Benefits and Challenges Associated with the Implementation of Lean in Transportation Agencies

The highway construction industry constantly looks to increase productivity while public transportation agencies face challenges of shrinking budgets and staff numbers, even as the work continues to increase in size and demand. As a paradigm to maximize value and minimize waste with the resources available, Lean offers promise to enhance productivity, quality, and service. This study investigates the implementation of Lean by evaluating Lean conditions, practices, benefits, and challenges as expressed by U.S. and UK public transportation highway agencies as well as comparing the implementation of Lean between these agencies. Using a comprehensive literature review and formal interviews with six state departments of transportation along with Highways England from the UK, the findings show that Lean is intended to make process improvements to boost products and services to consumers. By creating a culture of continuous improvement, transportation agencies can improve their processes and increase their efficiencies and performance. Conversely, transportation agencies struggle to educate their employees and stakeholders in their understanding and practices of Lean, which causes confusion and ineffectiveness. Comparing the U.S. and UK transportation agencies, the approach to Lean implementation differs from a top-down approach for U.S. agencies to a bottom-up approach for Highways England. Furthermore, Highways England has an established tool for measuring Lean while development of quantifiable Lean measures is in its infancy in U.S. agencies. Overall, while the sample is limited, this exploratory study provides information for transportation agencies to use in consideration of implementing Lean.

Performance measurement is an evolving practice. All state departments of transportation (DOTs) have used some aspect of performance measurement for analyzing system uses and conditions as part of the engineering and planning disciplines. Yet the business management process and accountability aspects of the performance measurement field have emerged in the transportation industry just in the past decade. State DOTs operate under heightened political pressures, and accountability mandates drive change in performance measurement practices. This paper illuminates important trends that drive the evolution of the field and that need greater attention in research. The emerging purposes and needs for performance measurement and performance management have substantial implications for practitioners and managers. The paper first describes the research purpose and method and presents a generational model for conceptualizing the stages in performance measurement development in transportation agencies. Next, the major pressures that drive performance measurement development are noted, and the most pertinent responses uncovered by this research are summarized. The paper concludes with recommendations for advancing the field and opportunities for further research. This report does not critique specific practices or judge state capabilities. Its intention is to describe emerging trends and needs driving the changing practice of performance measurement at state DOTs by using illustrative examples to help practitioners understand the state of the field and prepare for potential challenges ahead.

Artificial Intelligence (AI) technology has the power to unlock the challenges faced in construction projects such as poor efficiency issues, design errors, low productivity, and accidents on site. Therefore, the study is a literature review on the evaluation of the implementation of AI technology on South African construction projects. The method adopted in this study is based on the cross analyses of inferences from structured interviews with reference to existing theoretical literature, published and unpublished research. The primary findings emanating from this study reveals that past other underground empirical studies have identified several important impacts of AI technology and how it can revolutionize the construction industry. This includes timely delivery of the projects, improved profitability, and reduced construction errors. Moreover, the study revealed that if AI technology is fully exposed and exploited on construction projects especially to both developed and developing countries it would certainly eliminate design errors, increase productivity, improve efficiency, and performance issues. However, the adoption of AI technology in South Africa is still at an early development stage. The study would contribute to the body of existing knowledge of AI technology. Again, it will help construction industry professionals to advance their workplaces and organizations.

The inheritance and innovation of ancient architecture decoration art is an important way for the development of the construction industry. The data process of traditional ancient architecture decoration art is relatively backward, which leads to the obvious distortion of the digitalization of ancient architecture decoration art. In order to improve the digital effect of ancient architecture decoration art, based on neural network, this paper combines the image features to construct a neural network-based ancient architecture decoration art data system model, and graphically expresses the static construction mode and dynamic construction process of the architecture group. Based on this, three-dimensional model reconstruction and scene simulation experiments of architecture groups are realized. In order to verify the performance effect of the system proposed in this paper, it is verified through simulation and performance testing, and data visualization is performed through statistical methods. The result of the study shows that the digitalization effect of the ancient architecture decoration art proposed in this paper is good.

