As part of the government’s Transforming Youth Custody programme, in 2014 the Youth Justice Board (YJB) established four new resettlement consortia in four areas in England. This article presents the findings from a process evaluation of the new consortia, paying particular attention to the enablers and/or barriers that affected the implementation of an enhanced resettlement offer. We found that the consortia did appear to improve partnership working and collaboration between key agencies. Yet the delivery of an enhanced offer was often hampered by the geographically dispersed nature of the consortia, along with problems accessing suitable accommodation upon release.

This chapter deals with youth crime and youth justice: offending behaviour committed by children and young people and their subsequent treatment in the justice system. It considers the argument for a bespoke understanding and response to youth and crime as distinct from offending behaviour committed by adults. The discussion begins by looking at how the concepts of ‘childhood’ and ‘youth’ have been theorised and socially constructed over time. The chapter then examines how youth crime and ‘delinquency’ have been explained in individualised, developmental, and agentic terms; how young people may grow into crime, with particular emphasis on the role of culture in deviance; and the link between radicalisation and youth crime. It also describes the dominant formal responses to youth crime before concluding with an overview of progressive, contemporary approaches to delivering youth justice/responding to youth crime, namely, diversion and positive youth justice.

Boys and young men continue to make up 81 percent of the Youth Justice System (YJS) in England and Wales, yet dominant discourses on young people who have been identified as having offended largely neglect to examine the potential role of masculinity in offending and interventions. This article aims to fill the gap of research in this area by exploring the role masculinity may play as understood by practitioners. It concludes that practitioners closely link “localized forms of hegemonic masculinity” to offending behavior of boys and young men.

Communication assistance is a form of specialist support for witnesses and defendants in justice settings who have been identified as having communication difficulties. This relatively new role in New Zealand is modelled on the role of the intermediary in England and Wales. This research provides a qualitative analysis of professionals’ perspectives (n = 28 participants) on the challenges of communication assistance for young people facing criminal charges in the New Zealand youth justice system. The findings of this study do not question whether or not communication assistance should exist, but rather how it might best function in practice. The overall implications are that more education and guidance for youth justice professionals is needed.

This qualitative study gives voice to rangatahi (young people) and their whānau (families) (n = 10) who have experienced communication assistance in the New Zealand youth justice system. Communication assistance is a form of specialist support for witnesses and defendants who have been identified as having communication difficulties; and is modelled on the role of the intermediary in England and Wales. The findings overall suggest that communication assistance has a valuable and ongoing role to play in the NZ youth justice system, and may be one means of addressing the rights and needs of those with communication difficulties who offend.

To date however, there has been no published review or evaluation on how communication assistance is functioning and being viewed by professionals in practice. This study provides a qualitative analysis of professionals’ perspectives (n = 28 participants) on the benefits of communication assistance for young people facing criminal charges in the New Zealand youth justice system. The main finding is that professionals are overwhelmingly in support of this new role. Professionals considered that communication assistance helps put the young person at the centre of youth justice, brings new knowledge and a fresh perspective, and helps the system to function as it ideally should.

<p>Dialectical Behaviour Therapy (DBT) aims to help people live a life worth living. It has increasingly been developed and adapted to address a range of mental health symptoms across different ages, cognitive abilities and environmental contexts; however, its popularity in implementation has outpaced empirical research. The current study was a Process Evaluation which assessed professionals’ perspectives about a DBT-informed skills group called He Waka Eke Noa operating at Korowai Manaaki – a youth justice secure residence in New Zealand (NZ). The study involved 11 interviews with professionals across two organisations involved in facilitating He Waka Eke Noa and/or supporting the young people who participated. Thematic analysis was used to analyse the interviews and three overarching themes were identified. The first theme, ‘Factors influencing practical effectiveness’, explored areas which professionals highlighted as having a significant impact on how He Waka Eke Noa worked and had three subthemes: ‘Generalisability’, ‘Cultural Responsivity’, and ‘Criminal Justice Environment’. The second theme, ‘Theoretical application of DBT to young people in NZ’ investigated the compatibility of DBT with young people in secure youth justice residences in NZ. The final theme, ‘Motivation’, considered the role that motivation played in engagement and continuation of treatment for people involved in He Waka Eke Noa. The findings from this study shed light on how the group was operating and highlighted the importance of the relationship between facilitators and young people. It identified the challenges He Waka Eke Noa faced including the difficulty of balancing a risk-reduction approach with creating a therapeutic environment. Further developments are considered that would assist He Waka Eke Noa in maximising its effectiveness through increasing resources and ensuring diversity amongst the clinicians (e.g., increasing cultural diversity). The thesis concludes with recommendations for the future direction of operation, for example, rolling out DBT-informed skills groups in other residences and the community; and potential research avenues.</p>

Youth justice policies in Australia feature an overall welfare-oriented approach and an emphasis on diverting young people away from the justice system. Nevertheless, some young people, particularly those with complex needs, are incarcerated at a young age and are at greater risk of poor outcomes. This paper explores barriers to the use of diversion options by police through analysis of in-depth interviews with 25 police staff. Consistent with the previous literature, role constraints, workload and lack of specialist knowledge were discussed. This paper explores the interplay of these factors with values, beliefs and expectations about young offenders – many of which were framed by experiences of adversarial encounters with young people and damaged faith in the system to rehabilitate. Naturalistic decision-making scholarship is drawn on to identify the potential role of ‘schemas’ in police use of discretion and of practical strategies that may support welfare and rehabilitation-oriented police practice with young people.

Summary One cannot write about the relationship of young people and current sports stars in modern society without having previously studied the processes of mediation and globalisation of sport, and the transformation of traditional social values. The goal of the science and practice engaged in sports and education of young people is a constant quest for preserving universal ethical values and reconciling them with the modern-day social processes. This paper will present the result of a survey conducted with adolescents in five different Serbian cities in order to find the answer to the question if sportspersons were their favourite television role-models. According to the results of our survey, 45% of adolescents do not have a favourite TV personality and do not know for sure who that could be. Novak Đoković, who would be the choice of adults for a role model of the young, with 63.2% according to the survey conducted by the Ministry of Youth and Sports, scored 3.81% in our survey with adolescents who would chose Novak Đoković as their favourite TV personality. The necessity of raising media literacy of young people with the aim of clear identification of sports role models who are going to improve their quality of life still remains an open issue for further research on this course.
