Asta-Ja and Energy Security in Nepal

Energy independence and sustainable renewable energy sources are the two main components of energy security for Nepal. More than 2/3rd of energy consumed in Nepal comes from biofuels and waste and about 1/4th of energy consumed comes from coal and petroleum products. With increasing number of motor vehicles and rising demand for cooking gas, Nepal’s coal and petroleum import bills in recent years have reached over Rs. 200 billion. With its vast water resources, Nepal has a great potential for energy independence and sustainability and achieve energy security. Nepal’s current 1,689 MW hydroelectricity capacity is expected to reach over 5,000 MW in next three to five years, which means Nepal will have a large amount of clean energy in the market. This increased hydropower production will also require an increased domestic consumption by making hydroelectricity affordable, reliable, and high-quality energy by improving its distribution system. Nepal also has a very high potential for solar power, which need to be harnessed and brought to the national grid. Nepal needs to harness all energy sources, which consist of hydropower, solar power, wind power, biofuels, and biogas, in a sustainable way for its energy independence and security. Because Nepal is in a geologically active and natural disasters prone area, it is critical to ensure ecological balance of Asta-Ja elements, Nepali letter, Jal (water), Jamin (land), Jungle (forest), Jadibuti (medicinal and aromatic plants), Janashakti (manpower), Janawar (animal), Jarajuri (crop plants) and Jalabayu (climate) while developing energy resources. Asta-Ja Framework serves as the connecting bridge between the energy resources and the end users. Strategic planning for comprehensive energy development considering ecological balance of Asta-Ja resources, decarbonization and electrification of energy end uses, improvement of energy infrastructures, continuous monitoring and evaluation of energy sector, and development of hydropower plants and alternative energy sources such as solar and wind is suggested for energy security in Nepal.

With the world-wide wave of economic development and improved traditional living standard of people, consumption of fuel has also increased significantly. Exponential growth in use of fossil fuel and its impacts compelled to search for alternative energy sources. Green energy is that source of energy that is naturally restocked. Nepal is rich enough country for renewable energy sources even though, could not accelerate growth and development agenda.  Appropriate policy and planning of green energy would help to give a big push to break development hazards and would contribute for economic freedom and energy security.  This paper attempts to scrutinize and understand the green energy utilization, proper management and exploring the capacity of the Nepalese economy.

The article is devoted to the study of the development of «green» energy in Ukraine. Extraction of non-renewable resources reduces our reserves, and using in the process of production and consumption leads to global warming. Further development of «green» energy will reduce the problems associated with environmental pollution and ensure consumer demand for clean energy at low prices. The article analyzes in details the current state of «green» energy of the country, considers promising opportunities for investment in the industry by Ukrainian and foreign entrepreneurs, which will create and implement new technologies in production, modernize obsolete enterprises. The main problems of using alternative energy sources are highlighted, the prospects for the development of «green» energy are determined, the possibilities and expediency of the transition to ecological types of energy are considered, taking into account the features of the country's economy. The article considers and analyzes the energy balance of the state, which is significantly dominated by the use of nuclear fuel, coal and gas. The use of modern and advanced technologies in the use of renewable energy sources will increase the share of clean energy in the energy balance of the country. The chronology of development of solar power plants in Ukraine is considered. It is noted that due to scientific and technological progress, reduction of prices for solar power plant equipment, «green» tariff capacity of generating alternative energy facilities will continue to grow. The volumes of energy production, which is produced with the help of renewable sources, are analyzed, the number of enterprises that receive income from the sale of electricity at the «green» tariff is considered. A comparative analysis of the size of the «green» tariff in Ukraine and European countries, the prospects for solving existing problems, proposed measures to fully disclose the potential use of alternative energy sources. The positive aspects of the use of alternative energy are analyzed; the role of the country in the process of implementing an effective energy strategy, creating an electricity market and the country's transition to a carbon-neutral economy is analyzed.

