The article analyzes the state registration of specialized food products, using the example of food products for children from three years old. The research process involves certificates issued on the website of the «Unified register of state registration certificates’ in the period from 2014 to 2019. During the analysis, the main groups of specialized baby food were identified, and the number of registered certificates in dynamics was determined. The data obtained indicate that the demand for state registration of children’s specialty food increased by 2018 and amounted to more than 30% compared to the previous period. The most popular products on the market of baby food for children three years old: juice-containing beverages, including vegetable raw materials, vegetable nectars, fruit juices.

Авторами рассмотрена система правового обеспечения организации земельного надзора на региональном уровне, приведены результаты анализа деятельности государственных инспекторов по использованию и охране земель в Пензенской области, представлены нарушения земельного законодательства, определены основные направления повышения эффективности земельного надзора. Проведенный анализ правовых источников по исследуемой проблеме показал, что при осуществлении государственного земельного надзора применяются нормативно-правовые акты разного уровня. Согласно существующему законодательству государственный земельный надзор осуществляется специально уполномоченными федеральными органами исполнительной власти. Среди ведомств наибольшими полномочиями в области земельного надзора обладает Федеральная служба государственной регистрации, кадастра и картографии (далее Росреестр). На основе проведенного анализа основных показателей государственного надзора по Пензенской области определена эффективность деятельности Управления Росреестра. Рассмотрены показатели, характеризующие деятельность государственных инспекторов Росреестра по охране и использованию земель за 2015-2018 годы. Приводятся конкретные примеры нарушений земельного законодательства в регионе. Выявлено, что спорные ситуации, возникающие в ходе проведения проверок, связаны с самовольным занятием земельного участка или его использованием без соответствующих документов. Результаты анализа показателей результативности деятельности государственных инспекторов Росреестра по охране и использованию земель в регионе свидетельствуют, что исполнение государственной функции по государственному земельному надзору по Пензенской области находится в пределах нормы. Предлагаемые авторами контрольно-надзорные мероприятия позволят повысить эффективность земельного надзора в Пензенской области.The article presents the system of legal support for the organization of land supervision at the regional level, the results of the analysis of the activities of state inspectors on the use and protection of land in the Penza region are presented, violations of land legislation are presented, the main directions for improving the effectiveness of land supervision are identified. The analysis of legal sources on the studied problem showed that in the implementation of state land supervision regulatory and legal acts of different levels are applied. According to existing legislation, state land supervision is carried out by specially authorized federal executive bodies. Among departments, the Federal State Registration, Cadastre and Cartography Service (hereinafter referred to as the Rosreestr) has the largest powers in the field of land supervision. Based on the analysis of the main indicators of state supervision in the Penza region, the effectiveness of the Rosreestr Directorate is determined. The indicators characterizing the activities of state inspectors of the Rosreestr on the protection and land use for 2015-2018 are considered. Concrete examples of violations of land legislation in the region are given. It was revealed that controversial situations arising in the course of inspections are related to unauthorized occupation of a land plot or its use without appropriate documents. The results of the analysis of the performance indicators of the state inspectors of Rosreestr on the protection and land use in the region indicate that the performance of the state function of state land supervision in the Penza region is within the normal range. The control and supervision measures proposed by the authors allow to improve the effectiveness of land supervision in the Penza region.

The article is devoted to the research of the state of the legal basis of organization and functioning of political parties in Ukraine. Attention is drawn to the fact that the legal basis for the organization and functioning of political parties in Ukraine is mainly the general provisions of normative legal acts, namely: the Constitution of Ukraine, the Tax Code of Ukraine, the Law of Ukraine «On Political Parties in Ukraine», «On the Election of the President of Ukraine» , «On the Election of the People’s Deputies of Ukraine», «On the Local Elections», «On the State Registration of Legal Entities and Individuals — Entrepreneurs and Public Entities», etc. It is established that, although certain norms determine the peculiarities of creation, registration, activity and termination of political parties, their structural formations, a number of provisions of legislation regarding the organization and functioning of political parties require further elaboration. According to the results of the analysis, the main directions of improvement of the legal basis for the organization and functioning of political parties in Ukraine were proposed, in particular: clarification of the definition of the term «political party» contained in Art. 2 of the Law of Ukraine «On Political Parties in Ukraine» basing on the legal essence of this concept; defining the principles of political party activity; clarification of the list of documents submitted by the applicant for state registration of political parties; defining an exhaustive list of grounds for refusal to register a political party in order to prevent free interpretation by the bodies of registration of the provisions of legislation; specifying the procedure for state registration of political parties and providing additional time for eliminating deficiencies in the documents submitted for registration (suspension of consideration of documents submitted for state registration); determining the procedure for adopting, registering amendments and additions to the statute of a political party; the procedure for convening and holding the constituent congress (conferences, meetings), the procedure for forming and powers of governing party bodies; the need to determine the status of property after the cessation of political party activity. It is proposed to amend certain articles of the Law of Ukraine «On Political Parties in Ukraine» and the Law of Ukraine «On State Registration of Legal Entities and Individuals — Entrepreneurs and Public Formations».

The subject. The article is devoted to the analysis of public authorities’ activities in order to strengthen unity of domestic legal space and the people of Russia with regard to constitutional legal support of the state unity and territorial integrity of the Russian Federation.The purpose of the article is to make a critical analysis of implementing a system that consists of constitutional legal rules and procedures of regulatory impact on the unity of domestic legal space and the people of Russia with the aim of increasing the effectiveness of their implementation.The methodological basis of the study includes general-scientific methods (analysis and syn-thesis, system-structural approach) as well as academic methods (formal-legal method, method of interpretation of legal acts).Results, scope. Consistent constitutional legal support of the state unity and territorial integrity of the Russian Federation requires elimination of defects and gaps in legal regulation and improvement of law enforcement practice. In particular, it is necessary to eliminate the practice of denial of a state registration of political parties on insignificant formal grounds in order to implement guarantees of the unity of the people of Russia.Conclusions. The consistent strengthening of the unity of domestic legal space and the people of the Russian Federation is of paramount importance to the constitutional and legal support of its state unity and territorial integrity. It is necessary to eliminate a number of legal defects and to make law enforcement practice more effective in order to implement these constitutional values.
