According to the simplest and most common definition, metadata refers to a set of data that describes other data. Research on metadata is focused almost exclusively on solving practical issues. There are few theories on metadata that emphasise the lack of a common theoretical foundation to handle metadata, and there is also a lack of corresponding research. This article looks at metadata from a broad perspective of information technology and seeks an answer to a question that may, at first glance, seem simple: what is the origin of metadata? The article aims to present a conceptual model that connects metadata to communication processes, thereby creating an opportunity to treat metadata in a more systematic manner. In memory institutions, different metadata schemes and standards are used to describe digital objects. In order to describe objects, libraries use bibliographical entries that correspond to valid entry and cataloguing rules. Objects are described by bibliographic entries and catalogued in a bibliographic format. Nowadays, cataloguing rules are mostly based on the ISBD (International Standard Bibliographic Description). The most common bibliographic formats are standards belonging to the MARC (Machine Readable Cataloguing) group. Some libraries, such as the Academic Library of Tallinn University and the University of Tartu Library use the Dublin Core metadata standard to describe the digital objects they preserve. A particular feature of the metadata systems used by libraries is that all objects in a collection are described to at least a minimum level. Archives in Estonia use the General International Standard Archival Description (ISAD(G)), which was developed by the International Council on Archives. Archives differ from libraries in that archives usually describe objects in detail on the levels of archive, series, and archive item, and preservation of the full context of information is prioritised. Estonian museums began introducing common structured metadata in 1992, when the Ministry of Culture commissioned a software company called AS GenNet Laboratories to develop KVIS (Information System of Cultural Values). The development of KVIS was based on the CIDOC (International Committee for Documentation) data model of the International Council of Museums, and on SWETERM, the Swedish standard of forming name attributes. This was an object-oriented data model, and the description was focused not on the object but the event. This type of description model is also supported by the CRM (Conceptual Reference Model) adopted by CIDOC in 2006. In 2005, the Ministry of Culture decided to create MuIS, a new information system for museums, although this new system was based on the same underlying data model as the previous system. The descriptions of museum objects are supported by central glossaries that ensure museum items are described as required and that searches can be made across museums. To describe natural scientific collections, other information systems are also used, such as the SARV database, used for managing data related to geocollections. Archaeological collections have their own databases as well, with specific metadata. The digital collection of the Art Museum of Estonia uses a bespoke system of metadata. Metadata are connected to each of the elements in the communication process: metadata are the attributes describing these elements. Each element of a communication act is characterised by specific, fixed attributes that provide full information about the act. All the attributes of the set of elements pertaining to a specific communication act make up the full meta description of this communication act. In fact, a communication act can be characterised by various attributes. The selection of metadata attributes used to characterise a communication process is connected to the function of the metadata relevant for the particular case.

Providing citizens with the ability to move around in an accessible way is a requirement for all cities today. However, modeling city infrastructures so that accessible routes can be computed is a challenge because it involves collecting information from multiple, large-scale and heterogeneous data sources. In this paper, we propose and validate the architecture of an information system that creates an accessibility data model for cities by ingesting data from different types of sources and provides an application that can be used by people with different abilities to compute accessible routes. The article describes the processes that allow building a network of pedestrian infrastructures from the OpenStreetMap information (i.e., sidewalks and pedestrian crossings), improving the network with information extracted obtained from mobile-sensed LiDAR data (i.e., ramps, steps, and pedestrian crossings), detecting obstacles using volunteered information collected from the hardware sensors of the mobile devices of the citizens (i.e., ramps and steps), and detecting accessibility problems with software sensors in social networks (i.e., Twitter). The information system is validated through its application in a case study in the city of Vigo (Spain).

As a space-filling method, Voronoi Treemaps are used for showcasing hierarchies. Previously presented algorithms are limited to visualize nonspatial data. The approach of spatial Voronoi Treemaps is proposed in this paper to eliminate these problems by enabling the subdivisions for points, lines, and polygons with spatial coordinates and references. The digital distance transformation is recursively used to generate nested raster Voronoi polygons while the raster to vector conversion is used to create a vector-based Treemap visualization in a GIS (geographic information system) environment. The objective is to establish a spatial data model to better visualize and understand the hierarchies in the geographic field.

Interdisciplinary studies are becoming increasingly popular, and research domains of many experts are becoming diverse. This phenomenon brings difficulty in recommending experts to review interdisciplinary submissions. In this study, an Author–Subject–Topic (AST) model is proposed with two versions. In the model, reviewers’ subject information is embedded to analyse topic distributions of submissions and reviewers’ publications. The major difference between the AST and Author–Topic models lies in the introduction of a ‘Subject’ layer, which supervises the generation of hierarchical topics and allows sharing of subjects among authors. To evaluate the performance of the AST model, papers in Information System and Management (a typical interdisciplinary domain) in a famous Chinese academic library are investigated. Comparative experiments are conducted, which show the effectiveness of the AST model in topic distribution analysis and reviewer recommendation for interdisciplinary studies.

The scientific publication is aimed at exploring the communicative aspects of tourism, its value impact on humans, substantiating the peculiarities of the development of international tourism as a way to formation of cross-cultural tolerance. The article accentuates on the cultural values and value characterizations of international tourism, the role of the communicative culture of the individual as the main link in the concept of the theoretical model of universal human values, the importance of adherence to the principles of tolerance, which are becoming increasingly important in the modern world in the context of globalization of the economy, development of communications, growth of mobility, integration, interdependence and transformation of social cultures. The approaches to analyzing tourism as a social and cultural phenomenon are systematized, the stages of the communication process are distinguished. The author analyzes the content of the most significant documents in the sphere of international tourism adopted with the participation of the World Tourist Organization, which emphasizes the need to adhere to tolerant forms of communication. The focus is placed on the role of international organizations in strengthening cultural ties between peoples, mutual enrichment of cultures as a result of tourist exchange, observance of the principles of tolerance. On the way to the application in practice of establishing intercultural communications in international tourism, the article substantiates effectiveness of such methods as: introduction of an adequate system of acculturation, which involves such types of communication ties as integration, assimilation, division, marginalization at the levels of emotions, actions and cognition; creation of such conditions by the host party, which would contribute to increasing the level of satisfaction of tourists by establishing a constant exchange of information, maintaining feedback, disseminating content among visitors regarding the prospects for the development of tourist infrastructure of the host country.

