This paper advances debates around the financialization of housing with a case study of Los Angeles’s yes-in-my-back-yard (YIMBY) groups. In response to the post-2008 affordable housing crisis, YIMBYs have emerged in support of orthodox economic policies that deregulate land use, expedite construction, and intensify financial accumulation in rental housing. Using detailed empirical analysis collected from YIMBY housing activists, this paper examines how the market-based logics they advance take root in local land use issues. It focuses specifically on the impact of YIMBYs on existing divisions within urban politics, including the scale at which housing is contested. By conceptualizing the YIMBY position as one that facilitates financialization, this paper reveals the ways financialization is more than a mode of accumulation: it is a political process embedded in the state from the bottom up and inside out.

Rural-spatial restructuring involves the spatial mapping of the current rural development process. The transformation of land-use morphologies, directly or indirectly, affects the practice of rural restructuring. Analyzing this process in terms of the dominant morphology and recessive morphology is helpful for better grasping the overall picture of rural-spatial restructuring. Accordingly, this paper took Zhulin Town in Central China as a case study area. We propose a method for studying rural-spatial restructuring based on changes in the dominant and recessive morphologies of land use. This process was realized by analyzing the distribution and functional suitability of ecological-production-living (EPL) spaces based on land-use types, data on land-use changes obtained over a 30-year observation period, and in-depth research. We found that examining rural-spatial restructuring by matching the distribution of EPL spaces with their functional suitability can help to avoid the misjudgment of the restructuring mode caused by the consideration of the distribution and structural changes in quantity, facilitating greater understanding of the process of rural-spatial restructuring. Although the distribution and quantitative structure of Zhulin’s EPL spaces have changed to differing degrees, ecological- and agricultural-production spaces still predominate, and their functional suitability has gradually increased. The spatial distribution and functional suitability of Zhulin are generally well matched, with 62.5% of the matched types being high-quality growth, and the positive effect of Zhulin’s spatial restructuring over the past 30 years has been significant. We found that combining changes in EPL spatial area and quantity as well as changes in functional suitability is helpful in better understanding the impact of the national macro-policy shift regarding rural development. Sustaining the positive spatial restructuring of rural space requires the timely adjustment of local actors in accordance with the needs of macroeconomic and social development, and a good rural-governance model is essential.

This paper develops a lexicographic optimization model to allocate agricultural and non-agricultural water footprints by using the land area as the influencing factor. An index known as the water-footprint-land density (WFLD) index is then put forward to assess the impact and equity of the resulting allocation scheme. Subsequently, the proposed model is applied to a case study allocating water resources for the 11 provinces and municipalities in the Yangtze River Economic Belt (YREB). The objective is to achieve equitable spatial allocation of water resources from a water footprint perspective. Based on the statistical data in 2013, this approach starts with a proper accounting for water footprints in the 11 YREB provinces. We then determined an optimal allocation of water footprints by using the proposed lexicographic optimization approach from a land area angle. Lastly, we analyzed how different types of land uses contribute to allocation equity and we discuss policy changes to implement the optimal allocation schemes in the YREB. Analytical results show that: (1) the optimized agricultural and non-agricultural water footprints decrease from the current levels for each province across the YREB, but this decrease shows a heterogeneous pattern; (2) the WFLD of 11 YREB provinces all decline after optimization with the largest decline in Shanghai and the smallest decline in Sichuan; and (3) the impact of agricultural land on the allocation of agricultural water footprints is mainly reflected in the land use structure of three land types including arable land, forest land, and grassland. The different land use structures in the upstream, midstream, and downstream regions lead to the spatial heterogeneity of the optimized agricultural water footprints in the three YREB segments; (4) In addition to the non-agricultural land area, different regional industrial structures are the main reason for the spatial heterogeneity of the optimized non-agricultural water footprints. Our water-footprint-based optimal water resources allocation scheme helps alleviate the water resources shortage pressure and achieve coordinated and balanced development in the YREB.

In 2015, the predominantly visible minority immigrant community of Herongate, in Ottawa, Ontario, was slated for redevelopment by its landlord, Timbercreek Asset Management. This redevelopment involved mass eviction of the incumbent tenants, demolition of the existing affordable housing and its replacement with luxury rentals, which, by all indications, are beyond the financial reach of the former Herongage tenants. This paper seeks to problematize large-scale residential real estate redevelopment in Canada and examine its impact, using the Herongate situation as a case study. Among other things, it profiles the Herongate community, its history and present redevelopment, and explores the legal framework, and the limits thereof, constraining mass evictions of this type in Ontario. The findings indicate that the selection of Herongate for redevelopment was not fortuitous; generally, racialized and immigrant communities like Herongate are disproportionately likely to be selected for large-scale redevelopment projects, and thus subjected to mass-evictions. Further results suggest that the dissolution of the Herongate community – and the attendant dislocation of its members – has exacted a pronounced social and economic toll and compounded the racial discrimination already experienced by the former Herongate residents, most of whom are visible minorities. The paper concludes with an appeal to imbue the redevelopment process with a greater regard for social justice, and a right to housing as a policy solution to address the injustice caused by real estate redevelopment.

In the past decades we witnessed a rise of public participation in transport and land-use projects, and often those practices have been formalised in a solid juridical framework. In the Netherlands and other EU-countries, the cornerstones of this participatory planning framework are the Environmental Impact Study and the Environment Impact Assessment. However, historical appraisals of the impact of these instruments on participatory processes are lacking. Using the case study of the contested Dutch motorway project passing through the Amelisweerd forest (1970s), this paper aims to appraise the role of deliberative democracy concepts and practices. This paper is a plea for a novel academic agenda driven by the research questions: to what extent have participatory processes in transport, land-use and water management policies had an impact on deliberative democracy concepts and practices? Which role did citizens and users have in shaping the decision-making process?

Intelligent use of rural residential land and sustainable construction is inexorably linked to cost; however, options exist that are eco-friendly and have a positive return on investment. In 2011, a research residence was built to evaluate various land-use and sustainable components. This Texas house has subsequently been used for both residential and research purposes. The purpose of this case study was to evaluate break-even construction considerations, to assess environmental impacts, and to evaluate qualitatively efficacy of sustainable options incorporated in the research residence. Some of the specific components discussed are home site placement (directional positioning); materiel acquisition (transportation); wood product minimization; rainwater harvesting; wastewater management; grid-tied solar array power; electric car charging via a solar array; geothermal heating and cooling; insulation selection; windows, fixtures, and appliance selection; and on-demand electric water heaters for guest areas. This study seeks to identify the impact of proper land use and sustainable techniques on the environment and return-on-investment in rural areas. Break-even and 15-year Net Present Value (NPV) analysis at 3% and 5% cost of capital were used to evaluate traditional construction, partially sustainable construction, and fully sustainable construction options for the case study house, which was built sustainably. The additional cost of sustainable construction is estimated at $54,329. At 3%, the analysis suggests a 15-year NPV of $334,355 (traditional) versus $250,339 million (sustainable) for a difference of $84K. At 5% cost of capital, that difference falls to $63K. The total estimated annual difference in carbon emissions is 4.326 million g/CO2e for this research residence. The results indicate that good choices for quick return-on-investment in rural construction would be the use of engineered lumber, Icynene foam, and Energy Star windows and doors. Medium-term options include photovoltaic systems (PVS) capable of powering the home and an electric car. Sustainable construction options should positively affect the environment and the pocketbook. Regulations and code should require adoption of short-range, break-even sustainable solutions in residential construction.