The article examines topical problems of the role of international organizations in the direction of the development of alternative energy and strengthening of energy security in the world. Considerable attention is paid to the importance of the introduction and development of alternative energy in the context of ensuring environmental human rights and economic well-being. Analyzed the main international legal treaties regulating the reduction of greenhouse gas emissions into the atmosphere and the use of alternative renewable energy sources. The main international governmental and non-governmental organizations in the direction of ensuring environmental and energy security have been identified. Attention is drawn to the need to strengthen the role of these organizations by strengthening the functions of supervision and monitoring to increase the possibility of influencing states that do not comply with the provisions of signed and ratified international conventions. It is concluded that it is necessary to adjust the vector of development of instruments for the protection of environmental rights in the direction of its world globalization. The existing global concept for the development of alternative energy sources requires changes. Given that the environmental problem is universal and, although to one degree or another, it still affects every person, regardless of country or nationality, the obligation to protect the environment must be universal, fulfilled and enforced not only by the government bodies of sovereign states, but also international government organizations. It is noted that the programs and recommendations of international organizations are developed directly for individual states, taking into account their geographical and economic location when choosing the types and methods of developing alternative energy.

The article is devoted to the issues of the functioning and development of energy in each country, caused mainly by the economic expediency of renewable energy and the requirements of energy independence. Also, the article examines the importance of replacing traditional fuels with alternative energy sources. The international experience of the countries in the field of efficient use of available natural resources of the fuel and energy complex and enhancement of the potential of the energy sector have been analyzed. A number of common characteristics and directions of energy efficiency improvement for European countries are highlighted. Alternative types of energy and measures necessary for their implementation have been offered. The potential resources of renewable energy sources have been analyzed. The article is devoted to the use of economical and ecological type of fuel - biofuel for Ukraine. On the basis of the analysis of the situation on the energy market, renewable energy is examine, which plays a compensatory role in global energy consumption in the conditions of growing exhaustion of non-renewable sources.

The paper defines the directions of improving turbogenerators as the basis for ensuring the energy independence of Ukraine. The analysis of the state, problems and prospects for the development of modern electric power industry. Goal of the work is to identify promising directions for sustainable development of the national electric power industry in order to ensure energy security of Ukraine, to conduct a comparative analysis of electricity sources, to confirm the need to improve the main sources – turbogenerators. Methodology. During the research, an analytical analysis of the electricity sources, which are installed at power plants in Ukraine and the world, was carried out, taking into account the growth of the planet's population and its energy activity. Cyclic theory was chosen as the theoretical basis for forecasting. On the basis of this theory, global development trends, advantages and disadvantages of currently used sources of electricity - thermal (including nuclear) power plants and stations that operate from renewable energy sources - have been established. A review of literary sources on the methods of the energy sector forecasting the development, including the development of the energy sector in Ukraine, has been carried out. Originality. It has been established that due to the active growth of the planet's population, with the increase in its energy activity, obtaining electricity from renewable energy sources is not enough, that for the next 20-30 years nuclear power plants will be the main sources of electricity. The internal and external threats to the energy security of Ukraine, directions of development of turbogenerator construction, ways to improve turbogenerators, to increase their energy efficiency, power per unit of performance, to increase the readiness and maneuverability factors, and overload capacity have been identified. Practical significance. The need to continue the modernization and improvement of the turbogenerators of nuclear power plant units, as the main sources of electricity, has been proved. The directions of their improvement are established: increasing the power in the established sizes, making changes to the design of the turbogenerators inactive elements, replacing the cooling agent to keep Ukrainian turbogenerators at the world level, improving auxiliary systems, improving and increasing the reliability of the excitation system, introduction of automatic systems for monitoring the state turbogenerators. Possible limits of use, advantages, disadvantages and problems of using renewable energy sources for Ukraine have been established.

