The IUPAC/IUPAP joint working party on the priority of claims to the discovery of elements 110, 111, and 112 has reviewed the relevant literature pertaining to the several claims. In accordance with the criteria for the discovery of elements, previously established by the 1992 IUPAC/IUPAP Transfermium Working Group, it was determined that the claim by the Hofmann et al. research collaboration for the discovery of element 110 at GSI has fulfilled those criteria. For elements 111 and 112, the collaboration of Hofmann et al. produced high-quality data with plausible interpretations, but confirmation by further results is needed to assign priority of discovery for these elements. The working party was not convinced that claims of other collaborations have satisfied the discovery criteria.

The working party was not persuaded that other collaborations have satisfied the discovery criteria.

In accordance with the criteria for the discovery of elements previously established by the 1992 IUPAC/IUPAP Transfermium Working Group (TWG), and reiterated by the 1999 and 2003 IUPAC/IUPAP JWPs, it was determined that the 1996 and 2002 claims by the Hofmann et al. research collaborations for the discovery of the element with atomic number 112 at Gesellschaft für Schwerionenforschung (GSI) share in the fulfillment of those criteria. A synopsis of Z = 112 experiments and related efforts is presented. A subsequent report will address identification of higher-Z elements including those of odd atomic number.

AbstractThe fourth IUPAC/IUPAP Joint Working Party (JWP) on the priority of claims to the discovery of new elements 113, 115, 117 and 118 has reviewed the relevant literature pertaining to several claims. In accordance with the Criteria for the discovery of elements previously established by the 1991 IUPAC/IUPAP Transfermium Working Group (TWG), and reinforced in subsequent IUPAC/IUPAP JWP discussions, it was determined that the RIKEN collaboration has fulfilled those Criteria for element Z=113. The Dubna–Livermore–Oak Ridge collaborations claims for 115 and 117 are also in compliance. The discussion of element Z=118 will appear in a subsequent report. A synopsis of experiments and related efforts is presented along with some commentary guiding future applications of the Criteria.

Background: The aim of this guideline is to provide a series of evidence-based recommendations that allow those new to the field of MEGA-PRESS to produce high-quality data for the measurement of GABA levels using edited magnetic resonance spectroscopy with the MEGA-PRESS sequence at 3T. GABA is the main inhibitory neurotransmitter of the central nervous system and has been increasingly studied due to its relevance in many clinical disorders of the central nervous system. MEGA-PRESS is the most widely used method for quantification of GABA at 3T, but is technically challenging and operates at a low signal-to-noise ratio. Therefore, the acquisition of high-quality MRS data relies on avoiding numerous pitfalls and observing important caveats. Methods: The guideline was developed by a working party that consisted of experts in MRS and experts in guideline development and implementation, together with key stakeholders. Strictly following a translational framework, we first identified evidence using a systematically conducted scoping literature review, then synthesised and graded the quality of evidence that formed recommendations. These recommendations were then sent to a panel of 21 world leaders in MRS for feedback and approval using a modified-Delphi process across two rounds. Results: The final guideline consists of 23 recommendations across six domains essential for GABA MRS acquisition (Parameters, Practicalities, Data acquisition, Confounders, Quality/reporting, Post-processing). Overall, 78% of recommendations were formed from high-quality evidence, and 91% received agreement from over 80% of the expert panel. Conclusion: These 23 expert-reviewed recommendations and accompanying extended documentation form a readily usable guideline to allow those new to the field of MEGA-PRESS to design appropriate MEGA-PRESS study protocols and generate high-quality data.

Without high-quality data, even the best-designed monitoring and evaluation systems will collapse. Chapter 7 introduces some the basics of collecting high-quality data and discusses how to address challenges that frequently arise. High-quality data must be clearly defined and have an indicator that validly and reliably measures the intended concept. The chapter then explains how to avoid common biases and measurement errors like anchoring, social desirability bias, the experimenter demand effect, unclear wording, long recall periods, and translation context. It then guides organizations on how to find indicators, test data collection instruments, manage surveys, and train staff appropriately for data collection and entry.

This article analyzes the overall and type of developmental impacts of remittances for migrant-sending households (HHs) in districts of Punjab, Pakistan. For this purpose, an HH-based human development index is constructed based on the dimensions of education, health and housing, with a view to enrich insights into interactions between remittances and HH development. Using high-quality data from a HH micro-survey for Punjab, the study finds that most migrant-sending HHs are better off than the HHs without this stream of income. More importantly, migrant HHs have significantly higher development in terms of housing in most districts of Punjab relative to non-migrant HHs. Thus, the government would need policy interventions focusing on housing to address inequalities in human development at the district-HH level, and subsequently balance its current focus on the provision of education and health.

Background: The Sexual Assault Resource Center (SARC) in Perth, Western Australia provides free 24-hour medical, forensic, and counseling services to persons aged over 13 years following sexual assault. Objective: The aim of this research was to design a data management system that maintains accurate quality information on all sexual assault cases referred to SARC, facilitating audit and peer-reviewed research. Methods: The work to develop SARC Medical Services Clinical Information System (SARC-MSCIS) took place during 2007–2009 as a collaboration between SARC and Curtin University, Perth, Western Australia. Patient demographics, assault details, including injury documentation, and counseling sessions were identified as core data sections. A user authentication system was set up for data security. Data quality checks were incorporated to ensure high-quality data. Results: An SARC-MSCIS was developed containing three core data sections having 427 data elements to capture patient’s data. Development of the SARC-MSCIS has resulted in comprehensive capacity to support sexual assault research. Four additional projects are underway to explore both the public health and criminal justice considerations in responding to sexual violence. The data showed that 1,933 sexual assault episodes had occurred among 1881 patients between January 1, 2009 and December 31, 2015. Sexual assault patients knew the assailant as a friend, carer, acquaintance, relative, partner, or ex-partner in 70% of cases, with 16% assailants being a stranger to the patient. Conclusion: This project has resulted in the development of a high-quality data management system to maintain information for medical and forensic services offered by SARC. This system has also proven to be a reliable resource enabling research in the area of sexual violence.
