In and against the neoliberal state? The precarious siting of work integration social enterprises (WISEs) as counter-movement in Montreal, Quebec

In an era of workfare, characterized by the rise of ‘work first’ policies, new actors are emerging in the field of labour market integration. This paper explores the role of one labour market intermediary- Petites-Mains. Petites-Mains is a Work Integration Social Enterprise (WISE), which emerged to promote the social and economic inclusion of immigrant women in Montreal. We discuss the challenges the organization confronts in balancing its hybrid economic/social mandate and countering the negative effects of the market. While WISEs in Quebec have their origins in community or religious associations and their emergence can be traced to the decline of the welfare state, over time they have become increasingly dependent on state funding (especially support from the provincial government). The increasingly neoliberal orientation of provincial governments threatens the social mandates of the WISEs. These changes are affecting the potential of WISEs to assist marginalized immigrant women. We discuss some of the ways WISEs respond to the challenges they confront, leveraging networks at a variety of scales, and in doing so, we challenge conventional accounts of the role of civil society organizations.

Abstract Policymakers have increasingly embraced social enterprises as a vehicle to create job opportunities for the disadvantaged. However, there is limited research on social enterprises in the context of disability in relation to labour market integration. Drawing on the perspectives of representatives of work integration social enterprises and people with disabilities employed in these enterprises (n=21), this study examines whether and how work integration social enterprises promote inclusion for people with disabilities, and also explores the role of WISEs in enabling people with disabilities to transition into open employment. Thematic analysis revealed three key emergent themes: Cocooned inclusion but not transition; Reinforced normative demarcation; and WISEs as a deflection from institutionalizing proactive disability policy measures. This article argues that, although WISEs were able to provide job opportunities for people with disabilities, their purported function in enabling disabled people to transition into open employment remains constrained by factors beyond their control including prevailing norms and the absence of proactive disability employment measures. This article cautions against the over-romanticisation of WISEs as the primary means to ensure the rights of people with disabilities to participate in the labour market. Implications on disability employment policies in relation to social enterprises are discussed.

Purpose The purpose of this paper is to provide new evidence on the different dimensions of well-being that can occur in work integration social enterprises (WISEs). This study aims to call for a future discussion on the role of meaningful work (MW) and its impact upon well-being beyond satisfaction. Design/methodology/approach Explorative interviews were undertaken with professional workers and beneficiaries within a Spanish WISE. These interviews aimed to uncover similarities and differences across aspects of what makes work meaningful to them as workers. Both eudaimonic and hedonic dimensions of well-being were used to analyse the data. Findings Different groups of employees show that professional employees (those working in the WISE, not because of their disadvantages in the labour market) create their narratives based on MW experiences (eudaimonic well-being), whereas beneficiaries (those working in the WISE because of their disadvantages in the labour market) often describe how satisfied they are at work (hedonic). Originality/value The concept of MW within WISEs to achieve well-being for both beneficiaries and professional workers could be enhanced through discussion of the different types of well-being that are being realised in such settings. Engaging with the concept of “eudaimonia” helps the authors to achieve this aim.

Purpose The purpose of this paper is to explore the roles of work integration social enterprises (WISEs) in the Swedish establishment programme for newly arrived refugees, and how its set-up affects WISEs preconditions for social innovation. Design/methodology/approach The paper builds on a longitudinal and qualitative action research study of a WISE and its work in organising a course for labour market integration, in the context of the Swedish establishment programme. The authors were actively involved in the study as embedded researchers. Findings The exploration identifies a number of roles that WISEs take on in the establishment programme. It illustrates how WISEs hybrid character places participants at the centre of the innovation process, where their opinions and knowledge are considered crucial, and how this positively affects their ability to gain skills and confidence. However, the study also makes visible how issues of coordination between stakeholders in the programme lead to mismatches between course content and participant profiles, colliding activities and sporadic participation. In short, the bureaucracy embedded in labour market integration systems erodes the preconditions of WISEs to foster social innovation. Originality/value The embeddedness of the authors provides in-depth knowledge regarding how complex state systems affect WISEs in practice. Importantly, it also gives insights into the experiences of refugees, a group that is often mentioned in the literature on WISEs, although mainly in passing.

The potential contribution of social enterprises to work integration, job creation, and service delivery remains largely unrealized both in Poland and Ukraine. This paper focuses on the analysis of the role of social economy and social enterprises sector in providing employment opportunities and wide range of services for group of interest. One of the major obstacles to the discussion and study of the topic is the lack of a clear and concise definition. It is requiring investigating evolution of social enterprise as a concept and as a sector of the Polish and Ukrainian economies. Institutional aspects and legal frameworks are considered in order to define the appropriate eco-system for social enterprises sector support and fostering. Attention was also paid to frame of the policy for social enterprises support and ongoing decentralization of public authority that is allowing to clarify what level of authority should be responsible for concrete policy measures elaborating.

