policy implementation especially in the context of present military government power? What are some of the risk factors typically embedded in e-government initiatives and policies implemented in Thailand? Some scholars specifically emphasize the key role of central government institutions in driving the e-government and ICT policy implementation pointing at its readiness to transform toward E-Government 4.0. These observations notwithstanding, issues related to the often-omitted crucial role of citizens and local customers in driving policy implementation and the problem of digital divide remain across much of the developing world.
