There is general agreement overall about the desirability and importance of youth support systems as being crucial for young people ‘at risk’ to help them cultivate their subjectivities about employability. In this article, we take a closer look at these support systems and especially at outreach youth work in Finland. We focus on the construction of knowledge and subjectivities of young people related to it. We argue that among the good intentions in cultivating young people’s subjectivities, outreach youth work tends to operate as a practice for enhancing the construction of psycho-emotional vulnerabilities and employability of young people while translating wider societal questions of austerity, poverty and inequality into questions of individualised deficiencies.

This thesis provides a critical analysis of the theory and practice of detached youth work (DYW) as a form of engagement with young people which has lacked attention within policy and research. The research aim was to develop a contemporary definition for DYW in order to create a model of best practice and establish a set of key practitioner skills. The thesis addressed three research objectives, 1: To develop a contemporary definition of DYW using current theory and analysis of practice, 2: To critically analyse current DYW processes to establish a model of best operational practice and 3: To evaluate the work of practitioners in order to establish a set of key practitioner skills for effective DYW. These were achieved through an ethnographic case study approach across two locations, employing three interviews with detached youth workers and 15 participant observations. This was combined with an online survey of 32 detached youth workers exploring their experiences of practice. The thesis illustrates the problems, exacerbated by austerity, in supporting marginalised young people. Responding to the first objective it develops an umbrella term to define DYW, while advising on ideal requirements for this form of practice. For the second objective a model of best operational practice is constructed, emphasising the importance of locations of practice, engagement tools and aspects related to the community and police. The final objective of this thesis contributes a new three-stage process for engagement with new groups of young people through DYW, alongside drawing on data analysis to establish a set of key practitioner skills particularly beneficial in development of job descriptions and recruitment consideration. The thesis concludes that greater understanding of DYW is required to support this form of engagement and allow effective practice to make a difference to individuals at risk. Moreover, in responding to the research aim, it evidences the need for effective relationships and the key skills required for any practitioner engaging with individuals and communities. Without investment in youth services this form of practice is at risk of becoming lost or viewed as ineffective due to inappropriate understandings.

AbstractDrawing on two interrelated areas of youth work, outreach youth work as a place of coordination of work, social benefits and social services, and youth workshops as a place for work training for young people “at risk”, our aim in this article is to analyse how young people in poor financial circumstances are governed through policies and practices in these institutions in Finland. Based on ethnographic fieldwork and interviews with young people and professionals working with young people, we ask how the subjectivities of young people “at risk” (and particularly those in debt and poverty) are shaped in the context of economic vulnerability. This shaping is not only from top-down dimensional formation of a subject, but also from the multidimensional flow of power/knowledge via subjects that sometimes possess opportunities of acting otherwise, as delineated in the end of our analysis. In the context of ubiquitous neoliberal governmentality, we delineated a landscape of survival strategies for economically vulnerable young people in these power/knowledge relations.

Abstract. Background: The Internet is used by young people at risk of self-harm to communicate, find information, and obtain support. Aims: We aimed to identify and analyze websites potentially accessed by these young people. Method: Six search terms, relating to self-harm/suicide and depression, were input into four search engines. Websites were analyzed for access, content/purpose, and tone. Results: In all, 314 websites were included in the analysis. Most could be accessed without restriction. Sites accessed by self-harm/suicide search terms were mostly positive or preventive in tone, whereas sites accessed by the term ways to kill yourself tended to have a negative tone. Information about self-harm methods was common with specific advice on how to self-harm in 15.8% of sites, encouragement of self-harm in 7.0%, and evocative images of self-harm/suicide in 20.7%. Advice on how to get help was given in 56.1% of sites. Conclusion: Websites relating to suicide or self-harm are easily accessed. Many sites are potentially helpful. However, a significant proportion of sites are potentially harmful through normalizing or encouraging self-harm. Enquiry regarding Internet use should be routinely included while assessing young people at risk.

