The State Secretary for the Department of Instruction has to some extent been an agent in the progress of mental science by rendering compulsory for students of forensic medicine a course of lunacy in an asylum extending over two months. By an unfortunate imitation of the Italian system, which in a single chain unites subjects of so diverse a character as toxicology, legal medicine, and mental diseases, the best method of freniatric teaching is not obtained. In Spain, a physician at the end of his career knows nothing at all of mental infirmities and affections. The action of the State Secretary is the more surprising when one remembers his order founding and establishing separate and compulsory chairs, both clinical and theoretical, of dermatology, otology, and ophthalmology. Alienists in Spain are disappointed, and regret that so incomplete a step should have been taken in so important a matter, for physicians at present look either dumb or foolish at court when cases of criminal responsibility, civil incapacity, etc., are being tried.

<p class="Abstract">The purpose of this study was to determine the model of a interaction system between the DNA with protein. The interaction system consisted of a molecule of protein bound with a single chain of DNA. The interaction between DNA chain, especially adenine and thymine, and DNA-protein bound to glutamine and adenine. The forms of these bonds are adapted from the hydrogen bonds. The Cornell potential was used to describe both of the interactions. We proposed the Hamiltonian equation to describe the general model of interaction. Interaction system is divided into three parts. The interaction model is satisfied when a protein molecule triggers pulses on a DNA chain. An initial shift in position of protein xm should trigger the shift in position of DNA ym, or alter the state. However, an initial shift in DNA, yn, should not alter the state of a rest protein (i.e. xm = 0), otherwise, the protein would not steadily bind. We also investigated the stability of the model from the DNA-protein interaction with Lyapunov function. The stability of system can be determined when we obtained the equilibrium point.</p>

This study tried to answer the problem formulation is What position and Function of Notary in using the State symbol? What if Notaries do malpractices in the using of State Symbol and how sanctions against malpractice Notary Public who use the State Symbol? The purpose of this study to determine the position and Function of Notary in using the State Symbol, and determine sanctions against notaries who do mal practice in the using of State Symbol.This research was conducted using the normative method, means testing and reviewing secondary data, using literature data in the form of positive law relating to Legislation relating to the issues discussed.The results of this study concluded that a Notary Public in the office using the Symbol State under Article 16 paragraph (1) letter k of Notary law) and use of the State symbol of Notary's Stamp or Head Letter Position as stipulated in Article 54 paragraph (1) letter j Act No. 24 of 2009 and as Stamp of Department Office as stipulated in Article 54 paragraph (2) letter j Act No. 24 of 2009, while the Notary malpractice in the using of State symbol is not necessarily directly given to criminal sanctions as a form of application of the law ultimum remidium. because there are several steps that must be passed given the Notary has its own rules in the Law on Notary. Notary of the behavior is also governed by a special organization that Indonesian Notary Association (INI), but still asked the criminal responsibility under Act No. 24 of 2009 and Article 154 of the Criminal Code letter if indeed Notary proven legally and convincingly to have malpractice against the using of State Symbol.Keywords: Notary Authority; Notary Position; Sanctions Against Notary.

State-corporate crime is defined as criminal acts that occur when one or more institutions of political governance pursue a goal in direct cooperation with one or more institutions of economic production and distribution. This concept has been advanced to examine how corporations and governments intersect to produce social harm. The complexity of state-corporate crime arises from the nature of the offenses; unlike traditional “street crime,” state-corporate crime is not characterized by the intent of a single actor to violate the law for personal pleasure or gain. Criminal actions by the state often lack an obvious victim, and diffusion of responsibility arising from corporate structure and involvement of multiple actors makes the task of attributing criminal responsibility difficult. Sufficient understanding of state-corporate crime cannot be gained through studying individual actors; one must also consider broader organizational and societal factors. Further subclassification illuminates the different types of state-corporate crime: State-initiated corporate crime (such as the 1986 Space Shuttle Challenger explosion) occurs when corporations, employed by the government, engage in organizational deviance at the direction of, or with the tacit approval of, the government. State-facilitated state-corporate crime (such as the 1991 Imperial Food Products fire in Hamlet, North Carolina) occurs when government regulatory institutions fail to restrain deviant activities either because of direct collusion between business and government or because they adhere to shared goals whose attainment would be hampered by aggressive regulation.

This article looks at human trafficking from a perspective influenced by the ‘vulnerability theory’ developed by Martha Fineman and her associates. It draws particularly on empirical studies of human trafficking from Albania to the UK and elsewhere. It suggests that Fineman’s approach needs to be modified to see the state not only as ameliorating vulnerability, or failing to do so, but as actively creating and using vulnerability to control or exploit its population. The fact that people are placed, for political, social and economic reasons, in situations of heightened vulnerability does not of itself deprive them of agency or responsibility. People should, however, be understood as ‘vulnerable subjects’ whose capacity for autonomy may be lost when they are deprived of supportive social relationships. The implications of this view for the criminal responsibility of trafficking victims are explored.

For weeks television and. newspaper ads called for volunteers to turn out on July 1, a midwinter Sunday, for a massive Mutirao (work party) for the schools. Acknowledging the lack of maintenance in Espirito Santo's 500-plus public schools, the State Secretary of Education, Wilson Haese, had placed the ads. In interviews he had asserted that people are too inclined to think of the schools as the government's responsibility, not their own. As elsewhere in Brazil, Sunday usually is a day of sun, soccer, family birthday parties, and relaxation.

Bu çalışmada; 2000-2004 yılları arasındaki 5 yıllık süreçte, ülkemizdeki adli tıp uzman ve asistanlarının katkılarıyla yapılan uluslararası yayınları TUBITAK-Uluslararası Bilimsel Yayınları Teşvik Programı ölçütlerine göre değerlendirmek ve bu yayınların Türkiye adresli Science Citation Index - Journal Citation Reports kapsamındaki yayınlara katkısını araştırmak amaçlanmıştır. Bu amaçla, “Pubmed” ve “Web of Science” veri tabanlarından yararlanılmıştır. 01.01.2000 - 31.12.2004 tarihleri arasındaki 5 yıllık sürede, Web of Science veri tabanı kapsamındaki dergilerde, yazarları içinde ülkemizden adli tıp alanında çalışanların bulunduğu toplam 86 yayın yapılmıştır. Türkiye kaynaklı tüm yayınlara olan katkı oranı, son iki yılda binde 1.1’den binde 2.3’e yükselmiştir. Yayınların 70’inin (%81.4) tam makale, 15’inin (%17.4) tam makale dışı olduğu saptanmıştır. TÜBİTAK-Uluslararası Bilimsel Yayınları Teşvik Programı ölçütlerine göre, yayınların 3’ü (%3.5) A Grubu, 54’ü (%62.8) B Grubu, 23’ü (%26.7) C Grubu dergi listelerinde yer almaktadır. Yazar sayısı 4 ve daha fazla olan yayınlar, toplam yayınların %79.1’i oluşturmaktadır. Forensic Science International, 24 (%27.9) yayınla en fazla yayının yapıldığı dergi olup adli tıp alanındaki dergilerde (Forensic Science International, American Journal of Forensic Medicine and Pathology, Journal of Forensic Sciences, International Journal of Legal Medicine) yapılan yaymlar toplam yayınların %39.5’ini oluşturmaktadır.
