Este artigo tem por objetivo evidenciar as transições governamentais, tendo a ética como viés norteador da atuação dos agentes públicos. Por meio de uma reflexão bibliográfica, destacam-se conceitos afetos ao gerenciamento da res pulica e a aspectos da Ética da Responsabilidade e da Convicção, bem como da sua relevância para a realização dos processos de Transição Governamental. Assim, desenha-se esta estrutura: inicialmente, realiza-se uma contextualização desses conceitos; em seguida, discutem-se a execução das transições, evidenciando-se as TGs municipais realizadas em Pernambuco em 2016. Por sua vez, os aspectos metodológicos são abordados no terceiro tópico. Finalizando, apresentam-se ponderações acerca da necessidade de que a Ética da Responsabilidade possa inspirar os processos de passagens de gestão e que estes sejam inseridos na agenda da Administração Pública como política pública de estado.

In 1937 Luther Gulick created POSDCORB. Forty years later he wrote, " ... we all assumed in the 1930s that ... public management flowed in a broad, strong stream of value-filled ethical performance. Were we blind or only naive ... ?" Stephen Blumberg has created the acronym EVPOSDCORB, which represents Ethics, Values, Patience, Openness, Sensitivity, Dignity, Cooperation, Responsiveness, and Beneficence. These humanistic guidelines bring to our focus of attention what was inadvertently left out of Gulick's prescription.

El presente artículo presenta un análisis pormenorizado de la evolución administrativa y legal de las políticas públicas del acceso a la información gubernamental en México y la evaluación de su vinculación con la modernización y mejora de la administración pública y el combate a la corrupción. Se sostiene que, si bien la rendición de cuentas ha generado gran cantidad de datos y se considera como un factor indispensable para la democracia, sus resultados están orientados al margen del cambio administrativo y la disminución del desorden y el abuso en la función pública, como lo muestra la persistencia de las tasas de corrupción administrativa y política.   This paper presents a detailed analysis of the administrative and legal evolution of public policies on access to government information in Mexico and evaluation of its relationship with the modernization and improvement of public administration and fighting corruption. It is argued that while accountability has generated large amounts of data and is considered as an essential factor for democracy, their results are oriented outside the administrative change and the decline of disorder and abuse in the public service, as show the persistence rates of administrative and political corruption.

Law and public administration schools in Russia vastly exceed in their popularity sciences and engineering. We relate such lopsided demand for higher education to the quality of institutions setting “rules of the game” in economy and society. Cross-country and Russian interregional data indicate the quality of institutions (rule of law, protection of property rights etc.) is negatively associated with the demand for education in law, and positively — in sciences and engineering. More gifted younger people are particularly sensitive to the quality of institutions in choosing their fields of study, and such selection is an important transmission channel between institutions and economic growth.

The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

Tourism Thematic of Level II Leadership Training and Education organized by the Agency for Human Resource Development of Bali Province is intended to improve leadership competence as the Regulation of the Head of Nasional Institut Public Administration (NIPA) Number 15 Year 2015 which also has a tourism mindset, which ultimately increases the competence of adaptive leadership. The question in this study is how is the effectiveness of the theme of tourism in improving managerial competence and adaptive leadership? By using qualitative descriptive explanatory analysis method can be concluded learning process of thematic training of tourism effective in developing competency of adaptive leadership of training participants with some things that still need to be improved. Furthermore, it can be recommended to prepare the standard implementation of Thematic Leadership Level II Training of Tourism, which provides reinforcement of substance and material insertion process of tourism into the existing curriculum according to Regulation of the Head of NIPA Number 15 Year 2015 Number 15 Year 2015. Keywords: training, tourism, adaptive leadership