Mental illness is more than just the diagnosis to an individual – it also has an impact on the social functioning of the family at large. When a parent or relative has a mental illness, all other family members are affected, even the children. The purpose of the study was to provide insight into the lived experiences of young people who live with mental healthcare users and the way in which their daily coping can be maximised. A qualitative, descriptive, phenomenological research was undertaken to explore and describe the lived experiences of young people who live with mental healthcare users in the Limpopo province, South Africa. Audiotaped, unstructured in-depth interviews were conducted with 10 young people who grew up and lived with a family member who is a mental healthcare user in their homes, until data saturation was reached. A content analysis was used to derive themes from the collected qualitative data. Four major themes emerged as features reflective of the young people’s daily living with mental healthcare user, namely psychological effects, added responsibilities, effects on school performances, and support systems. This study recommends that support networks for young people be established through multidisciplinary team involvement and collaboration and the provision of burden-sharing or a relief system during times of need. With the availability of healthy coping mechanisms and support systems, the daily living situations and coping of young people could be maximised, thereby improving their quality of life while living with their family members with mental illness.

Abstract Purpose To describe medium-term physical and mental health and social outcomes following adolescent sexual assault, and examine users’ perceived needs and experiences. Method Longitudinal, mixed methods cohort study of adolescents aged 13–17 years recruited within 6 weeks of sexual assault (study entry) and followed to study end, 13–15 months post-assault. Results 75/141 participants were followed to study end (53% retention; 71 females) and 19 completed an in-depth qualitative interview. Despite many participants accessing support services, 54%, 59% and 72% remained at risk for depressive, anxiety and post-traumatic stress disorders 13–15 months post-assault. Physical symptoms were reported more frequently. Persistent (> 30 days) absence from school doubled between study entry and end, from 22 to 47%. Enduring mental ill-health and disengagement from education/employment were associated with psychosocial risk factors rather than assault characteristics. Qualitative data suggested inter-relationships between mental ill-health, physical health problems and disengagement from school, and poor understanding from schools regarding how to support young people post-assault. Baseline levels of smoking, alcohol and ever drug use were high and increased during the study period (only significantly for alcohol use). Conclusion Adolescents presenting after sexual assault have high levels of vulnerability over a year post-assault. Many remain at risk for mental health disorders, highlighting the need for specialist intervention and ongoing support. A key concern for young people is disruption to their education. Multi-faceted support is needed to prevent social exclusion and further widening of health inequalities in this population, and to support young people in their immediate and long-term recovery.

Abstract This article examines young people’s experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between ‘top down’ policy formulation and the ‘youth centric’ practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them ‘on their terms’.

African-Australian young people are over-represented in custody in the state of Victoria. It has been recognized in recent government and stakeholder strategic plans that African-Australian community service providers are well placed to help address the increasing complex needs of at-risk African-Australian youth. However little is known about the capacities of such providers to effectively contend with this growing social concern. In response, this study aimed to explore the perspectives and operational (service delivery and governance) experiences of African-Australian community organizations which provide services to at-risk young people in Victoria. Through a series of in-depth interviews with the leadership of eight key African-Australian service providers, we aimed to identify their perceived strengths, obstacles faced and proposed strategies to realize key objectives. Perspectives on key risk factors for young African-Australian justice system contact were also gathered. Several themes were extracted from the interviews, specifically (i) Risk factors for African-Australian youth justice-involvement (school disengagement, peer delinquency, family breakdown, intergenerational discord, perceived social rejection), (ii) The limitations of mainstream institutions to reduce African-Australian youth justice-involvement (too compliance focused, inflexible, business rather than human-centered, disconnected from communities and families), (iii) The advantages of African-Australian community service providers when working with African-Australian youth (community credibility, client trust, flexibility, culturally responsive), (iv) The challenges faced by African-Australian service providers (lack of funding/resources, professional staff shortages, infrastructural/governance limitations), and (v) “What works” in service provision for at-risk African-Australians (client involvement in program design, African staff representation, extensive structured programming matched with client aspirations, prioritizing relationship building, persistent outreach, mental health and legal literacy for clients and families). Implications for service delivery and social policy are discussed within.
