Wireless video communication is challenging due to vulnerability of media bitstreams to channel distortions. Investigation has been carried out on wireless video channel under tight networking resource budget. One of the challenges is the impact of channel errors on the quality of media streams with high motion activity. Motion activity in this context defines the magnitude of activity displacement in video sequence. Based on the analysis, Media Motion-based Resource Distribution (MRD) is proposed to maximize the average received video quality over wireless system, by regulating the resource distribution of the media streams based on their motion activity characteristics. Experimental results demonstrate that the proposed scheme can improve the average received video quality performance under tight resource constraints budget. This article is devoted to the modern history of performing arts during the pandemic. It examines the activities of authorities and theaters, concert organizations and concert organizers from 2020 to mid-2021. Countries plunged into self-isolation. The cultural sphere has been restructured, cultural contacts minimized, while video communication systems have evolved into virtual platforms in homes. The artists, left without full-fledged "live" concerts and performances were distressed. Halls could be accessed by documents and in very limited numbers. The article discusses two fundamental documents prepared by Rospotrebnadzor and appeared during this period: "Recommendations for Implementation of Measures Aimed at Prevention of the Spread of the New Coronavirus Infection (COVID-19) When Performing Activities of Theaters and Concert Organisations" and "On Measures to Limit the Spread of a New Coronavirus Infection (COVID-2019) on the Territory of the Russian Federation in Cases of Mass Events". Both documents were intensively discussed at various forums of performing arts managers in Russia.

Video streaming is expected to acquire a massive share of the global internet traffic in the near future. Meanwhile, it is expected that most of the global traffic will be carried over wireless networks. This trend translates into considerable challenges for Service Providers (SP) in terms of maintaining consumers' Quality of Experience (QoE), energy consumption, utilisation of wireless resources, and profitability. However, the majority of Radio Resource Allocation (RRA) algorithms only consider enhancing Quality of Service (QoS) and network parameters. Since this approach may end up with unsatisfied customers in the future, it is essential to develop innovative RRA algorithms that adopt a user-centric approach based on users' QoE. This chapter focus on wireless video over Critical communication systems that are inspired by QoE perceived by end users. This chapter presents a background to introduce the reader to this area, followed by a review of the related up-to-date literature.
