Naval helicopters flying at extremely low altitudes often face communication problems when the helicopter is located in the distance from the mother ship. Accordingly, new attention is being cast on the high altitude balloon (HAB) to solve this problem due to its cost-effectiveness and ability of rapid deployment to the battlefield. The balloon is one of a lighter-than-air vehicle that the blowing wind determines its speed, direction, and travel distance. Therefore, it is likely that seasonal changes in wind conditions will restrict the operation of the balloon. In this paper, the feasibility study of the balloon, which is regarded as a future communication relay platform, on the theater of operation of the Republic of Korea Navy the First Fleet was performed. The trends of the balloon trajectory for five years (2014 ~ 2018) with respect to seasonal wind variations were investigated employing the numerical trajectory prediction program. Simulated balloon trajectories of summer and winter showed considerable differences due to seasonal wind. Summer season was found that it has the most favorite flight environment for the balloon campaign. Upon reflecting on the simulation results, the HAB operating procedure, which capitalised on the Ulleungdo, was also suggested.

The article deals with the main problems in the reconstruction of mountain roads. The main reasons for the need to perform works on reconstruction and bringing the existing network of roads in mountainous areas in accordance with the requirements of traffic safety are given. The characteristic of the main types of works which are provided at reconstruction of mountain roads for improvement of their transport and operational qualities is given. The problems of widening of the roadbed, roadway and roadsides affecting the modes and traffic safety during the reconstruction of mountain roads are considered. The sequence of work on the feasibility study of the width of the roadway and the roadbed in the reconstruction of mountain roads is proposed

Analysis of contemporary armed conflicts shows that UCAV (Unmanned Combat Air Vehicle) is finding an increasing range of combat applications. The present study deals with constructional characteristics, tactical and technical parameters, equipment with reconnaissance sensors, electronic warfare equipment, weaponry, economic coefficient, combat experience, possessed additional benefits, systems and technologies, performance and application options in combat operations. Two UCAV (MALE − Medium Altitude Long Endurance) classes were analyzed based on Heron, Heron TP, MQ-1B Predator, MQ-1C Gray Eagle, Wing Loong, CH-4B and newly introduced MQ-9 Reaper ER, MQ-9 Reaper, P.1HH HammerHead, Mantis and (HALE − High Altitude Long Endurance) Global Yabhon, Yabhon-United 40 to determine their optimal effectiveness in combat operations. The article presents a general methodology for assessing the tactical effectiveness of selected UAV classes that are or can be used in modern armed conflicts. It can be useful for potential interested parties when making decisions regarding the purchase or application of an appropriate UAV depending on the capabilities and conditions of the defense strategy of a given country.

2020 is a year of global change. The spread of the COVID-19 virus was an impetus for transformation. The entire globe confronts impediments hard-to-anticipate, but who endangers people’s life. This article refers to the transparency of the decision-making process in the pandemic period. Also, it is explained the communication problems that can appear in complicated situations between the public administration and the citizen. Both the authorities of the European Union, in general, and of the Republic of Moldova, in particular, encounter social problems, which must be resolved in a very short period. Many decisions must be made promptly and unforeseen. It is important that this process does not affect the quality of public services provided and does not infringe on the rights of citizens. Thus, the decision-making process must be transparent and accessible to citizens
