By foregrounding a widened view of the rule of law in transnational legal processes, the works under discussion in this symposium can support innovative critical perspectives on global health law –a field that has gained wide attention due to the spread of COVID-19 around the world (Lander, 2020; Bhatt, 2020). Legal and socio-legal scholars in the decade and a half before the pandemic worked on locating global health law and articulating its underlying principles. Lawrence Gostin's 2014 monograph offers a synoptic view centred on international institutions (e.g. the World Health Organization, World Trade Organization, UN Human Rights Council) and problems (e.g. infectious-disease response, tobacco control), along with an elaboration of its normative basis in universal moral principle and international human rights law (Gostin, 2014). Struggles over access to essential medicines and intellectual property in the early 2000s are, for example, represented in terms of the right to health constraining international trade law. Andreas Fischer-Lescano and Guenther Teubner's 2004 reading is oriented more by social theory than by doctrinal or ethical frames (Fischer-Lescano and Teubner, 2004, pp. 1006, 1008). A functional health regime has ‘differentiated out’, they observe, and operates as a discrete communication system across borders, albeit one that is threatened by the preponderant economic system. On this model, the battle for access to medicines amounts to ensuring, via human rights guarantees, that the rationality of the health system is not replaced by that of its economic rival in legal and policy communications (Fischer-Lescano and Teubner, 2004, pp. 1030, 1046).

Abstract Background COVID-19 has hit the world in an unprecedented way causing serious repercussions on several aspects of our life. Multiple determinants have affected various nations’ level of success in their responses towards the pandemic. The Arab Levant region in the Middle East, notoriously known for repeated wars and conflicts, has been affected, similarly to other regions, by this pandemic. The combination of war, conflict, and a pandemic brings too much of a burden for any nation to handle. Methods A descriptive analysis of data obtained from the health departments of various Arab Levant Countries (ALC) was performed. ALC include Lebanon, Syria, Jordan, Iraq and Palestine. The data collected involves incidence, recovery rate, case fatality rate and number of tests performed per million population, Global Health Security index, government stringency index, and political stability index. The information obtained was compared and analyzed among the ALC and compared to global figures. An extensive electronic literature search to review all relevant articles and reports published from the region was conducted. The 2019 Global Health Security (GHS) index was obtained from the “GHS index” website which was made by John Hopkins University’s center for health security, the Nuclear threat Initiative (NTI) and the Economist Intelligence Unit (EIU). Government stringency index and political stability index were obtained from the University of Oxford and the website of “The Global Economy”, respectively. Other world governance indicators such as government effectiveness were obtained from the World Bank website. Results In terms of incidence of COVID-19, Iraq has the highest with 9665 per one million population, Syria the lowest at 256 per million. Deaths per million population was highest in Iraq at 237, and the lowest in Syria at 12. As for number of tests per million population, Lebanon ranked first at 136,033 with Iraq fourth at 59,795. There is no data available for the tests administered in Syria and subsequently no value for tests per million population. In terms of recoveries from COVID-19 per million population, Iraq had the highest number at 7903 per million, and Syria the lowest at 68 per million. When compared as percent recovery per million, Palestine ranked first (84%) and Syria last (27%). The government response stringency index shows that Jordan had the highest index (100) early in the pandemic among the other countries. Palestine’s index remained stable between 80 and 96. The other countries’ indices ranged from 50 to 85, with Lebanon seeing a drop to 24 in mid-August. Even with improved stringency index, Iraq reported an increased number of deaths. Conclusion In countries devastated by war and conflict, a pandemic such as COVID-19 can easily spread. The Arab Levant countries represent a breeding ground for pandemics given their unstable political and economic climate that has undoubtedly affected their healthcare systems. In the era of COVID-19, looking at healthcare systems as well as political determinants is needed to assess a country’s readiness towards the pandemic. The unrest in Lebanon, the uprising in Iraq, the restrictions placed on Syria, and the economic difficulties in Palestine are all examples of determinants affecting pandemic management. Jordan, on the contrary, is a good example of a stable state, able to implement proper measures. Political stability index should be used as a predictor for pandemic management capacity, and individual measures should be tailored towards countries depending on their index.

