Diagnostics of the Professional Applicability of Public Administration Staff

The issue of the effectiveness of public administration is particularly acute in times of crisis and requires, first of all, special attention to the process of holding office by candidates, to assess their professional suitability. The article defines the difficulties of diagnosing the professional fitness of a public civil servant, identifies the need for its assessment as a three-pronged process of measurement, forecasting and formation. The analysis of domestic and foreign experience in assessing the professional aptitude of a public administration specialist shows the similarity of assessment systems and the application of the principle of competitive selection of personnel. The article emphasizes the need to introduce competence-oriented tasks into the assessment procedure that allow determining the zone of development of professional fitness of a civil servant.

ABSTRACT Tax regimes treat losses and profits asymmetrically when profits are immediately taxed, but losses are not immediately refunded. We find that treating losses less asymmetrically by granting refunds less restrictively increases loss firms' investment: A third of the refund is invested and the rest is held as cash or returned to shareholders. However, the investment response is driven primarily by firms prone to engage in risky overinvestment. Consistent with the risk of misallocation, we find a delayed exit of low-productivity loss firms receiving less restrictive refunds, indicating potential distortion of the competitive selection of firms. This distortion also negatively affects aggregate output and productivity. Our results suggest that stimulating loss firms' investment with refunds unconditional on their future prospects comes at the risk of misallocation. JEL Classifications: G31; H21; H25.

The problem of increasing the efficiency of public administration is a key point that refutes or supports the methods and forms of power that are used, but only within the framework of efficiency criteria. The determining factor on this issue should be, first of all, socio-economic efficiency, that is, the universal consideration of public interests of Russian citizens. Taking into account the analysis of thematic sources on assessing the effectiveness of the public administration system, we can conclude that this category contains a combination of various results of managerial activity, both in the state and in the public sphere. The effectiveness of public authorities should take into account quantitative statistical indicators, but special attention should be paid to qualitative indicators, which should be assessed by the population of the subject of the Russian Federation. The purpose of evaluating the performance of public civil servants, heads of executive authorities is the introduction of an optimal and fair wage system both at the regional and federal levels. The article discusses the foreign experience of the CAF self-assessment model of public authorities, which is based on the selection of 9 criteria that correspond to the main areas that are taken into account when analyzing public authorities. Examples of evaluating the effectiveness of executive bodies in the Irkutsk and Kurgan regions are shown. The current and developed measure for assessing the effectiveness of the activities of executive bodies of state power and officials on the example of the Udmurt Republic is reviewed and analyzed.

The responsibility of civil servants and the grounds and conditions of termination are specified in the Law on Civil Service, which is the main legislative act implementing sectoral regulation, which emphasizes the importance of this issue. Abstract The intercomparison test is a quality assurance activity performed for internal dose assessment. In Korea, the intercomparison test on internal dose assessment was carried out for nuclear facilities in May 2018. The test involved four nuclear facilities in Korea, and seven exposure scenarios were applied. These scenarios cover the intake of 131I, a uranium mixture, 60Co and tritium under various conditions. This paper only reviews the participant results of three scenarios pertinent to the operation of nuclear power plants and adopts the statistical evaluation method, used in international intercomparison tests, to determine the significance values of the results. Although no outliers were established in the test, improvements in the internal dose assessment procedure were derived. These included the selection of intake time, selection of lung absorption type according to the chemical form and consideration of the contribution of previous intake.

Research of foreign experience of enforcing administrative reforms allows to reveal the primary directions of modernization, which laid the basis of changes in public sector of a number of the leading countries. Systematization of the given directions and their comparison to the directions of reforming of system of public administration in the Russian Federation allows to allocate the general and private elements, to prove priority of the realized actions, to formulate priorities and reference points.