AbstractThe growing role of civil society organizations (CSOs) in welfare service provision is sometimes portrayed as a threat to welfare state universalism in Nordic societies. In Finland, CSOs co-produce integration services alongside comprehensive official integration programmes, compensating for gaps and shortcomings in those services. We identify three “gaps”, which are (1) limited availability of services in terms of time and target group, (2) lack of direct labour market contacts and (3) limited flexibility to serve individual needs. We assess how CSOs target these gaps with their service offerings through qualitative interviews with policy implementers, CSO workers and migrants. However, CSOs’ role in labour market integration is inherently limited by their services being small scale, short term and project based. We find that due to their independence and limited role, CSOs operate synergistically with official services, extending rather than undermining universalism.

Many are strategies to ensure disability in areas of education and health and access to place and information, but in this experience, we are in the role of civil society organizations in providing possible services in the community integration of an important chip, especially the time of crises and wars (The subject of this experience). We aimed to prepare a model for an inclusive and supportive summer club for children with disabilities with ordinary children from 7 to 14 years old, taking into account the awareness and understanding of ordinary students or children and accept them for their counterparts, unity, mobility and others. We have divided the club into many programs, paragraphs and science and put them through video, participation and entertainment as well as many supporting psychosocial and participation and entertainment as well as many supporting mental and social programs and contracted a specialized organization that took it upon itself to study the behaviors and submit reports with the club's specialists. the topics of the club have covered an interactive and entertainment study as well as the science of Quran and development and life skills such as drawing and coloring – young media, theater and crochet – computer principles as well as weekly and monthly encouraging competitions which made us believe that we have been in the theme of cleaving and integration, and this is evident in the clear harmony through competitions, dances, songs, and the fear and tightness and intensity we have noticed at the beginning of the club, which made us seek to mainstream and develop the idea and recommend to the government, private sector and civil society and urged them to conduct efforts for effective participation and ensure persons with disabilities, especially children to remove them from the situation of war and conflict and support their psychological and social balance..

Social enterprises (SEs) have an important role in the social services provision. Many of those enterprises provide services, such as care services to elderly people and young people at risk of exclusion, work integration services, mediation, etc. In European Union (EU) countries, public administrations are obliged to provide these services to the citizens, although they externalize the provision to SEs. In this chapter, the financial strategies of SEs are analyzed in order to assess if they have any impact on mission drift. The analysis is based on the experiences of three SEs that provide social services in Catalonia, Spain. Several interviews with managers and board members of SEs were done. The results indicate that there is an important financial dependency of these SEs on the public administration. Therefore, SEs have problems to remain mission-focused, and a mission drift into market positions has been observed.

In the discussion of migrant integration into local settings, most scholars agree on the positive linkages between religion and the construction of ethnic identity. However, beyond church and mosque, there appears to be a gap in the research of the roles played by other religions in the process of migrant integration. This paper attempts to fill this gap by studying the role of a new religion Soka Gakkai (SG) in the integration of Japanese and Mainland Chinese immigrants in Hong Kong. I argue that the social and spiritual support and the ideas of a “big family” and individual empowerment (i.e., empowering oneself to overcome challenges) are important resources for immigrants when starting a new life in Hong Kong. However, the controversial image of SG might also have negative effects on SG members’ effort at integration.

Abstract Canada is a federal parliamentary democracy, officially bilingual (English and French), and one of the most multicultural countries in the world. Indeed, more than one-fifth of Canada’s population consists of first-generation immigrants, and a similar percentage classify themselves as visible minorities. According to the 2016 census there are more than 250 distinct ethnic origins, often with distinct languages (Statistics Canada, 2016, 2017a). A confederation of ten provinces and three territories, Canada has a current population of over 36 million people who live across an expansive geographic area that constitutes the second largest country in the world. Most of its population live in urban settings (83%), with the largest cities being Toronto, Montreal and Vancouver (Statistics Canada, 2017b). Toronto is classified as the third-most cosmopolitan city in the world following Dubai and Brussels (World Atlas, 2018). In this multifaceted context, the social economy of Canada plays an important role in bridging the public and private sectors to form a strong social infrastructure (Quarter, Mook, & Armstrong, 2018). It constitutes a vast range of organizations guided by social objectives including nonprofit organizations such as charities, foundations, and social enterprises; and cooperatives both non-financial, in fields such as housing, childcare, healthcare, and farm marketing, and financial such as credit unions and caisses populaires. There are distinct traditions of the social economy in anglophone and francophone parts of Canada. There are also traditions specific to particular populations, such as the Black social economy (Hossein, 2013); and the Indigenous social economy (Restoule, Gruner, & Metatawabin, 2012; Sengupta, Vieta, & McMurtry, 2015; Wuttunee, 2010). In this review, we look at the anglophone research on the social economy, noting that there are also French-language research institutions and educational programs focusing on the social economy; however, a review of these is beyond the scope of this paper. After providing an overview of the concept of the social economy in Canada, we go on to summarize research on its scope and size in the Canadian context. Using a Venn diagram, we highlight the interactions between the different sectors in society and emphasize that the social economy is an integral part of a mixed economy that serves in many ways as its social infrastructure. We find four different types of social economy organizations: social economy businesses, community economic development organizations, public sector nonprofits, and civil society organizations. From there, we focus on voluntaristic behaviors of giving, volunteering (formal and informal), and participating. Our focus shifts to describing the infrastructure supporting research of the sector, including key academic and umbrella associations and networks, as well as formal and informal education programs. Finally, we describe key funders of social economy research including government and foundations.
