The article deals with the main problems in the reconstruction of mountain roads. The main reasons for the need to perform works on reconstruction and bringing the existing network of roads in mountainous areas in accordance with the requirements of traffic safety are given. The characteristic of the main types of works which are provided at reconstruction of mountain roads for improvement of their transport and operational qualities is given. The problems of widening of the roadbed, roadway and roadsides affecting the modes and traffic safety during the reconstruction of mountain roads are considered. The sequence of work on the feasibility study of the width of the roadway and the roadbed in the reconstruction of mountain roads is proposed

This paper presents estimation of the traffic accident costs in Serbia, based on original dominant costs model. Dominant costs model uses human capital approach and this model is developed for simple and quick calculation of the traffic accidents costs, because other simple methods as 1 million rules, are not suitable for estimation of the traffic accident costs in the countries with a low GDP per capita. Knowing the costs of traffic accidents is of crucial importance for establishing traffic safety to the level defined by the size of costs made as a consequence of unsafely. So, politicians, decision makers and stakeholders in the field of traffic safety often need quick estimation of the traffic accident costs and economic effects of the particular measures which are applied for decreasing the number and severity of traffic accidents. The estimation of the level of the traffic accidents costs in Serbia, based on the official data (from the Ministry of Interior of the Republic of Serbia) about traffic accidents in Serbia for 2008 is shown in this paper and the comparison between predicted and calculated value of the traffic accident costs for 2009 is also presented.

The objective of this paper is to analyse road traffic safety in the Republic of Croatia based on the selected indicators which were used by the legislator in bringing the Law on Road Traffic Safety which has been in force since 28 July 2004, and the achieved effects in reaching the desired safety level in the three-year period from 2005 to 2007. The aim of the research is to establish a prognostic trend of the values of the studied indicators in the time period following the enforcement of new legal regulations. Adequate safety indicator values for the respective period were analyzed using the methods of analysis and synthesis, mathematical statistics as well as trend assessment based on the found mathematical prognostic models. Based on the results of this research it was found that the basic hypothesis according to which the implementation of new legal guidelines had to result in positive change in the condition of road traffic safety, failed to be confirmed. A change in the road traffic safety improvement strategy has been proposed as well as a more significant participation and recognition of the profession and science in this field which is of great significance for the society. The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

The article is devoted to a study of administrative and legal enforcement actions against violators of road safety (RS) laws used in the Republic of Kazakhstan and some foreign countries. The aim of the present article is to analyze ways of bringing to justice the perpetrators of traffic offences in the national legislation of Kazakhstan and some foreign countries, to assess their effectiveness and the possibility of using foreign experience in the national legal field. The article examines the foreign organizational and legal experience in the application of administrative responsibility for violators of RS laws and the administrative regulations of Kazakhstan; the conclusions have been made, and the recommendations for further improvement of measures to bring to justice violators of RS laws have been given. The author subjects the use of the fine as the main mechanism for bringing to justice perpetrators of the traffic violations to fair criticism. Based on the study of normative materials on administrative law and the experience of foreign countries in counteraction to RS violations, the author suggests ways to eliminate causes and conditions for committing traffic safety violations and formulates the proposals for further improvement of the administrative legislation of the Republic of Kazakhstan, in particular, excluding the prevarication when using the data of photo and video fixation of traffic offences. The main provisions and conclusions of the article can be used in scientific and practical activities in addressing the issues of law violation prevention, the comparative characteristics of the norms of responsibility for RS violations of Kazakhstan and foreign countries laws, and in the subsequent reform of statutory regulations on administrative offences.

Grey mountain Caucasian bees are of great interest for the selection, as a valuable gene pool of different populations of this race is supported by high mountains and inaccessible gorges of Dagestan, while serving as an isolated mountainous natural breeding areas. The studies were conducted in three different climatic conditions of the republic: the plains, foothills and mountainous areas. In the area of natural dispersal of gray mountain Caucasian bees in Dagestan released several local populations and different backgrounds. Characteristics of the main morphological features of honey bees are the length of proboscis, wing and width of the third tergite and others. These features bees vary, depending on the habitat population. Numerous studies of Dagestan honeybees showed, that the longest proboscis inherent in bees of mountain zone (6.85 ± 0.03 mm). The plain bees have a smaller proboscis (up to 6.71 ± 0.01 mm), and in the foothills bees the proboscis occupies an intermediate position (from 6.69 ± 0.01 to 6.83 ± 0.01 mm). Two other peculiarities (wing length and the third tergite) are subject to variation, depending on the altitude above sea level.

The paper analyzes the changes in the number of traffic accidents fatalities in the Republic of Serbia. The statistical significance of the change in the number of fatalities in relation to the period before and after the application of the new Law on Traffic Safety was tested. The results indicate the significance of the change in the total number of fatalities, fatalities of drivers of passenger cars, motorcyclists and mopedists, fatalities of male persons and young people.