This research explores the failure of competitively tendered projects in the UK construction industry to procure the most suited contractor(s) to conduct the works. Such work may have equal relevance for other developed nations globally. This research seeks to teach clients and their representatives that “lowest price” does not mean “best value”, by presenting a case study of a successfully negotiated tender undertaken by a small-to-medium enterprise (SME) contractor; SME studies are relatively scant in academic literature. By applying the “lessons learnt” principle, this study seeks to improve future practice through the development of a novel alternative procurement option (i.e., negotiation). A mixed philosophical stance combining interpretivism and pragmatism was used—interpretivism to critically review literature in order to form the basis of inductive research to discuss negotiation as a viable procurement route, and pragmatism to analyse perceptions of tendering and procurement. The methods used follow a three-stage waterfall process including: (1) literature review and pilot study; (2) quantitative analysis of case study data; and (3) qualitative data collection via a focus group. Our research underscores the need to advise clients and their representatives of the importance of understanding the scope of works allowed within a tender submission before discounting it based solely on price. In addition, we highlight the failings of competitive tendering, which results in increased costs and project duration once the works commence on site. These findings provide new contemporary insight into procurement and tendering in the construction industry, with emphasis on SME contractors, existing relationships, and open-book negotiation. This research illustrates the adverse effects of early cost estimates produced without first securing a true understanding of project buildability and programming. Our work concludes with a novel insight into an alternative procurement option that involves early SME contractor involvement in an open-book environment, without the need for a third-party cost control.

In the last decade, there has been a surge in the number of academic research groups and commercial companies exploiting naturally occurring cosmic-ray muons for imaging purposes in a range of industrial and geological applications. Since 2009, researchers at the University of Glasgow and the UK National Nuclear Laboratory (NNL) have pioneered this technique for the characterization of shielded nuclear waste containers with significant investment from the UK Nuclear Decommissioning Authority and Sellafield Ltd. Lynkeos Technology Ltd. was formed in 2016 to commercialize the Muon Imaging System (MIS) technology that resulted from this industry-funded academic research. The design, construction and performance of the Lynkeos MIS is presented along with first experimental and commercial results. The high-resolution images include the identification of small fragments of uranium within a surrogate 500-litre intermediate level waste container and metal inclusions within thermally treated GeoMelt® R&D Product Samples. The latter of these are from Lynkeos' first commercial contract with the UK National Nuclear Laboratory. The Lynkeos MIS will be deployed at the NNL Central Laboratory facility on the Sellafield site in Summer 2018 where it will embark upon a series of industry trials. The role of stockmanship in relation to the wellbeing of farm animals has been emphasised in the UK Codes of Recommendations for the Welfare of Farm Livestock (MAFF, 1983). Moreover, previous research work has demonstrated important effects of good and bad stockmanship not only on welfare but also on growth, lactational and reproductive performance of pigs and other farm livestock (Hemsworth et al, 1987). There is a need, therefore, to establish the factors which motivate and demotivate stockpeople since the degree of job satisfaction is likely to have a considerable influence on the attitude and performance of stockpeople and on their empathy with the animals in their care. With this objective in mind, a questionnaire was designed to investigate the aspects which could have an influence on the job satisfaction of the stockpeople involved in pig production.

Purpose – This study aims to address how and why do formal key account management (KAM) programmes hinder effective KAM management, and how can the problems of formalization in KAM be overcome. Recent empirical studies have reported an unexpected negative relationship between KAM formalization and performance. Design/methodology/approach – An 18-month (340 days) ethnographic investigation was undertaken in the UK-based subsidiary of a major US sports goods manufacturer. This ethnographic evidence was triangulated with 113 in-depth interviews. Findings – This study identifies how and why managerial reflexivity allows a more effectively combining of formal and post-bureaucratic KAM practices. While formal KAM programmes provide a means to initiate, implement and control KAM, they have an unintended consequence of increasing organizational bureaucracy, which may in the long-run hinder the KAM effectiveness. Heightened reflexivity, including “wayfinding”, is identified as a means to overcome many of these challenges, allowing for reflexively combining formal with post-bureaucratic KAM practices. Research limitations/implications – The thesis of this paper starts a new line of reflexive KAM research, which draws theoretical influences from the post-bureaucratic turn in management studies. Practical implications – This study seeks to increase KAM implementation success rates and long-term effectiveness of KAM by conceptualizing the new possibilities offered by reflexive KAM. This study demonstrates how reflexive skills (conceptualized as “KAM wayfinding”) can be deployed during KAM implementation and for its continual improvement. Further, the study identifies how KAM programmes can be used to train organizational learning regarding KAM. Furthermore, this study identifies how and why post-bureaucratic KAM can offer additional benefits after an organization has learned key KAM capabilities. Originality/value – A new line of enquiry is identified: the reflexive-turn in KAM. This theoretical position allows us to identify existing weakness in the extant KAM literature, and to show a practical means to improve the effectiveness of KAM. This concerns, in particular, the importance of managerial reflexivity and KAM wayfinding as a means to balance the strengths and weaknesses of formal and post-bureaucratic KAM.