This article describes the method of integrating information systems of an aircraft factory with the production capacity planning system based on the ontology merging. The ontological representation is formed for each relational database (RDB) of integrated information systems. The ontological representation is formed in the process of analyzing the structure of the relational database of the information system (IS). Based on the ontological representations merging the integrating data model is formed. The integrating data model is a mechanism for semantic integration of data sources.

Abstract The article focuses on process management in public administration using the specific case study of the statutory city of Ostrava. Based on the selected part of the PAPRIS methodology, the process management is verified, and conclusions from the application of information system e-SMO ("Electronic Statutory City of Ostrava") are generalized. Ostrava is third the biggest city in Czech Republic with approximately 320 thousand citizen. Article describes experiences with SW implements, which are used for model of process in public administration. Particulary at local authority of Ostrava town. Model of process is a basis for reengineering of process in state administration and preparation for implementation of big information systems. Mapping of process is providing implement and confirmation methodology to identify existing processes. Problem with its using consist in that, senior manager don’t informs, what organization is determination by processes. If are not described in given to organization current processes, or how would have had look new optimum processes, will not endeavour about reengineering successful. Procedural analysis namely offer tool and check methodology to identification current suit („ at") and it is possible him use either as instruction („ how so about to be") for reengineering function handling administrative and self-rule activities. Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration (PAPRIS - Process Approach - Public and Regional Information System). This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies (Krajčík, 2006), (Krajčík, 2007), (Krajčík, 2013) (Krajčík, 2014). We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems (PAIS). The specific supporting process of communication between the client and the e-SMO ("Electronic Statutory City of Ostrava") system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts (ICM and IVR) is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO (Vlček, 2009). Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample. (Štrach, 2007). Methodology of case studies is among the established guidelines of qualitative research (Štrach, 2007). Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management (Dul, Hak, 2008). Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed.

The Planets Project is developing services and technology to address core challenges in digital preservation. This article introduces the motivation for this work, describes the extensible technical architecture and places the Planets approach into the context of the Open Archival Information System (OAIS) Reference Model. It also provides a scenario demonstrating Planets’ usefulness in solving real-life digital preservation problems and an overview of the project’s progress to date.

Information system is one of the most important business supports in organizations. Web-based applications become an appropriate solution to overcome the dynamically changing environment among different units in an organization. Model-View-Controller (MVC) is a well-known design pattern in web-based application development due to the separation of an application into several parts, hence it is easy to reuse and maintain. However, such design pattern requires improvements since the information system handles business process choreography and integration between application. Therefore, modifying the interaction of object of class in a design pattern become a challenging problem. In this paper, an application framework based on Model-CollectionService-Controller-Presenter (MCCP) design pattern, which is a modification of an MVC, was proposed. The proposed framework allows multiple different applications to run and provides inter-application data exchange mechanisms to improve the data communication process between applications. Several performance comparisons with another popular web application framework are also presented.

To preserve digitally encoded information over a long term following the OAIS Reference Model requires that the information remains accessible, understandable and usable by a specified Designated Community. These are significant challenges for repositories. It will be argued that infrastructure which is needed to support this preservation must be seen in the context of the broader science data infrastructure which international and national funders seek to put in place. Moreover aspects of the preservation components of this infrastructure must themselves be preservable, resulting in a recursive system which must also be highly adaptable, loosely coupled and asynchronous. Even more difficult is to be able to judge whether any proposal is actually likely to be effective. From the earliest discussions of concerns about the preservability of digital objects there have been calls for some way of judging the quality of digital repositories. In this chapter several interrelated efforts which contribute to solutions for these issues will be outlined. Evidence about the challenges which must be overcome and the consistency of demands across nations, disciplines and organisations will be presented, based on extensive surveys which have been carried out by the PARSE.Insight project (http://www.parse-insight.eu). The key points about the revision of the OAIS Reference Model which is underway will be provided; OAIS provides many of the key concepts which underpin the efforts to judge solutions. In the past few years the Trustworthy Repositories Audit and Certification: Criteria and Checklist (TRAC) document has been produced, as well as a number of related checklists. These efforts provide the background of the international effort (the RAC Working Group http://wiki.digitalrepositoryauditandcertification.org) to produce a full ISO standard on which an accreditation and certification process can be built. If successful this standard and associated processes will allow funders to have an independent evaluation of the effectiveness of the archives they support and data producers to have a basis for deciding which repository to entrust with their valuable data. It could shape the digital preservation market. The CASPAR project (http://www.casparpreserves.eu) is an EU part funded project with total spend of 16MEuros which is trying to faithfully implement almost all aspects of the OAIS Reference Model in particular the Information Model. The latter involves tools for capturing all types of Representation Information (Structure, Semantics and all Other types), and tools for defining the Designated Community. This chapter will describe implementations of tools and infrastructure components to support repositories in their task of long term preservation of digital resources, including the capture and preservation of digital rights management and evidence of authenticity associated with digital objects. In order to justify their existence, most repositories must also support contemporaneous use of contemporary as well as “historical” resources; the authors will show how the same techniques can support both, and hence link to the fuller science data infrastructure.
