Communist Party membership is often associated with higher incomes in socialist regimes because it is an important credential for obtaining state-sector jobs and cadre positions. During the first two decades of marketization in China, the income returns to Communist Party membership (the party premium) clearly persisted. However, recent studies have documented an insignificant party premium in post-2000 China. Considering the persistent role of the state in resource allocation, this phenomenon is puzzling and lacks clear interpretation. Drawing on the knowledge of collider conditioning, we hypothesize that this phenomenon stems from a negative ability bias generated by conditioning on endogenous job positions. Using the China General Social Survey 2008, we re-examine the post-2000 party premiums. The results support this hypothesis and demonstrate that this negative ability bias overwhelms the usual positive ability bias and any residual party premiums. Party premiums persist after 2000 and are reflected in positions where the negative ability bias is less influential.

The paper reviews Vietnamese Communist Party and the State’s viewpoints about resources and resource allocation in the socialist-oriented market economy. Over 30 years of Doi Moi, there has been a turning point in the economic thinking of the Communist Party of Vietnam. Party’s perception of resources and mechanism of resource allocation in the socialist-oriented market economy has been changing and developing. From the concept that the State is the sole subject that allocates all economic resources according to the central planning mechanism, to date, market mechanism has been identified “to play a key role in effectively mobilizing and allocating development resources”. The role of the State is to guide development on the basis of respect for market principles. In order for the market mechanism to maximize its role in allocating development resources, efforts should be made to improve the synchronous and modern market economy institutions.

This chapter examines trends in institutional confidence measured by the General Social Survey between 1973 and 2006. It begins by considering the construct of institutional confidence and describing the items and scales used to measure it. After presenting overall levels of confidence in 13 institutions during this period, it examines trends in general confidence scales and in individual institutions. Cohort analysis helps to illuminate these trends. The chapter next investigates correlates of institutional confidence, including experiences with specific institutions, party-in-power effects, education, misanthropy, opinionation, and a general demographic model. It briefly considers the relationship between institutional confidence and support for government programs and political matters. It closes by assessing the state and role of institutional confidence in contemporary society, and both general and event-driven models of trends in confidence.

<p>The purpose of this thesis is to examine the response of secondary school teachers to the Tomorrow's Schools education reforms. Their early response was made largely through their union, the Post Primary Teachers' Association (PPTA), in an industrial relations setting as the reform proposals were in development and taking their final shape. The interaction between the professional project of these teachers with the proposed reforms produced an outcome for secondary school education shaped by the interaction, rather than just by the reforms themselves. A case study situated at the intersection of industrial relations, state sector and education restructurings during the period 1984-1989 is the focus of the thesis. The argument is located within French regulationalist theory. The concept of the Keynesian Welfare National State provides a means for connecting education as part of the mode of regulation with the role of the state in New Zealand. The Fourth Labour Government entered into a political project that shifted the role of the state in the economy and society. The roots of the project lay in the discourse of economic rationalism. Policy resulting from this discourse was put into operation through legislation affecting all parts of the state. In education, the discourse of economic rationalism introduced a new approach, the values of which were at odds with those of the previous education settlement of the Keynesian Welfare National State. The object of the thesis is to trace the process of change within the secondary schools sector of education through the years 1984-1989 as the two different sets of values interacted. The assumption is made that institutional change results from a dynamic interaction between new ideas and continuities and discontinuities with the past. This allows for the possibility of the effects of agency on public policy. Analysis focuses on a series of industrial negotiations between the PPTA and the State Services Commission, the negotiating body for government. They took place as various government policy documents and resulting legislation altered the positioning of teachers within the state. The negotiations were of such a character that the educational discourses of economic rationalism and the education settlement of the Keynesian Welfare National State came into conflict and were debated at length. The thesis concludes that, by the end of the negotiations and despite the introduction of legislation on education, the values of secondary teachers remained substantially unchanged and in opposition to the intent of the government reforms.</p>


Subject The Communist Party's recent Fourth Plenum meeting. Significance The Communist Party concluded a five-day meeting of senior leaders on October 31. The meeting, called the ‘Fourth Plenum’, focused on institutional and intra-Party affairs. Press statements that followed were short on policy detail, but the meeting appears to have reaffirmed President Xi Jinping's efforts to place the Party and its ideology at the centre of China's political, economic and social life. Impacts Xi’s grip on the Party appears unassailable. There are no signs of Xi lining up a successor; he looks likely to remain leader for a third term. There are no indications that Beijing will compromise on US demands to reduce the role of the state in industry.

The concept of the role of the state in the economy is developed. It is based on the systemic representation of the structure of independent and cooperating macrolevel actors as a triad "the state — the society — the economy". The concept assumes the balanced and coordinated functioning of these three spheres and the existence of functions of the state that cannot be delegated to others spheres, the main one of which is to maintain the evolutionary and progressive development of the country. Such representation allows creating in a new fashion the list and subordination of the functions of the state in the economy and the society, defining targets of the state ownership management.
