Transforming Glasgow

“Transforming Glasgow is designed to become an essential book for academics, students, and urban practitioners. The book explores how the city of Glasgow is coming to terms with its post-industrial status and the challenges it still faces to reposition itself as an economically competitive and socially just modern city. The ways in which Glasgow is navigating its transition from a de-industrial to a post-industrial city and beyond will be critically examined through 14 thematic chapters along with an introduction and conclusion. The chapters cover the fundamental elements of urban transformation including health, housing, migration, transport, the built environment, culture, sustainability, community development, governance, and economic development, with attention to the transformation of Glasgow as a place and the impacts on people in the city. In so doing Transforming Glasgow seeks to question what comprises a post-industrial city and the extent to which Glasgow is moving beyond characterisation as a post-industrial city.”

The resurgence of city-regionalism has been a dominant theme in sub-national policymaking over the last decade. Underpinned by narratives of growth engines waiting to be unlocked through greater local control coupled with targeted interventions, city-regions are now a privileged spatial arena in the UK for seeking economic development agreements with higher orders of government. This chapter brings into focus Glasgow’s experience of city-regionalism and notably the re-emphasis brought about by the City Deal. In doing this, multiple political tensions hinging on a series of local, national and UK-wide relationships are sketched out. The chapter - in referencing the wider city-region literature and taking cognisance of the local post-industrial trajectory - poses a series of considerations concerning how and in what form city-regionalism may evolve in Glasgow.

This article focuses on the waterscape of Istanbul, uncovering an episode in the city’s urban history based on this main geographic characteristic. It studies the novel civil seaplane transportation technologies of the 1920s and 1930s, analyzing their actual and possible impacts on the city. These planes provided not only a rapid link between the city and Europe but also a new vantage point for the perception of its natural and built environment. The aircraft were also planned to play innovative roles in the conception of the urban structure of a modern city as well as in the envisioned international events.

The goods of global resource industries pass through the post-industrial city in the form of piles, pipelines, tanks, and silos. Gravel, salt, sand, cobbles, and scrap metal are some of the materials fundamental to making and maintaining the urban environment, but their physical and operational relationship to the city is largely unconsidered beyond conventional single-use zoning practices that simply isolate such resource industries from so-called incompatible uses.

Kharkiv is a modern city in the transition to post-industrial development, with significant migratory attractiveness, high level of urbanization, binational and bilingual population, implementation of a number of socio-economic development projects. Today, the city is not only the localization of many opportunities for the development of society and man, but also an area of increased conflictogenity. The purpose of the study is to identify the main urban conflicts during the post-industrial transition, which arise as a reaction to urban transformations and the action of external national processes and the establishment of the main stakeholders of urban changes and conflicts. The study found that the manifestations and degree of conflictogenity in the city depends on its place in the global urban gradation, and therefore, Kharkiv has a high level of conflictogenity, which is confirmed by the frequency of urban conflicts. The study identified factors of high conflictogenity in Kharkiv, which are due to its historical, cultural and socio-economic development. The following conflicts arise in the city: migration, which are caused by pendulum migrations of the population from peripheral areas to the city, forced migrations from the temporarily occupied territories of Ukraine; ethno-national, due to the competition of the Ukrainian-Russian population, conflicts with national minorities living in the city; urban and property conflicts, which arise mainly between representatives of local authorities, stakeholders and the local population. Urban conflicts affect urban processes, change the urban landscape and reduce the city’s attractiveness. We emphasize the need for further comprehensive socio-geographical studies of urban processes in cities, in particular the emergence of conflicts, identifying factors of conflict, the impact of urban conflicts on the socio-geographical landscape and developing models to find effective solutions to conflicts in the city.

Contemporary archaeology has often combined the study of material culture with a strong social justice imperative, including examining the causes of abandonment of social housing (Buchli and Lucas 2001) and constructing lived experiences of homelessness (Zimmerman et al. 2010). Within this burgeoning field, archaeologies of cities have a significant role to play in interpreting the social implications of transition and change in the city by engaging with the spatial and temporal dimensions of material realities. By explicitly materializing the forgotten or hidden aspects of the post-industrial city, contemporary archaeology allows us to view global processes through the lens of local material expressions. Hilary Orange’s edited volume Reanimating Industrial Spaces (2014) is indicative of the current fascination in contemporary archaeology with the meaning of abandoned places of industry, the link between people and places and the often difficult transition from functional industrial places to post-industrial heritage spaces. Such volumes use a variety of methodological approaches to show how people, place and materials constitute the contemporary, post-industrial city. In doing so they reveal how contemporary archaeology has the potential to critique official narratives that frequently highlight resurgence and development while ignoring inconvenient truths of degradation, unemployment and poverty (see also Ernsten, Chapter 10). The latter experiences speak to this case study of East Belfast in Northern Ireland. For a society of its size Northern Ireland has been the subject of intense political and academic scrutiny, indeed often being accused of over-analysis to the point of exceptionalism (including Whyte 1990). Much of the research has centred on social relationships in urban areas impacted by internecine violence, however, in recent years this focus has shifted to the persisting problems of segregation and sectarianism as a remnant from the Troubles (c.1968–c.98) into the peace process. With the fifteen-year anniversary of the Belfast Agreement of 1998 (hereafter ‘the Agreement’) in 2013—a peace accord that at the time was positively greeted as the end of violence and initiating a move toward ‘normalisation’ (Irish News 2005)—there has been much debate as to the ongoing lack of substantive societal change. At the level of civic politics progress has been made, even if it has been non-linear and at times in danger of derailment.