Malaria is still a global health problem around the world particularly in Indonesia. Chloroquine is one of the anti-malarial drugs which is still used in Indonesia. The aim of this research is to know the synergic effect of Chloroquine and N-Acetyl Cysteine towards parasitemia and erythrocyte malondyaldehyde levels in mice infected with Plasmodium berghei. This was an experimental research using Plasmodium berghei and BALB/c strain mice, 6−8 weeks old, with body weight 20−30 grams. After infected with Plasmodium berghei, the mice were divided into eight (8) groups: control, chloroquine, NAC 0.25 mg/gBb; NAC 0.5 mg/gBb; NAC 1 mg/gBb and combined drugs of chloroquine and NAC 0.25 mg/gBb; NAC 0.5 mg/gBb; NAC 1 mg/gBb. On the 3rd, 5th, and 7th day after treatment, the mice were killed and their parasitemia and Malondialdehyde (MDA) levels were measured. By using MANOVA and Tukey HSD test, a signifi cant difference in parasitemia level was found between the control and chloroquine group, as well as the control and combined drug groups. In the NAC groups, there was no decrease. The decrease of MDA level began on the 7th day. It can be concluded that there was a synergic effect between the chloroquine and N-Acetyl Cysteine in decreasing parasitemia and malondyaldehyde levels in mice BALB/c infected with Plasmodium berghei.

Abstract Covid-19, the greatest global health crisis for a century, brought a new immediacy and urgency to international bio-medical research. The pandemic generated intense competition to produce a vaccine and contain the virus, creating what the World Health Organization referred to as an ‘infodemic’ of published output. In this frantic atmosphere, researchers were keen to get their research noticed. In this paper, we explore whether this enthusiasm influenced the rhetorical presentation of research and encouraged scientists to “sell” their studies. Examining a corpus of the most highly cited SCI articles on the virus published in the first seven months of 2020, we explore authors’ use of hyperbolic and promotional language to boost aspects of their research. Our results show a significant increase in hype to stress certainty, contribution, novelty and potential, especially regarding research methods, outcomes and primacy. Our study sheds light on scientific persuasion at a time of intense social anxiety.

Abstract Background:COVID-19, caused by SARS-CoV-2 has become the most threatening issue to all populations around the world. It is directly and indirectly affecting all of us and thus, is a emergence topic dealt in global health. In order to avoid the infection, various studies have been done and still ongoing. Now having over 141 million cases of COVID19 and causing over 3 million deaths around the world, the tendency of infection and degree severity of the disease shown in different groups of people came up as an issue. Here, we reviewed 21 papers on SNPs related to SARS-CoV-2 infection severity and analyzed the results of them.Methods:The PubMed databases were searched for papers discussing SNPs associated with SARS-CoV-2 infection severity. Clinical studies with human patients and statistically showing relevance of the SNP with virus infection were included. Quality Assessment of all papers were done with Newcastle Ottawa Scale.Results:In the analysis, 21 full-text literatures out of 2956 screened titles and abstracts, including 63496 cases, were included. All were human based clinical studies, some based on certain regions gathered patient data and some based on big databases obtained online. ACE2, TMPRSS2, IFITM3 are the genes mentioned most frequently that are related with SARS-CoV-2 infection. 20 out of 21 studies mentioned one of more of those genes. The relevant genes according to SNPs were also analyzed. rs12252-C, rs143936283, rs2285666, rs41303171, and rs35803318 are the SNPs that were mentioned at least twice in two different studies.Conclusions: We found that ACE2, TMPRSS2, IFITM3 are the major genes that are involved in SARS-CoV-2 infection. The mentioned SNPs were all related to one or more of the above mentioned genes. There were discussions on certain SNPs that increased the infection severity to certain ethinic groups more than the others. However, as there is limited follow up and data due to shortage of time history of the disease, studies may be limited.

The COVID-19 has renovated the debate about global health governance. A number of scholars have proposed that the World Health Organization should assume the position of a central coordinator with hierarchical powers, demanding nation-states to “share their sovereignty”. This article presents four main objections to this project. First, when international institutions receive leverage, they use to impose “one-size-fits-all” policies, which conflicts with the characteristic heterogeny across countries. Second, geopolitical questions and the distribution of power in multilateral institutions put developing countries in a position of vulnerability within a hierarchical order. Third, the risk of crowding out parallel initiatives, especially from non-state actors. Fourth, decisions about health can have a major impact on countries, which may thwart the internal democratic principle. A Pareto improvement would be possible by strengthening the WHO’s operational capacity and its ability to issue technical guidance and coordinate with countries. To test this hypothesis, this study analyses the possible influence of the WHO’s guidance in the first year of the coronavirus health crisis, from January 2020 to January 2021, in 37 countries reported in the World Values Survey Wave 7 (2017-2020). The OLS regression performed shows a statistically significant negative relationship between the trust in the WHO, assumed as a proxy for the level of the organization's penetration, and the number of cases of COVID-19 (per million people) in the countries of the sample. These findings reinforce the hypothesis that there is a valid case for the countries to strengthen the WHO’s mandate post-COVID-19, but they should enhance the operations of provision of reliable information and support. Nation-states, in particular the developing ones, should eschew the temptation to create a hierarchical global health structure, which may not only fail due to countries’ asymmetries but is likely to create losers in the process.
