Homeless families are defined as all adults with dependent children who are statutorily accepted by local authorities (housing departments) in the UK, and are usually accommodated for a brief period in voluntary agency, local authority or housing association hostels. This period varies from a few days to several months, although the target for rehousing is usually around 4 to 6 weeks. Some housing departments, particularly in London, also use bed and breakfast accommodation.

Events have played a significant role in the way in which the Coronavirus pandemic has been experienced and known around the world. Little is known though about how the pandemic has impacted on supporting, managing and governing events in municipal (i.e., local) authorities as key stakeholders, nor how events have featured in the opening-up of localities. This paper reports on empirical research with senior events officers for local authorities in the UK on these key knowledge gaps. Specifically, it examines events officers' unfolding experiences of the pandemic. The paper points to unpreparedness for a crisis of this scale and magnitude, and the roles of innovation, adaptation and co-production in the emergent response. It highlights the transformative nature of the pandemic through reconsiderations of the purpose of public sector involvement in events and, from a policy perspective, how relatively smaller-scale, more agile and lower-risk arts events and performances can figure in local recovery. Finally, while the effects on, and response of, the body corporate (the local authority) to crises is an obvious focus, it is important to recognise those of the individuals who manage the response and drive change.

AbstractPurposeChildren growing up in homeless families are disproportionately more likely to experience health and psychological problems. Our objective was to describe social, environmental, individual and family characteristics associated with emotional and behavioral difficulties among homeless children living in the Paris region.MethodsFace-to-face interviews with a representative sample of homeless families were conducted by bilingual psychologists and interviewers between January and May 2013 (n = 343 children ages 4-13 years). Mothers reported children’s emotional and behavioral difficulties (Strength and Difficulties Questionnaire [SDQ]), family socio-demographic characteristics, residential mobility, and parents’ and children’s physical and mental health. Children were interviewed regarding their perception of their living arrangements, friendships and school experiences. We studied children’s SDQ total score in a linear regression framework.ResultsHomeless children had higher SDQ total scores than children in the general population of France, (mean total score = 11.3 vs 8.9, P < 0,001). In multivariate analyses, children’s difficulties were associated with parents’ region of birth (beta = 1.74 for Sub-Saharan Africa, beta = 0.60 for Eastern Europe, beta = 3.22 for other countries, P = 0.020), residential mobility (beta = 0.22, P = 0.012), children’s health (beta = 3.49, P < 0.001) and overweight (beta = 2.14, P = 0.007), the child’s sleeping habits (beta = 2.82, P = 0.002), the mother’s suicide risk (beta = 4.13, P < 0.001), the child’s dislike of the family’s accommodation (beta = 3.59, P < 0.001) and the child’s experience of bullying (beta = 3.21, P = 0.002).ConclusionsChildren growing up homeless experience high levels of psychological difficulties which can put them at risk for poor mental health and educational outcomes long-term. Access to appropriate screening and medical care for this vulnerable yet underserved group are greatly needed.

This chapter deals with the application of austerity since 2010 as a political act designed to transform the way in which local authorities in the United Kingdom operate and are funded. It explains how the local authorities have been dependent on government funding as the UK is considered as one of the most centralised states in the Organisation for Economic Co-operation and Development (OECD). It also recounts how the UK government in 2010 decided that the Revenue Support Grant (RSG) funding paid to councils would be removed through annual tapering to zero by 2020. The chapter probes the intention of the UK government to replace RSG with each of the council's retention of 75 per cent of the local business rates. It analyses the system of local government funding that operated until local government reorganisation in 1974.

Some have argued that reforms to urban governance in the UK in recent years have “hollowed out” the local level, emphasising the levels “above” and “below” it. This reflects a broader perceived loss of focus on cities themselves, but a great deal of power and responsibility still remains at the local authority level. This chapter considers how local government autonomy has changed in recent years, within the context of a broader history of local government in the UK. It then reflects upon the “entrepreneurial turn” in local government, for some a consequence of reduced funding for local authorities, and considers recent evidence of a return to “municipal socialism” in England and beyond.

Prior to the 1983 Mental Health Act (MHA), Mental Health Tribunals (MHRTs) did not have the power to order delayed discharge of a patient appealing against a section, although there was evidence that tribunals used the power of adjournment to allow time for follow-up to be arranged. This power was used more often with patients in special hospitals where the option of remaining on an informal basis did not exist. Hepworth and others advocated giving tribunals the power of delayed discharge. This was supported by the White Paper (1978) and subsequently became part of the 1983 MHA, together with some increase in the responsibility of the local authorities to provide after care for Section 3 and 37 patients. But the new Act also allowed the appeal of patients on Section 2, while giving no responsibility to the local authority for their after-care. It was difficult to see how delayed discharge could be implemented as an after-care safeguard for Section 2 patients who would often have only two weeks or so of their Section to run in any case. With this in mind, I studied all cases appearing before the MHRT in a general psychiatric hospital in the two years following the new Act.

Local authorities (LAs) play an essential role in diffusing home energy renovation measures. However, there are rare business models developed for local authority actions. This paper aims to develop a critical review of the way that local authorities developed business models for pop-up centres where consultants can encourage home energy renovation measures. From 2017 to 2021, participatory research was conducted in collaboration with seven LAs from the UK, France, Belgium, and the Netherlands. Although local authorities could use business model approaches for the development of pop-up home renovation consultancy centres, we noticed that LAs could not apply specific strategies to fit various customer segment groups. Therefore, a traditional business model needs to be investigated further for local authority activities.

In France, little data are available on mental health and well-being in academia, and nothing has been published about PhD students. From studies abroad, we know that doing a PhD is a difficult experience resulting in high attrition rates with significant financial and human costs. Here we focused on PhD students in biology at university Lyon 1. A first study aimed at measuring the mental health and well-being of PhD students using several generalist and PhD-specific tools. Our results on 136 participants showed that a large fraction of the PhD students experience abnormal levels of stress, depression and anxiety, and their mean well-being score is significantly lower than that of a British reference sample. French PhD student well-being is specifically affected by career uncertainty, perceived lack of progress in the PhD and perceived lack of competence, which points towards possible cultural differences of experiencing a PhD in France and the UK. In a second study, we carried out a positive psychology intervention. Comparing the scores of the test and control groups showed a clear effect of the intervention on reducing anxiety. We discuss our results and the possible future steps to improve French PhD students’ well-being.

COVID-19 has led to an unprecedented disruption of normal social relationships and activities, which are so important during the teen years and young adulthood, and to education and economic activity worldwide. The impact of this on young people’s mental health and future prospects may affect their need for support and services, and the speed of the nation’s social recovery afterwards. This study focused on the unique challenges facing young people at different points during adolescent development, which spans from the onset of puberty until the mid-twenties. Although this is an immensely challenging time and there is a potential risk for long term trauma, adolescence can be a period of opportunity, where the teenagers’ brain enjoys greater capacity for change. Hence, the focus on young people is key for designing age-specific interventions and public policies, which can offer new strategies for instilling resilience, emotional regulation, and self-control. In fact, adolescents might be assisted to not only cope, but excel, in spite of the challenges imposed by this pandemic. Our work will feed into the larger societal response that utilizes the discoveries about adolescence in the way we raise, teach, and treat young people during this time of crisis. Wave 1 data has already been collected from 2,002 young people aged 13-24, measuring their mental health (anxiety, depression, trauma), family functioning, social networks, and resilience, and social risk-taking at the time of the pandemic. Here we present a preliminary report of our findings, (Report 1). Data collected 21/4/20- 29/4/20 - a month after the lockdown started).