This book demonstrates how a city is constituted in the productive tension between making and realising, between directing activity and allowing for its emergence. It presents nine ethnographic accounts across Manchester UK, including residential neighbourhoods, cultural events, public spaces, the council, areas of urban regeneration and the airport. The authors examine the dynamics of power for those developing the city, experiencing such interventions and the spaces in-between. These perspectives trace the multiple dynamics of a vibrant post-industrial city, showing how people’s decisions and actions co-produce the city and give it shape. The ethnographic accounts focus on issues including self-policing (Smith), loss and de-industrialisation (Lewis), disenfranchised football fans, (Poulton), sexuality and public space (Atkins), nurturing an emergent city (Symons), defining the commons in public spaces (Lang), conflicting futures thinking (Pieri) networked urban governance (Knox), and how airport design shapes behaviour (O’Doherty). Their specificity provides grounded contexts for identifying ideological patterns and structural processes. They demonstrate the potential of ethnographies to beyond the particular. In doing so, the contributors complicate the dominant narrative of Manchester’s renaissance as an entrepreneurial city. The Afterword argues that even though a city’s future may be planned, it does not materialise as the perfect representation of its blueprint drawings, strategies or vision documents. Instead it is realised through the accumulative efforts of all those who live and work in the city. Researchers of cities can undertake a similar distributed analysis, attending to the unexpected insights that emerge through an open and discursive ethnographic process.

This paper examines the challenges that planners face if industry is to survive and thrive in a growing ‘post-industrial’ city. It examines London, where the difference between the value of land for residential and industrial use, and the pressure to address the housing crisis, is leading to the rapid loss of industrial land and premises. The paper first explores the role of industry in a high-value city such as London, arguing that trends in manufacturing in advanced economies are increasing the benefit for firms of an urban location, whilst at the same time, cities continue to need industry if they are to be economically and socially resilient, sustainable and vibrant. The paper then explores current approaches to planning for industry in London, identifying impacts of a policy framework that anticipates and plans for its decline. Finally, it focuses on the question of how to plan for a productive and inclusive city: we explore the arguments in favour of integrating industry into the urban fabric as well as the benefits of separating land uses and retaining employment land designations, and reveal how urbanists are divided. We argue that if London is to continue to prosper, and meet the needs of all Londoners, then we need to strategically and proactively plan for industry in the city, to experiment with innovative ways of integrating it with other city uses, whilst protecting land for industry, where required. We put forward a critical research agenda to effectively meet this challenge in the future.

The City is a civilizing influence. This is one of the enduring themes of western thought. The crowding, filth, and exploitation of the industrial city in nineteenth-century Europe could not dampen the enthusiasm of urbanists such as Weber, Ruskin, or Spengler; nor is there any dearth of eulogizers of today‘s sprawling megalopolis. This mode of thought has also found its way into the poor countries of the third world, where the overwhelming majority lives in isolated villages. The current message for them is to seek urbanization if they want to be prosperous. This is the essence of a now familiar proposition that cities are necessary for economic development.

Two sculptures of Friedrich Engels have recently been installed in Greater Manchester, the city where the social philosopher spent most of his working life and was the focus of his proto-ethnographic account of the early industrial city. The first sculpture is a fibreglass ‘fabricated ruin’ set within a newly rebuilt section of the University of Salford campus. The second is a former Soviet monument that was transported from eastern Ukraine to Tony Wilson Place, a new arts, business and entertainment space in central Manchester. While the appropriation of the city’s radical figures and movements is very much part of Manchester’s narrative of post-industrial regeneration, the ‘homecoming’ of Engels in the decade following the 2008 financial crash and amid the unfolding Brexit crisis raises certain methodological concerns for us. Engels is a figure who has returned and can be returned to. Here, his 'double return' can be read in very particular ways. In this paper, we bring Engels back to Manchester as a figure who will immediately re-signify against the contemporary political, economic and cultural landscape. In doing so, we advocate a dialectics of geographical traces that can grasp the social contradictions and fractures of the present in a way that works both within and beyond the writing and practice of Engels. As we move on from the 2019 UK General Election in which the Conservative party formed a substantial majority government into the fractured British landscapes of 2021 and beyond, this practice becomes increasingly necessary.

In this article, the topic of public art in an urban environment of the post-industrial city is viewed in the context of one place – Zlín. Contemporary artworks integrated into the city spaces show the city as a site, in the context of its Modernist architecture and urbanism. They reflect both the past and the present-day changes in society and the way how we see and experience the world. Public art in Zlín has become part of the transformation and regeneration of public spaces fostering the enhancement of the quality of lives of local urban residents. It is evident from the research that Zlín can be perceived as a place with great potential for new art projects and for the public’s participation and engagement.
