PurposeThis study seeks to explore the powerful role(s) of institutionalised performance measurement systems or metrics in smart city governance in a politically and militarily sensitive developing country.Design/methodology/approachThis study extends the application and contribution of a multi-level institutional framework to previous management accounting literature on the potential relationship between performance measurement and smart city governance. The value of utilising a multi-level framework is to broaden and deepen theoretical analyses about this relationship to include the effect of political pressure from the military regime at the macro level on the institutionalisation of a performance measurement system at the micro-organisational level. Taking the New Cairo city council smart electricity networks project (Egypt) as an interpretive qualitative single-case study, data collection methods included semi-structured interviews, direct observations and documentary readings.FindingsPerformance measurement systems or metrics, especially in politically and militarily sensitive smart cities, constitutes a process of cascading (macro-micro) institutionalisation that is closely linked to sustainable developments taking place in the wider arena of urban policies. Going a step further, accounting-based performance metrics, arising from political and military pressures towards public-private collaborations, contribute to smart city management and accountability (governance). Institutionalised measurement systems or performance metrics play a powerful accounting role(s) in shaping and reshaping political decisions and military actions in the city council.Originality/valueTheoretically, this study goes beyond the cascading institutionalisation process by arguing for the powerful role(s) of institutionalised accounting and performance measurement systems in smart city decision-making and governance. Empirically, it enriches previous literature with a case study of a developing Arab Spring country, characterised by an emerging economy, political sensitivity and military engagement, rather than developed and more stable countries that have been thoroughly investigated. It is also among the first politically engaged accounting case studies to highlight public-private collaborations as a recent reform in public sector governance and accountability.

The widespread use of information and communication technology (ICT) in public management and public sector reforms is widely recognized. Here digital or electronic government is studied on the basis of information management in smart city government. Digital governance and information management have changed the ways city governments are organized and public services delivered. Unlike the research that has concentrated on private sector developments from digital or business perspective, studies taking place in the public sector context must also take the dynamics of e-government into consideration. In this research, the empirical material was produced by interviewing high-position managers in city governments. Both individual thematic interviews and focus group interviews were done to scrutinize the organizational and management implications of ICT and data mining in information management. The authors' findings indicate that the managers view how information management quite often falls short in providing and presenting relevant information for all parties in city governance. Currently digital information management practices are fragmented and scattered over projects. It is concluded that issues related to the practices of organizing ICTs and projects in smart city government, and additionally the human dimension related to information management, should be addressed more thoroughly to increase understanding about the smart city governance. Furthermore, activities are needed on behalf of a more mature information management.

One of the most important focal points of the complex processes taking place in the world has been created by highly diverse urbanisation zones, which all face similar problems. At the same time, for historical, economic and cultural geopolitical reasons, each town needs an approach that is tailored to its specific characteristics and needs. However, relatively little attention has been paid to developing the elements of a supportive environment, the process of planning and capacity-building needed to manage a smart city, and exploring concrete cases and best practices. This study examines initiatives supporting the conditions for smart city governance within the framework of the Digital Welfare Programme (DWP) launched in Hungary, with particular focus on the development of a marketplace as an info-communication platform to support the planning process.

The article discusses the implementation process of Smart City governance system in Uzbekistan. The research found several components of smart governance. In particular, Smart Education System component have discussed in details on the experience of Uzbekistan. Important tasks for today in the context of organization modern education system and their alternative solutions were outlined. The current state of the education system and their transformation to national standards based on international experience were assessed. The author focused on the fundamental foundations of significant results achieved in the field of integrated education over the years of independence, and emphasizes the importance of the system in implementing innovative changes based on practical examples. Achievements in the implementation of modern education have described in terms of the attributes of Smart education. Also, measures for the introduction of smart education in Uzbekistan were analyzed on the basis of real statistics and general summaries were presented.
