Education and Training for Enterprise: Problems of Classification, Evaluation, Policy and Research

JAMES CURRAN is Midland Bank Professor of Small Business Studies and head of the Small Business Research Unit at Kingston Polytechnic, England, and John Stanworth is Professor and director of the Future of Work Research Group at the London Management Centre, Polytechnic of Central London, England. Small business education and training has grown rapidly in importance as 'enterprise' has assumed a key role in the main political initiatives towards economic restructuring in Britain and elsewhere. This development has, however, been essentially ad hoc and there is now a need to identify more clearly the major forms of enterprise and training education, their target populations and their resource effectiveness. 'Entrepreneurial education' or 'training for entrepreneurship' are widely used phrases, often intended to take on a generic meaning. However, most small business educational activities have little to do with promoting 'entrepreneurship' in any strict sense. To clarify the analysis and disaggregate the main forms of education and training activities linked to the small business, the authors have distinguished four distinct types-entrepreneurial education for small business and self-employment, continuing small business education, and small business awareness education. They conclude that in research terms there is a considerable need for a great deal of further study in all four dimensions for each of the forms of education. In policy terms the most resource effective form currently is probably education for small business ownership but they say that the greatest need is probably for more continuing small business education although this may be expensive in resource terms.

The need to face emerging challenges squarely should not be disregarded in today’s world. Higher education is at the centre of preparing future business professionals and equipping them with the knowledge, skills and attitudes they will need address the emerging challenges of this century. Making specific reference to the Secretarial Component of Business Education, this paper demonstrates that contemporary needs are changing rapidly. Therefore, the paper argues, education and training should change. Recommendations towards achieving these suggestions are made.Keywords: Business education; Secretarial studies; Educational reform

The importance of stimulating interest in entrepreneurship and small business is now recognized worldwide. In recent years, a number of organizations in Oman have started promoting entrepreneurship. In an attempt to diversify the economy and stimulate private enterprise development, government agencies and private institutions are participating in different entrepreneurship development activities. This paper provides a brief overview of the emergence of entrepreneurship education and training followed by a review of relevant programs and activities in Oman aimed at fostering entrepreneurship and small enterprise development. The paper also suggests how to enhance the efforts related to entrepreneurship development in the country and argues that a well developed comprehensive and co-ordinated program needs to be made available nationwide.

<p>This study examines the validity of governmental supports and policies; and financing for entrepreneurs in the context of global entrepreneurial activities. Our studies are based on the rich datasets of the Global Entrepreneurship Monitor (GEM) database covering 108 countries from 2001 to 2014. In this study, we examine whether countries with more favorable policies and supports towards entrepreneurship and availability of financing for entrepreneurs would result in the higher country’s entrepreneurial activities.</p><p>We use total early-stage entrepreneurial activity (TEA), a percentage of 18 - 64 year old population who are either a nascent entrepreneur or an owner manager of a new business, as our dependent variable to represent country’s entrepreneurial activities. There are two main explanatory variables used in the study: governmental supports and financing for entrepreneurs. The governmental supports represents the extent to which public policies support entrepreneurship as a relevant economic issue, while financing for entrepreneurs indicates the availability of financial resources for small and medium enterprises (SMEs) including grants and subsidies. We also include three control variables of basic school entrepreneurial education and training; physical and services infrastructure; and cultural and social norms to test the significance of these factors to the country’s entrepreneurial activities.</p><p>This study adopts panel regression model augmented with control variables. We favor Random Effect model as opposed to Fixed Effect or Pooled OLS model as Hausman and Breusch–Pagan test suggest. Our results suggest that there is no evident that government supports have significant contribution to country’s entrepreneurial activities.  In other words, entrepreneurial activities are more flourished in a country that has not set entrepreneurship as relevant economic issues as it might be the case for many emerging countries. The availability of formal financial resources is significant to the country’s entrepreneurships, but with a negative sign. It could be interpreted that in some countries many new start-ups and entrepreneurs seem to have a greater reliance to informal financing of 4Fs (Founders, Family, Friends and Foolhardy investors) instead of formal channels i.e. government grant and subsidies, venture capital or strategic partners. A country with cultural and social norms that encourage citizens to new business activities also has greater number of entrepreneurships. However, we found no evident that entrepreneurial education and training at basic school; and ease access to infrastructure are significantly affecting entrepreneurial activities in a country.</p>

The contemporary business education has been promoting competition to the detriment of cooperation. This is unfortunate, given the magnitude and complexity of the current crisis facing humanity: a situation which urgently requires cooperation. Based on an ethnographic study of IT management consultants, we propose a practice-based framework for education and training rooted in humanistic management principles to remedy this lack.

Sustainable entrepreneurial skills are vital for the promotion of economic and social progress for both developed and developing societies. Hence, Technical, Vocational Education and Training (TVET) trainees needs adequate entrepreneurial exposure to become artisans who can satisfy the current and future market demands. Traditionally, TVET curricula has been preparing trainees to answer the question: where can I get employed after my training? However, contemporary curricula should now seek to prepare trainees who can equally answer the question: how can I become an innovator of business opportunities after my training? The former is proficient with occupational skills, but deficient of entrepreneurial ambitions, and should thus be consolidated with the latter to promote entrepreneurship and innovation. TVET curricula should not only seek to equip trainees with occupational skills and attitudes for seeking employment, but also with entrepreneurial capabilities for turning their occupational skills into feasible, viable and sustainable industrial entities. Therefore, TVET stakeholders should map out an appropriate model for ensuring successful integration of entrepreneurial education at every stage of the vocational education and training, to subsequently graduate committed and skilled artisans who are business-minded. This concept paper explained a model whose implementation could realise sustainable entrepreneurship and innovation among TVET graduates in Namibia.
