Background: In 2020, we reached a family planning (FP) temporal milestone. This paper seeks to understand the political economy of commitments and normative best practice within FP national programs, contributing to “stock taking” of change objectives for national ownership and domestic financing of FP programs post FP2020. Stock taking is needed to understand, for example, do we expect our current approaches to deliver greater commitment or do we need to change our approach? Is time the limiting factor for FP2020 commitments or are other, contextual, mechanistic and implementation factors more critical? Methods: This paper uses mini-case studies to offer insights in response to these questions. It drew from country status updates of national FP program commitments published on the FP2020 website. These included country self-assessments, country action for acceleration plans and revitalised commitments using standard templates provided by FP2020. Results:  Critical factors emerging from the case study analysis suggest the following. Context: Country programs that adapted best practices through thoughtful selection, regular monitoring, and course correction, were more responsive to context and better able to scale interventions.  Mechanism: Programs that embedded commitments within national health reforms and transformative agendas were able to sustain commitment and mechanism more effectively over time. Implementation: Programs that were able to balance central coordination with devolved implementation, more effectively translated commitments to action. Monitoring: Programs that placed emphasis on monitoring progress and course correct were better able to steward national commitments and partner inputs. Conclusions: National FP programs included within the country comparative analysis benefitted from their engagement with FP2020. However, not all were able to convert FP2020 commitments into national ownership. In many FP2020 contexts, there is less need for a technical intervention and greater need for engaging politically on sensitive issues that constrain women’s and adolescent empowerment and rights and access to FP.

Purpose This paper aims to examine the non-financial information disclosed in social reports by an Italian provincial government over time to determine its relevance, contribution and evolution. Design/methodology/approach Through a case study analysis, the authors examine 10 years of social reports by one “best practice” Italian provincial government. The authors use content analysis to quantify the level of social and environmental disclosures and use a coding instrument based on the GRI guidelines. The authors use legitimacy theory as a framework. Findings The level of disclosure increased over the 10-year period, and the type of disclosures became more detailed. However, many of the economic, social and environmental elements set out in the Global Reporting Initiative (GRI) guidelines were not disclosed. Moreover, the social report was contingent on a few key factors. The authors find that there has been a decline in interest in social reports by local governments in Italy, suggesting that voluntary disclosure was perhaps a fad that no longer is of interest in Italian local government. Research limitations/implications This research is one case study so the findings are not generalisable. The findings suggest that there is a need for regulation in non-financial information disclosures, as the disclosures in the case study organisation were very much at the discretion of the organisation. This has implications for policymakers. Originality/value Unlike prior studies, this study takes a longitudinal approach to voluntary disclosure of non-financial information and focusses on the under-explored context of public sector organisations.

This chapter examines how the qualitative and quantitative research traditions empirically assess theories about mechanisms when making causal inferences. In the qualitative paradigm, researchers carry out this assessment by attempting to observe causal mechanisms through process tracing and through the analysis of causal-process observations. In the qualitative paradigm, the within-case analysis of specific cases is combined with the effort to observe mechanisms. By contrast, statistical methods are not designed to observe mechanisms within particular cases. The chapter considers the importance of mechanisms in causal inference as well as the use of process tracing in multimethod vs. qualitative research. It shows that multimethod research, which integrates regression and case study analysis, is increasingly regarded as a best practice.

This paper provides an overview of assessment practice as it relates to English for Specific Purposes (ESP), and which is used in a variety of higher education settings. The notion of benchmarking in ESP standardized assessment is discussed, and assessment standards leading to quality assurance are described. The challenge for educators is to agree on a common assessment framework in view of the ongoing debate on ESP benchmarking and unified assessment criteria (nationally or internationally), which is also compared to CEFR. The author uses case study analysis to focus on student assessment policy and practice in Alberta, Canada, as well as other selected countries. It is significant that, today, a number of ESP assessment models are based only partially on the main foreign language assessment principles. Accordingly, this paper provides an overview of such principles, their descriptors and best practice in ESP assessment. The main aim of the research is therefore to understand current assessment practices as well as to develop a standardized benchmarking for ESP teachers. The paper proposes a model of ESP standardized assessment based on the studied reference, ESP practices used in different countries, as well as standards of assessment in general.

Enterprise knowledge management is becoming a critical component of competitive success. Managers must ensure that they can successfully generate, leverage and reuse knowledge assets in their organisations. In this view, they must seek to develop an environment that promotes effective knowledge management initiatives. Self-assessment scorecards can help managers and decision-makers ascertain whether they are incorporating best practices in terms of knowledge management initiatives. This paper presents findings from an exploratory case study analysis. Specifically, it presents a knowledge management scorecard expressly designed to help managers measure their performance in terms of knowledge management against best practice. It helps to provide an overview of a company's strengths and areas for improvement with regard to knowledge management, highlighting those areas that require attention. In this view, it serves as a checklist for effective knowledge management.

This article presents a case study of the 2006-2007 Asian American and Pacific Islander (AAPI) student-led Count Me In! (CMI) campaign. This successful campaign convinced the University of California (UC) to account for 23 AAPI ethnic identities in its data system. Celebrated as a victory for AAPI interests in discourses over racial equity in education, which are often defined by a Black- white racial paradigm, CMI should also be remembered as originating out of efforts to demonstrate AAPI solidarity with Black students and to counter racial wedge politics. In the evolution of the CMI campaign, efforts for cross-racial solidarity soon faded as the desire for institutional validation of AAPI educational struggles was centered. Our case study analysis, guided by sociological frameworks of racism, revealed key limitations in the CMI campaign related to the intricate relations between people of color advocating for racial justice. We conclude with cautions for research and campaigns for ethnically disaggregated AAPI data, and encourage advocates and scholars to address AAPI concerns over educational disparities while simultaneously and intentionally building coalitions for racial equity in higher education.