The paper presents an overview of the most important regulations and institutions affecting the level of quality and fittingness of the vehicle fleet, in order to increase the level of general traffic safety in the Republic of Serbia. The Traffic Safety Agency, among other things, alone or in cooperation with others, regulates, controls and implements the system of homologation, testing and control of conformity of vehicles, equipment and parts. It authorizes and supervises other organizations for vehicle control and testing. The role of standardization in this process is dual: first - it refers to the subject of testing - vehicles, and second - to the quality of testing - authorized organizations. The paper discusses the important provisions of regulations for vehicle testing and analyzes the impact of the standards ISO 17020 and ISO 17025 on the work of authorized organizations. In conclusion, it was proposed that in order to achieve and maintain high level of testing quality, mandatory accreditation of authorized organizations should be prescribed. Mandatory application of the standards would have a positive impact on the traffic safety segment which depends on the technical characteristics of the vehicle, and as well, reduce the Agency's obligations.

Road safety in the Republic of North Macedonia is the primary social responsibility of all organizations and individuals whose ultimate goal is to achieve optimal traffic safety. The increased number of vehicles, the traffic intensity on all roads, as well as the degree of traffic indiscipline among certain traffic participants, are the main factors that affect the safety situation both in terms of the volume of accidents and the consequences arising from them. The subject of the research are the traffic accidents that occurred in the period from 2010 to 2019 on the territory of the Republic of North Macedonia, the factors that influence their occurrence and the criminal acts against the safety of the public traffic in the mentioned period. The purpose of this paper is to research the statistical indicators for the number of traffic accidents and those accused of crimes against public traffic safety in the period from 2010 to 2019 and on their basis to determine the reasons for their occurrence and propose measures and activities that will affect their reduction in the near future according to world trends.

The paper is devoted to a challenging problem of ensuring traffic safety on the sections of a highway vertical curve and it provides an analysis for works concerning design, lay-out and organization of a project roadway. A change in vehicle speed has been analyzed depending on the length of a curve and a maximum longitudinal slope of a project roadway. The paper presents statistical data about accidents in the Republic of Belarus for several years on the sections of curves pertaining to project roadways. Comparative analysis of difference between point marks on a parabola is given in the paper and the parabola is inscribed in the fracture of the project roadway while using two methods. The paper presents the following errors: geodetic measurements in excesses while laying out pavement, elevation points along pavement axis while making road pavement. Emergence of centrifugal force causes a change in shearing and holding forces. Excess of the shearing force on the holding one leads to spontaneous sliding in the direction of a shearing force vector. Technical solutions have been developped on the basis of systematic functional and active deterministic method. The solutions are protected by invention patents of the Republic of Belarus and they ensure safety passages of highway sections with this type of curves in a longitudinal profile. While constructing and accepting a road for operation it is necessary to control references of curve elements in the longitudinal profile according to the results of executive surveys and in case of operation it is necessary to inform a driver about a safety speed for a passage through such sections

The article presents the results of the study of the road traffic safety on the automobile roads of the Republic of Kazakhstan. We performed the analysis of the main indicators, specifying the state of the road traffic safety on the automobile roads of the republican significance of the Republic of Kazakhstan. In many regulatory acts, such as “The Priority Action Plan for Improving the Road Traffic Safety of the Republic of Kazakhstan for 2017–2020”, developed with the support of the Asian Development Bank, and in the “National Concept of Road Traffic Safety” project as well , developed by the Interdepartmental Research Institute called “The Academy of Law Enforcement Agencies” of the General Prosecutor’s Office of the Republic of Kazakhstan, the urgent need to improve road traffic safety is clearly pointed. At the same time, it is necessary to have the information about the extent of the existing problem in the field of road traffic safety, which is ensured by the constant consideration and analysis of the statistical indicators, as well as by planning appropriate measures aimed at correcting the situation and achieving planned indicators in the framework of, for example, the national concept of road traffic safety. Currently, statistics on road traffic accidents, occurring in Kazakhstan, are published by the Committee on Statistics of the Republic of Kazakhstan and the Committee on Legal Statistics and Special Accounting. However in the current situation, this is not enough, especially since the ARC MIID of the Republic of Kazakhstan outlined the program of actions aimed at eliminating the existing shortcomings in the field of the road traffic safety and significant improving its indicators. The analytical investigation of the status of the road traffic safety on the roads of the Republic of Kazakhstan was carried out. This will become a kind of starting point in the consistent work in this direction, which will provide the interested parties, first of all the experts, with the high-quality and reliable information about the main figures, characterizing the state of safety of the road users. Based on objective accident data, it is possible to take the effective measures aimed at improving the situation on the roads of the Republic of Kazakhstan.