The article deals with financial and economic meaning of bioenergy as an important component of the country’s energy security. The problem of transition to renewable energy sources, in particular biofuels, was investigated. The relevance of research is that biofuels can fully replace traditional energy resources, increase the level of economic efficiency of production and competitiveness of national economy, as well as reduce amount of harmful emissions into the environment. The purpose of research is to study and develop theoretical and practical principles of financial and economic development of bioenergy and its role in ensuring energy independence of Ukraine. In the context of financial and economic crisis and political instability, the development of bioenergy industry is of priority in dealing with main social and economic problems. One of the main aspects of bioenergy development is states’ concern and use of targeted state funding. Moreover, other perspective ways to implement bioenergy technologies in Ukraine are public private partnership and attraction of foreign direct investments. Economic assessment of different ways of full or partial replacement of natural gas has shown that they can be supplied with biomass, while the total capacity of introduced objects according to the bioenergy development program can save natural energy resources. According to the formula of the method of average medium, the forecast of optimistic and pessimistic scenario of energy potential development is developed. Energy independence of Ukraine can be ensured through effective implementation of alternative energy with full state support, which will lead to acceleration of economic development of the territories, increasing level of life of people and environmental security of the country.

In the recent attempts to stimulate alternative energy sources for heating and cooling of buildings, emphasise has been put on utilisation of the ambient energy from ground source heat pump systems (GSHPs) and other renewable energy sources. Exploitation of renewable energy sources and particularly ground heat in buildings can significantly contribute towards reducing dependency on fossil fuels. The study was carried out at the Energy Research Institute (ERI), between September 2016 and November 2017. This paper highlights the potential energy saving that could be achieved through use of ground energy source. The main concept of this technology is that it uses the lower temperature of the ground (approximately <32°C), which remains relatively stable throughout the year, to provide space heating, cooling and domestic hot water inside the building area. The purpose of this study, however, is to examine the means of reducing of energy consumption in buildings, identifying GSHPs as an environmental friendly technology able to provide efficient utilisation of energy in the buildings sector, promoting the use of GSHPs applications as an optimum means of heating and cooling, and presenting typical applications and recent advances of the DX GSHPs. It is concluded that the direct expansion of GSHP are extendable to more comprehensive applications combined with the ground heat exchanger in foundation piles and the seasonal thermal energy storage from solar thermal collectors. This study highlights the energy problem and the possible saving that can be achieved through the use of the GSHP systems. This article discusses the principle of the ground source energy, varieties of GSHPs, and various developments.

On the global level, governments are leading the national policy for development of modern technology and alternative energy resources. The tendencies of sustainable development are reflected in the realization of using renewable energy resources that contribute to a more diversified and more efficient use of clean energy. The aim of this chapter is to represent adequate responses to the efficient management at the state level that created all necessary conditions for sustainable development and energy efficiency using renewable energy resources in countries of European Union. Legal regulations, energy policy, short, medium and long-term strategy with a stimulating policy, can contribute for achieving adequate results in terms of sustainable development. The aims of this policy would be reflected in the development of eco-industrial parks and clean energy that contribute development of new companies, employment, on the state budget and local government levels.

The use of alternative energy sources, in particular solar energy, has gained rapid growth in recent years. This trend is prompting manufacturers of equipment for solar power plants to increase production volumes. At the same time, the question arises of the disposal of used modules, because each material has its service life. According to technical specifications, the average life of solar modules and batteries is 25-30 years. Decommissioning may occur earlier than this time due to the following reasons – moral and physical deterioration, mechanical damage, replacement of obsolete equipment with new, modernization of solar power plants. Already in 2030, it will be necessary to replace the solar modules installed in 2000. Therefore, there are acute questions not only regarding the development of technologies for processing waste equipment from solar power plants but also organizational and economic methods. This article discusses the main problems that arise during the utilization and recycling of solar modules, analyzes the experience of countries in resolving these issues. After all, the use of renewable energy sources should minimize the negative impact on the environment from energy production at all stages – from the production of equipment for a power plant to the disposal and recycling of this equipment.
